Rekha Gupta<br><br>Applications on SWAGAM portal will be accepted from 24.04.2026 for cases where Conveyance Deeds \/ Authorisation Slips have been issued<\/h3>\n\n\n\n<p>Union Minister for Housing and Urban Affairs Shri Manohar Lal during a press conference in New Delhi said that today marks a historic moment in the lives of residents of Delhi. He added that Government of India had enacted the PM-UDAY scheme in 2019 to confer ownership rights to Delhi residents and stated that with the current decision to regularise colonies on an \u201cas is where is\u201d basis, residents will be encouraged to come forward for registration of their properties.<\/p>\n\n\n\n<p>This, he added, will not only provide legal ownership but also enable citizens to undertake construction or redevelopment of their homes in accordance with MCD norms.<\/p>\n\n\n\n<p>Union Minister Shri Manohar Lal also said that these transformative steps have been undertaken under the guidance and inspiration of Prime Minister Narendra Modi. He stated that under the leadership of the Prime Minister, Delhi is witnessing a new phase of planned and inclusive urban development, aimed at addressing legacy issues while building a future-ready city.<\/p>\n\n\n\n<p>Delhi Chief Minister, Smt Rekha Gupta in her address said that the Hon\u2019ble Prime Minister understood the long-standing concerns of families who, despite living in their own homes, were deprived of legal rights. It was this sensitive and visionary approach that paved the way for the PM-UDAY scheme, and today, the regularisation of 1511 out of 1731 unauthorised colonies has been enabled. She added that&nbsp;<strong>Regularisation of Unauthorised Colonies in Delhi<\/strong>&nbsp;today marks a new chapter of relief, dignity, and rights in the lives of 45 lakh people of Delhi.<\/p>\n\n\n\n<p>The Chief Minister informed that the application process will commence from 24th April. A structured timeline has been put in place\u2014GIS survey within 7 days, rectification of application deficiencies within 15 days, and issuance of conveyance deeds within 45 days.<\/p>\n\n\n\n<p><strong>UNAUTHORISED COLONIES \u2013 PM-UDAY<\/strong><\/p>\n\n\n\n<p>&nbsp;In October 2019, the Central Government notified the&nbsp;<em>\u201cNational Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorised Colonies) Regulations, 2019\u201d<\/em>. Pursuant thereto, the&nbsp;<em>Pradhan Mantri \u2013 Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY)<\/em>&nbsp;was launched on 29.10.2019.<\/p>\n\n\n\n<p>Under these Regulations, ownership\/transfer\/mortgage rights are being conferred on the residents of unauthorised colonies (which are not excluded under the Regulations of 2019) out of 1,731 UCs, based on General Power of Attorney (GPA), Agreement to Sell, Payment and Possession documents.<\/p>\n\n\n\n<p>Colonies falling under exclusions\u2014where no rights are to be conferred\u2014include those located on prohibited land such as reserved\/notified forests, areas protected under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, Zone-O (Yamuna Flood Plain), right of way of roads, high tension lines, ridge areas of Delhi, or land protected under any law. Additionally, 69 affluent unauthorised colonies also fall under the exclusions.<\/p>\n\n\n\n<p>Conveyance Deeds (CD) are issued for built-up properties on Government land, and Authorisation Slips (AS) are issued for properties on private land.<\/p>\n\n\n\n<p>PM-UDAY is currently implemented through an online portal managed by DDA for submission and processing of applications.<\/p>\n\n\n\n<p>As of 31.03.2026, approximately 40,000 Conveyance Deeds \/ Authorisation Slips have been issued under PM-UDAY.