The campaign is proving effective in addressing the state\u2019s long-standing water crisis and has emerged as a comprehensive model for water conservation, groundwater recharge, and strengthening rural livelihoods.<\/p>\n\n\n\n<p>Rajasthan, geographically the largest state in India, faces significant challenges due to low rainfall, erratic monsoons, excessive groundwater extraction, and large desert areas. In such a scenario, conserving rainwater and utilizing it efficiently has become essential. The state government aims to gradually cover all water-scarce villages under this campaign and make them self-sufficient in water resources.<\/p>\n\n\n\n<p>The \u2018Mukhyamantri Jal Swavlamban Abhiyan 2.0\u2019 focuses on creating new water sources while reviving existing ones. Structures such as anicuts, check dams, ponds, and johads are being constructed to maximize rainwater harvesting. At the same time, old water bodies are being repaired and restored. Efforts to improve groundwater levels include the construction of wells and converting dry borewells into recharge pits.<\/p>\n\n\n\n<p>These initiatives have already started yielding positive results. Groundwater levels have improved in several areas, leading to increased availability of drinking and irrigation water in villages. The campaign has also contributed to higher agricultural productivity, increased green cover, reduced soil erosion, and improved biodiversity. Additionally, it has created local employment opportunities and boosted rural incomes.<\/p>\n\n\n\n<p>The campaign, announced in the 2024\u201325 budget with an allocation of \u20b911,200 crore, aims to build five lakh water harvesting structures across 20,000 villages. In the first phase, work was carried out in 5,135 villages across 349 panchayat samitis. Against a target of over 1.10 lakh works, more than 1.16 lakh projects have already been completed, with an expenditure of around \u20b92,500 crore.<\/p>\n\n\n\n<p>In the second phase, over one lakh works have been targeted across 337 panchayat samitis. So far, more than 1.04 lakh projects worth \u20b92,880 crore have been approved. Out of these, over 45,000 works worth more than \u20b91,048 crore have received administrative approval. More than 8,000 works have already been completed at a cost exceeding \u20b9148 crore, while the remaining projects are progressing rapidly.<\/p>\n\n\n\n<p>Looking ahead, the state government has announced the third phase of the campaign in the 2026\u201327 budget, with an outlay of \u20b92,500 crore. This phase will cover 5,000 villages and include over 1.10 lakh additional works.<\/p>\n\n\n\n<p>A key strength of the campaign is strong public participation and coordinated efforts. Gram Panchayats are playing an active role, and monitoring committees have been formed at the village level to ensure effective implementation. The government is also collaborating with voluntary organizations and private companies under Corporate Social Responsibility (CSR), helping reduce the financial burden on the state.<\/p>\n\n\n\n<p>Modern technologies such as GIS-based mapping, drone surveys, and digital records of water structures are being used to enhance transparency and ensure continuous monitoring. The campaign is also being integrated with other schemes like Jal Jeevan Mission to maximize resource utilization and expand its impact.<\/p>\n\n\n\n<p>Aligned with the vision of Chief Minister Bhajanlal Sharma, the campaign is emerging as a forward-looking initiative that is gradually resolving water scarcity while promoting rural development, agricultural growth, and environmental conservation.
