Rekha Gupta on Monday chaired a high-level review meeting with administrative secretaries and heads of departments at the Delhi Secretariat, calling for time-bound execution of all development works announced in the 2026\u201327 Budget. Reviewing the progress and timelines of key projects, the Chief Minister said that building a \u2018Viksit Delhi\u2019 would require efficient execution and visible outcomes so that the city\u2019s transformation is evident and instills a sense of pride among its residents. She emphasised that what is needed now is strong intent and commitment, expressing confidence that departments would work with full dedication to make Delhi modern and well-equipped.<\/p>\n\n\n\n<p>A central focus of the meeting was the continuous and rigorous monitoring of all major projects through the CM Pragati Portal. Gupta directed all departments to regularly upload detailed updates on project progress, defined timelines and upcoming milestones to enable real-time tracking and close supervision of on-ground developments. Chief Secretary Shri Rajeev Verma was also present at the meeting.<\/p>\n\n\n\n<p>Real-Time Monitoring Through Pragati Portal<\/p>\n\n\n\n<p>The Chief Minister said timely execution is key to accelerating Delhi\u2019s development, and the Pragati Portal will serve as the backbone for sustained and close monitoring. Regular updates by departments will enhance transparency and allow effective review at senior levels. Officials have been asked to set clear short-term targets\u201415 days, 20 days and one month\u2014and update progress accordingly. This approach, she noted, will help identify delays early and ensure corrective action is taken without affecting overall timelines.<\/p>\n\n\n\n<p>Clear Targets, Timelines and Accountability<\/p>\n\n\n\n<p>Sending a strong message on accountability, Gupta directed departments to define clear goals and adhere strictly to timelines. She said the tendency to delay projects must end, and that work should move towards timely completion right from the stage of initiation. She stressed that the entire cycle\u2014tendering, commencement and completion\u2014must follow a pre-defined, time-bound plan. Any bottlenecks should be escalated immediately for resolution instead of allowing projects to remain pending. The Chief Minister made it clear that departmental performance will be judged on outcomes, urging officials to discharge their responsibilities with seriousness, efficiency and a results-oriented approach to ensure all projects are completed on schedule.<\/p>\n\n\n\n<p>Focus on Coordination and Efficient Use of Resources<\/p>\n\n\n\n<p>Gupta highlighted the need for stronger inter-departmental coordination, directing that projects be executed in parallel so that delays in one area do not impact others. She asked officials to adopt a phased and structured implementation plan. She also stressed the importance of optimal utilisation of budgetary resources and called for a target-driven, time-bound work system to ensure that the benefits of government schemes reach citizens without delay. Drawing from past experience, she urged departments to improve efficiency and execution standards in the current financial year.<\/p>\n\n\n\n<p>Target to Complete Key Projects Before 2029<\/p>\n\n\n\n<p>The Chief Minister said the government aims to complete all major projects before 2029, with clearly defined timelines for each\u2014regardless of size or scale. She called for a coordinated and committed approach across departments to drive Delhi\u2019s overall development and public welfare. Officials were asked to review their targets, timelines and action plans and move forward with renewed focus and accountability.<\/p>\n\n\n\n<p>Gupta also urged departments to maximise the utilisation of funds and schemes available from the Centre, noting that such allocations are linked to performance and efficiency.
