Jaipur, April 2026 : Rajasthan Legislative Assembly Speaker Vasudev Devnani said that legislative drafting plays a crucial role in law-making and must reflect the will of the people in clear and simple language. He emphasized that the process of passing bills in the Rajasthan Assembly is conducted with utmost care and transparency, ensuring the highest standards of quality in legislation.<\/p>\n\n\n\n
Devnani was addressing the 37th International Training Programme on Legislative Drafting held at the Rajasthan Legislative Assembly in Jaipur on Saturday. The programme was organized by the Parliamentary Research and Training Institute for Democracies (PRIDE) under the Lok Sabha Secretariat as part of the Indian Technical and Economic Cooperation (ITEC) initiative of the Ministry of External Affairs. A total of 43 participants from 17 countries, including Bangladesh, Bhutan, Ghana, Kenya, Sri Lanka, Tanzania, and Zambia, attended the session.<\/p>\n\n\n\n
Highlighting the importance of clarity in legal language, Devnani stated that the process of introducing a bill goes through three major stages. In the first stage, the bill is presented in the House. In the second stage, it undergoes detailed discussions and thorough examination, often with the help of specialized committees, to refine its provisions. Finally, the House convenes to vote on the bill. He stressed that this comprehensive process ensures laws are strong, easy to understand, and truly serve public interest. \u201cClear and simple language is the essence of justice,\u201d he said.<\/p>\n\n\n\n
Describing the Rajasthan Legislative Assembly as a \u201ctrue temple of democracy,\u201d Devnani noted that it has been instrumental in passing important social welfare laws aimed at inclusive development. He added that the Assembly is celebrating its 75th anniversary, marking a proud legacy of transforming the aspirations of millions into laws\u2014from the early days of state formation to the current era of digital governance.<\/p>\n\n\n\n
Speaking about India\u2019s progress, he said the country is moving towards the \u201cAmrit Kaal\u201d period after completing 75 years of independence and is preparing to celebrate its centenary in 2047. He described this phase as an opportunity for introspection and setting ambitious goals for the future.<\/p>\n\n\n\n
Devnani also highlighted the Rajasthan Assembly as a model institution, noting that it has digitized all legislative records to ensure efficiency, transparency, and accountability. He mentioned the Assembly\u2019s modern digital museum as a bridge connecting citizens, especially youth, with the democratic process and legislative functioning.<\/p>\n\n\n\n
Encouraging international participants, he said that engaging with experienced legislators would enhance their understanding of legislative practices. He added that such programmes offer practical insights beyond textbooks and help strengthen democracy globally through shared learning.<\/p>\n\n\n\n
