The proposed laws aim to amend existing provisions to enable greater representation for women in legislative bodies and establish a framework for redrawing parliamentary constituencies.<\/p>\n\n\n\n<p>Union Parliamentary Affairs Minister Kiren Rijiju informed the House that an extensive discussion would precede the voting. \u201cThe discussion will be held for 12 hours. The Speaker should have the authority to extend the time for discussion. The voting on the Bills will be done tomorrow,\u201d he said, underlining the importance of detailed deliberation.<\/p>\n\n\n\n<p>Responding to this, Lok Sabha Speaker Om Birla indicated flexibility in the schedule, stating that the debate could stretch between 15 to 18 hours if required. He also confirmed that voting would take place at 4 p.m. on Friday and assured members that adequate time would be allocated for all viewpoints to be heard.<\/p>\n\n\n\n<p>The legislative process advanced on Thursday with the introduction of the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, which seeks to operationalise women\u2019s reservation and facilitate delimitation. The Bill was tabled by Union Law Minister Arjun Meghwal following approval from the House.<\/p>\n\n\n\n<p>Alongside this, the Delimitation Bill, 2026, and the Union Territories Laws (Amendment) Bill, 2026, were also introduced, forming a comprehensive legislative package aimed at restructuring representation and governance mechanisms.<\/p>\n\n\n\n<p>The introduction of the Constitution Amendment Bill came after a formal division of votes, triggered by the Opposition\u2019s demand for a recorded voting process. The motion secured approval with 251 votes in favour and 185 against, as announced by Speaker Birla, though he noted the figures remain subject to verification.<\/p>\n\n\n\n<p>In parliamentary procedure, voice votes are typically used to pass motions. However, when the outcome is contested, a division is conducted using the Automatic Vote Recorder system, allowing members to register their votes under \u201cAyes,\u201d \u201cNoes,\u201d or \u201cAbstain.\u201d In this instance, vote slips were also used, with 333 members casting their votes and no abstentions recorded in that round.<\/p>\n\n\n\n<p>The Opposition\u2019s insistence on a division underscored the political significance of the Bills, particularly the women\u2019s reservation proposal, which has long been a subject of national debate.
