The soil of Ujjain has nurtured traditions of science, mathematics, astronomy and cosmic contemplation for centuries. Ujjain has historically been a centre of time calculation, where, in ancient times, the art of measuring time through the shadow of the sun was developed. According to ancient Indian geography, Ujjain lies on the Tropic of Cancer and was considered the central point of the Earth. Centuries before the emergence of the global standard at Greenwich, the Prime Meridian (Zero Longitude) was believed to pass through the sacred city of Ujjain. At a time when the Western world had little knowledge of astronomy, scholars and astrologers in Ujjain were already calculating time and predicting the positions of celestial bodies. When the world was still learning to define time, sages here had already established global standards of astronomical calculations.

Chief Minister Dr. Yadav was addressing the inaugural session of the international conference ‘Mahakal: The Master of Time’ in Ujjain on Friday. Chief Minister Dr. Yadav performed the Bhoomi-Poojan for the four-lane Ujjain Bypass to facilitate arrangements for Simhastha-2028 and for the expansion project of ‘Samrat Vikramaditya–The Heritage’. Eminent thinker and social worker Shri Suresh Soni was a special guest on the occasion.

Chief Minister Dr. Yadav said that according to science, every entity in the universe is governed by time, but Lord Shiva symbolises the infinite from which time originates and where it ultimately dissolves. Therefore, Shiva is regarded as the ‘Master of Time’. Science considers time and space inseparable, and our scriptures centuries ago expressed this scientific truth by describing Shiva as the cosmic form and Mahakal.

Chief Minister Dr. Yadav, recalling his visit to Greenwich, said that the astronomical calculations based on Ujjain and Dongla are remarkably precise. Dongla is being developed as a centre for astronomical studies, and this international conference in Ujjain will prove to be a milestone in that direction. The reference point associated with the Tropic of Cancer was earlier considered to be in Ujjain, but has now shifted about 32 km away to Dongla. On 21 June, when the sun is directly overhead at the Tropic of Cancer, objects there cast virtually no shadow. He stated that while in Greenwich, the sun can be seen even at around 10 PM during certain periods, which raises questions about its suitability as a global reference point. Today, there is a need to understand time and space in an integrated manner.

Chief Minister Dr. Yadav said it is a matter of pride that Ujjain is being developed as a Science City. With this objective, the Ujjain Science Centre has been inaugurated at a cost of more than ₹15 crore. Under the leadership of Prime Minister Shri Narendra Modi, the state is receiving continuous support from the Government of India. This initiative is a strong step towards reviving India’s rich scientific heritage. He also appreciated the efforts being made under the leadership of Union Education Minister Shri Dharmendra Pradhan to implement the National Education Policy (NEP) 2020, and said the state government is making serious efforts to connect youth with the Indian knowledge tradition in line with the spirit of the policy.

The objective is that devotees visiting Ujjain should not only receive the spiritual blessings of Mahakal Darshan but also learn about the city’s historic role as a centre of time calculation. Organising Simhastha-2028 in a systematic manner is the government’s responsibility. With this objective, the Bhoomi-Poojan for a bypass road costing ₹700 crore has also been performed. He said Ujjain Simhastha is the largest religious congregation in the world, and the state government, under the guidance of Prime Minister Shri Narendra Modi, is making every possible effort to ensure world-class facilities for devotees. From the stage, he invited everyone to participate in the grand and divine Simhastha of 2028.

Unique Confluence of Science, Culture and Spirituality in Ujjain: Union Education Minister Shri Pradhan

Union Education Minister Shri Dharmendra Pradhan said that Ujjain is a place where the distance between spirituality and science disappears, giving rise to a new perspective. India’s major spiritual centres—whether Ujjain, Kashi, Kanchi or Puri—are living laboratories rooted in the Indian knowledge tradition, where science, art, culture, literature and spirituality come together in remarkable harmony. He emphasised that science is incomplete without spirituality, and the best example of this can be seen in the traditions and management systems of the Mahakal Temple. Referring to a ritual at the temple, he explained that from the first day of the month of Vaishakh, a continuous stream of water is poured over the Shivling through a vessel. This is not merely a religious tradition but also a scientific solution to summer heat and an example of environmental management.

Shri Pradhan highlighted the importance of the National Education Policy 2020, stating that education must move beyond rote learning toward creativity, design thinking, and critical thinking. In the era of Artificial Intelligence and computational thinking, AI-based courses are being introduced at the school level so that Indian students remain globally competitive. He also emphasised that knowledge cannot be monopolised by any one language, and therefore education is being linked with Indian languages and local cultures so that students can understand complex scientific concepts in their mother tongue.

Union Minister Shri Pradhan said that since the Tropic of Cancer passes through Ujjain, and time calculations were historically carried out from this region, the time has come to logically establish ‘Mahakal Standard Time (MST)’ in place of Greenwich Mean Time (GMT). Even modern AI tools acknowledge that the origin of time calculation lies around the Ujjain region, and it is time to re-establish India’s scientific pride globally.

Union Minister Shri Pradhan stated that India is advancing rapidly in space technology, drones and information technology, and expressed confidence that in the coming decades India will provide scientific solutions to global environmental and economic challenges while upholding the spirit of ‘Vasudhaiva Kutumbakam’. Strengthening the Science Centre and Planetarium in Ujjain is a significant step toward nurturing scientific thinking among the younger generation.

Launch of Vidyarthi Vigyan Manthan Website, Brochure and Booklet

Chief Minister Dr. Yadav and Union Education Minister Shri Pradhan released the website, brochure and booklet of Vidyarthi Vigyan Manthan. A video film showcasing a multi-level evaluation system designed to develop scientific leadership was also screened.

Bhoomi-Poojan for ₹725 Crore Development Works for Simhastha-2028

Chief Minister Dr. Yadav and Union Education Minister Shri Pradhan performed the Bhoomi-Poojan for the expansion of the Madhya Pradesh Tourism unit ‘Samrat Vikramaditya – The Heritage’. Currently, the facility has 19 rooms, three restaurants including a rooftop restaurant, a Panchakarma centre and a library. Considering the growing religious tourism and the upcoming Simhastha-2028, the facility will be expanded at a cost of ₹22.52 crore, with the addition of 14 new rooms, a dormitory, connecting pathways, as well as gardens and landscaping. Chief Minister Dr. Yadav also performed the Bhoomi-Poojan for the 19.80-km long Ujjain Simhastha Bypass (4-lane) road project costing ₹701.86 crore.
