The Ministry of Finance believes that its adoption in the near future will result in a loss of up to 27 billion rubles in tax revenue, and a 30% reduction in bookmakers&#8217; audience. Market participants, however, note that they currently lack the technical capacity to obtain the data necessary for the restrictions, and adapting to the changes will take time.<\/p>\n\n\n\n<p>In early March 2026, Finance Minister Anton Siluanov sent a letter to Deputy Prime Minister Dmitry Grigorenko&#8217;s office requesting that the consideration of a bill banning betting at bookmakers for incapacitated citizens and persons involved in enforcement proceedings be postponed until 2026. The bill was introduced to the State Duma by a group of senators back in March 2024, but did not advance beyond the first reading. Dmitry Grigorenko&#8217;s office confirmed receipt of the letter.<\/p>\n\n\n\n<p>In January of this year, the State Duma Committee on Economic Policy submitted a revised version of the bill for its second reading, which was approved by the government, the Ministry of Justice, the Ministry of Finance, and the Presidential Administration. However, as committee chairman Maxim Topilin told news reporters that the government is currently determining its position on the bill due to complaints from the Unified Regulator of Gambling (URAIG) regarding the industry&#8217;s economic losses.<\/p>\n\n\n\n<p>The gambling regulation bill would prohibit betting by incapacitated individuals and those deemed to be in default of enforcement proceedings, including in cases involving alimony payments.<\/p>\n\n\n\n<p>The Deputy Prime Minister also instructed the Ministry of Finance, together with interested federal executive bodies, market participants, the Unified Regulator of Gambling (URG), and the participation of senators of the Federation Council and State Duma deputies, to create a working group on the bill, official source asserted. The bill was introduced by a group of senators to the State Duma in March 2024, but did not advance beyond the first reading.<\/p>\n\n\n\n<p>The Ministry of Finance justifies the request for a postponement by citing that, if the initiative is adopted, the restrictions could affect up to 30% of bookmakers&#8217; audiences. The reduction in the number of players, in turn, could lead to a loss of approximately 27 billion rubles in tax revenues, as well as approximately 14 billion rubles in revenue from targeted sports contributions, the letter states. It also notes that state debtor status verification systems may not be able to handle peak loads of 13 million requests per day.<\/p>\n\n\n\n<p>The Federation Council takes a different stance. Senator Alexander Trembitsky, one of the bill&#8217;s authors, told media reporters that &#8220;the delay is not entirely justified&#8221;, as if the bill were passed, it would allow the system to begin identifying emerging problems in practice. He added that claims about the burden on state systems don&#8217;t reflect the actual situation, as 13 million requests is the total number of players in the country annually, while the number of active players is approximately 1.1 million per day, despite the fact that each player is verified once per day.<\/p>\n\n\n\n<p>The Federation Council have further added that &#8220;the claim of a loss of up to 30% of the client base doesn&#8217;t take into account the existing mechanisms for limiting debtors&#8221;. Overall, the adoption of the bill could, on the contrary, encourage players to pay off their debts, primarily to the state, in order to resume betting.<\/p>\n\n\n\n<p>When accepting bets, the participant is identified, their age is determined, and any incapacity is verified, as well as any outstanding taxes or bankruptcy proceedings, according to the ERAI. Incapacitated individuals, in principle, can only manage funds through a guardian. Thus, minors, incapacitated individuals, and those in debt to the budget can no longer place bets with legal bookmakers. Overall, the ERAI considers the current version of the bill to be a duplication of existing rules and procedures for participation in gambling.<\/p>\n\n\n\n<p>Market representatives see the situation as even more critical. To their apprehension, &#8220;The measures proposed by the bill are fundamentally unfeasible and will lead to the collapse of the entire legal market&#8221;, shared Oleg Davydov, Executive Director of the First SRO of Bookmakers.<\/p>\n\n\n\n<p>The issue revolves around the mechanisms involved in the daily submission of a huge number of requests to government systems, which would effectively prevent bets from being accepted. &#8220;Right now, this initiative is clearly unfeasible. Because the bookmaker doesn&#8217;t have access to an up-to-date database of debtors, a private organisation simply doesn&#8217;t have access to the FSSP database, which contains a lot of personal data and confidential information protected by Russian law&#8221;, explains Nikolai Oganezov, Deputy Chairman of the Committee for Entrepreneurship in Sports at the Russian Chamber of Commerce and Industry and Advisor to the CEO of Fonbet.
