The move is aimed at paving the way for one-third reservation for women in legislative bodies, a long-debated reform in Indian politics.<\/p>\n\n\n\n<p>Union Law and Justice Minister Arjun Ram Meghwal formally presented the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, initiating the legislative process. Alongside this, he also tabled the Delimitation Bill, 2026, which is crucial for implementing the proposed reservation framework.<\/p>\n\n\n\n<p>Adding to the day\u2019s legislative agenda, Union Home Minister Amit Shah introduced the Union Territories Laws (Amendment) Bill, 2026, indicating a packed schedule for parliamentary proceedings.<\/p>\n\n\n\n<p>However, the introduction of these Bills immediately triggered strong reactions from the Opposition benches. Congress MP K. C. Venugopal opposed all three legislations and formally recorded objections on behalf of his party. Accusing the government of overreach, he said the move was an attempt to \u201ccompletely hijack the Constitution.\u201d<\/p>\n\n\n\n<p>Parliamentary Affairs Minister Kiren Rijiju and Amit Shah responded by clarifying that the Bills had only been introduced and detailed discussions would follow. As Venugopal continued his remarks, Lok Sabha Speaker Om Birla intervened, assuring that sufficient time would be allotted for a comprehensive debate.<\/p>\n\n\n\n<p>Concerns were also raised by Dharmendra Yadav of the Samajwadi Party, who questioned the framework of the Bill, alleging that it excluded Muslim women from its scope. Rijiju strongly rejected the claim, calling it \u201cunconstitutional.\u201d<\/p>\n\n\n\n<p>Samajwadi Party chief Akhilesh Yadav expressed conditional support for women\u2019s reservation but criticised the government for delays in conducting the national Census. He argued that the delay was linked to demands for a caste-based census, which the government was reluctant to undertake.<\/p>\n\n\n\n<p>Responding sharply, Amit Shah stated that the Census process had already begun and that a caste-based enumeration would follow. He dismissed the criticism, remarking that housing enumeration currently underway is not linked to caste identification.<\/p>\n\n\n\n<p>Shah also termed Dharmendra Yadav\u2019s remarks as unconstitutional, asserting that the Constitution does not permit reservation based on religion.