<\/p>\n\n\n\n<p>The relatively low response to the scheme has been examined. It has been observed that even after issuance of Conveyance Deeds \/ Authorisation Slips, residents are unable to get building plans approved or regularise existing structures due to the absence of approved layout plans. These layout plans were to be prepared by RWAs and approved by MCD.<\/p>\n\n\n\n<p><strong>REGULARISATION OF THESE UNAUTHORISED COLONIES<\/strong><\/p>\n\n\n\n<p>The 2019 Regulations also envisage regularisation of these colonies on an \u201cas is where is\u201d basis after approval of layout plans. However, the absence of approved layout plans has been a major impediment.<\/p>\n\n\n\n<p>Without approval of layout plans and building plans, the objective of bringing residents of unauthorised colonies into the mainstream of urbanisation cannot be fully achieved. While PM-UDAY confers ownership rights, it does not automatically make residents eligible for building plan approvals.<\/p>\n\n\n\n<p><strong>Decisions Taken by Ministry of Housing and Urban Affairs<\/strong><\/p>\n\n\n\n<p>To address these issues, the following decisions have been taken:<\/p>\n\n\n\n<p>\u2022 1511 unauthorised colonies (out of 1731 UCs), which do not fall under exclusion criteria, will be regularised on an \u201cas-is, where-is\u201d basis without requiring approved layout plans.<\/p>\n\n\n\n<p>\u2022 Land use of all plots and buildings in these colonies will be treated as residential.<\/p>\n\n\n\n<p>\u2022 Convenience shops up to 20 sq. metres will be regularised if they have access to a right of way of 6 metres. For shops up to 10 sq. metres, the required right of way may be less than 6 metres.<\/p>\n\n\n\n<p>\u2022 Regularisation will apply to existing built-up structures on an \u201cas-is where-is\u201d basis.<\/p>\n\n\n\n<p>\u2022 Absence of approved layout plans will not be a barrier to regularisation.<\/p>\n\n\n\n<p>\u2022 MCD\/local bodies will issue Certificates of Regularisation, conduct surveys of vacant plots, and facilitate development of civic infrastructure.<\/p>\n\n\n\n<p>\u2022 The Revenue Department, GNCTD, will issue Conveyance Deeds \/ Authorisation Slips to eligible residents.<\/p>\n\n\n\n<p><strong>Process Flow for Online Application<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Applicant logs into MCD SWAGAM portal (<a href=\"https:\/\/mcdonline.nic.in\/swagam\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/mcdonline.nic.in\/swagam<\/a>).<\/li>\n\n\n\n<li>Select unauthorised colony name (from eligible 1511 colonies); ward and zone auto-populated.<\/li>\n\n\n\n<li>Choose whether a PM-UDAY Case ID exists (Yes\/No).<\/li>\n\n\n\n<li>If No \u2192 redirected to PM-UDAY portal.<\/li>\n\n\n\n<li>If Yes \u2192 enter Case ID:\n<ul class=\"wp-block-list\">\n<li>If CD\/AS issued \u2192 application form opens.<\/li>\n\n\n\n<li>If not issued \u2192 redirected to PM-UDAY portal for status.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Processing of applications and issuance of CD\/AS by Revenue Deptt.\/GNCTD with DDA support.<\/li>\n\n\n\n<li>Issued CD\/AS is sent to MCD via SWAGAM portal.<\/li>\n<\/ol>\n\n\n\n<p><strong>Application Timeline<\/strong><\/p>\n\n\n\n<p>Applications on SWAGAM portal will be accepted from&nbsp;<strong>24.04.2026<\/strong>&nbsp;for cases where Conveyance Deeds \/ Authorisation Slips have been issued.<\/p>\n\n\n\n<p><strong>Provisions for Reconstruction \/ Redevelopment \/ Fresh Development<\/strong><\/p>\n\n\n\n<p>In cases of reconstruction or redevelopment, land equivalent to 50% of deficiency in right of way must be surrendered to achieve minimum access width (6m internal roads, 9m approach roads).<\/p>\n\n\n\n<p>FAR will be calculated on original plot area but utilised within reduced plot after surrender.<\/p>\n\n\n\n<p>If existing FAR exceeds permissible limits, penal charges (3 times additional FAR charges) will apply.<\/p>\n\n\n\n<p>Layout plans will be prepared by an inter-agency cell (DDA, MCD, GNCTD) using satellite imagery;
