He emphasized that the period from 2026 to 2030 is extremely crucial for both the state and the country, and the right decisions along with proper execution during this phase can transform Maharashtra into not just a large economy, but also a frontrunner in per capita income.<\/p>\n\n\n\n<p>Chairing a \u092c\u0948\u0920\u0915 (meeting) of the Vision Management Governing Board at Sahyadri Guest House to review the implementation of the ambitious \u201cViksit Maharashtra 2047\u201d roadmap, the Chief Minister said that departments must work towards achieving measurable targets by 2030 within the next four years. The meeting was attended by senior ministers, including Chandrakant Patil, Dattatray Bharne, Pankaja Munde, Atul Save, Shivendrasinh Bhosale, Jaykumar Gore, Minister of State Ashish Jaiswal, Chief Secretary Rajesh Agrawal, and other senior officials.<\/p>\n\n\n\n<p>Fadnavis underlined that any vision remains confined to paper without a concrete implementation strategy. To address this, the state government has established a \u201cVision Management Unit\u201d and conducted in-depth consultations with each department. Clear, achievable targets for 2030 have been defined, ensuring that development efforts are structured and outcome-oriented.<\/p>\n\n\n\n<p>He stressed the need to accelerate growth in advanced districts using modern technologies while also focusing on the development potential of 11 backward districts. These regions, currently lagging behind the national average, could emerge as major growth engines in the future. Increasing Maharashtra\u2019s per capita income should be a central focus, he said, adding that departmental action plans must be specific, measurable, and time-bound. Each department should set clear timelines and indicators to ensure 100 per cent achievement of targets within four years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Planning Within Financial Discipline<\/h3>\n\n\n\n<p>The Chief Minister made it clear that no additional large funding pool would be created for this vision. Departments must operate within the existing financial framework and adopt new working methods instead of continuing with \u201cbusiness as usual.\u201d He also urged departments to actively secure maximum funding from Central Sector and Centrally Sponsored Schemes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Emphasis on Project Pipeline<\/h3>\n\n\n\n<p>Highlighting that the state does not face a shortage of funds but rather a lack of a strong project pipeline, Fadnavis stressed the importance of preparing viable and investment-ready projects. Funding opportunities from PPP models, the Asian Development Bank (ADB), and the World Bank can be leveraged if robust project proposals are in place.<\/p>\n\n\n\n<p>He also noted that policies should not remain limited to announcements; their impact must be reviewed periodically\u2014after six months and one year\u2014to assess effectiveness. Measuring outcomes is essential, and all policies should be based on clearly defined, quantifiable indicators.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Monitoring Through Dashboard<\/h3>\n\n\n\n<p>All departments have been instructed to finalize their action plans in coordination with the Finance Department by April 30. Progress will be dynamically monitored through a centralized dashboard, ensuring transparency and regular evaluation of departmental performance.<\/p>\n\n\n\n<p>Expressing satisfaction over the work done so far, the Chief Minister stated that effective implementation is now the most critical phase. He called upon all departments to work in coordination and with a sense of responsibility to turn the vision of \u201cViksit Maharashtra 2047\u201d into reality.<\/p>\n\n\n\n<p>Principal Secretary of the Planning Department, A.
