CM Yogi holds a meeting with senior officials soon after the Lok Sabha elections, inquires about progress of departmental projects

Lucknow : Chief Minister Yogi Adityanath held a meeting with all the Additional Chief Secretary/Principal Secretary-level government officers and reviewed the updated status of public welfare projects in the state immediately after the conclusion of the Lok Sabha elections. In this meeting on Thursday, all the senior officers informed the Chief Minister about the progress of various schemes in the current financial year and future action plans in the concerned departments. 

Major guidelines given by the Chief Minister in the special meeting:

● CM said that the Additional Chief Secretaries/Principal Secretaries are the top officials of our departments. They are accountable for every system, every project, every issue related to the department. Therefore, it is their responsibility to ensure timeliness and quality. Maintain better communication and coordination with the departmental ministers. Do not keep public interest cases pending unnecessarily.

● Requisitions from all departments where vacancies and appointments are to be made should be immediately sent to the selection commissions. The e-adhiyachan system has been implemented to facilitate the appointment process, use it. Before sending the requisition for appointment, the rules should be examined thoroughly. Contact the selection commissions, do not send erroneous applications and fix a time limit for the selection process.

● The first quarter of the financial year 2024-25 is about to end. It should be ensured that all departments spend the funds provided in the current budget appropriately. Allocation and timely expenditure should be done on time. Moreover, the Finance Department should review it department-wise. Simplification of the rules of budget allocation and expenditure is also expected; appropriate action should be taken on this.

● There is a need to speed up GST collection efforts. Give targets to the officers posted in the field. Their performance should be the basis of their promotion and posting. Increase the use of technology. Tax evasion should not happen under any circumstances.

● Amidst the ongoing intense heatwave, unnecessary power cuts across the entire state, whether in villages or cities, should be avoided. Power should be cut only when it is very important. Issues such as burnt transformers, fallen wires, and tripping should be promptly addressed without delay. Officers must be readily available to address calls, and any disputes should be resolved immediately, with senior officers personally attending the scene if necessary.

● Enforce the ban on single-use plastic rigorously. Ensure timely completion of the Safe City Project. Guarantee adequate drinking water supply in all urban areas. Find a permanent solution to the street dog issue.

● In view of the rainy season, drains should be cleaned. Silt should not accumulate so that there is no waterlogging in the rain. There is a great need for cleanliness in slums. Regular fogging should also be done here. Make concrete efforts for solid waste management.

● There should be no overloading in the vehicles engaged in mining work under any circumstances. This is against the rules and also causes accidents. Strictness should be taken in this direction.

● Sub-minerals like sand, morrum, and ballast are directly related to the common man. Ensure that the mining work is suspended during the rainy season. In such a situation, also ensure that there is no unnecessary increase in their prices. Various development projects are also affected by this. Legal action should be taken against black marketers who create an artificial shortage of sub-minerals.

● Ensure the quality of construction work and timeliness of the project in the medical colleges under construction under One District-One Medical College Campaign. Review it weekly. Make only merit the criterion for the selection of principals and other faculty staff.

● In every case, it should be ensured that all the dues of the previous session are paid before the new sugarcane crushing begins. Sugarcane should be made available only to mills with good payment records.

● The continuous crackdown on the production, sale, and distribution of poisonous or illicit liquor has effectively dismantled its entire syndicate. This momentum must be sustained. It is heartening that no unpleasant incidents related to toxic or illegal liquor were reported anywhere during the Lok Sabha elections. Efforts should also be made to maintain such a situation in the future.

● Make Mahila Sanrakshan Griha (Women Shelter Homes) functional at the Commissionerate level. It should be expanded to all 75 districts in a phased manner. NGOs for Sanrakshan Grihs should be selected with utmost care. Here, senior officials should also review the arrangements by conducting surprise inspections.

● Pure drinking water was a dream in Bundelkhand and the Vindhya region. Today, this dream is coming true. Both these regions are of top priority. Very soon, every house in Vindhya-Bundelkhand will have a tap water facility. The work of Jal Jeevan Mission has entered the final stage in the entire Vindhya-Bundelkhand, including Jhansi, Lalitpur, Hamirpur, Jalaun, Banda, Chitrakoot, Mirzapur, and Sonbhadra. The remaining work should be completed speedily. Trained plumbers should be deployed in every village.

● Maintain an adequate drinking water supply in the Bundelkhand and Vindhya regions during the summer. Not a single family should have a problem with drinking water, even for a single day. There should also be arrangements for green fodder and drinking water for animals.

● There is a high risk of the spread of communicable diseases during the rainy season. Keeping this in view, make full preparations in time. Along with doctors, take full support of ASHA, ANM, and Anganwadi workers as well. Provide them with the necessary training to prevent water-borne diseases. Efforts should also be made to increase awareness among people.

● Admissions will be made to the sports colleges under construction in Saharanpur and Fatehpur starting the next session. Hence, it is imperative to ensure the timely completion of the construction process. Additionally, expedited progress is anticipated in the construction of the sports university in Meerut.

● Garhmukteshwar is a significant center of faith. A vast historical fair is held on the Ganga Ghat on Kartik Purnima in Brij Ghat and surrounding areas here. The state government has also provincialized the annual fair. Considering Brij Ghat’s importance, prepare a detailed action plan for its beautification.

● Destitute cow shelters are proving useful in livestock protection and promotion. In many districts, these cow shelters are being operated systematically. They should be presented as an example to other districts to inspire them for improvement.

● Programs like Svamitva, Gharauni, and Varasat have provided great convenience to the common people. So far, more than 80 lakh Gharaunis have been prepared. Where the survey work is pending, it should also be completed as soon as possible. Our aim should be that by the end of this year, all eligible villagers should get a certificate ‘Gharauni’ giving them ownership rights of their houses.

● This season of summer and rain is the time to be alert and cautious. Incidents like fire, excessive rain, drought, snake bites, and lightning are possible. In such a situation, it is of the utmost importance that the Relief Commissioner’s Office remains active 24/7. The prompt delivery of relief to the affected families is a top priority. A bulletin of weather forecasts should also be issued.

● Basic Education Officers / SDIs should conduct a weekly inspection of Kasturba Balika Vidyalayas in their respective areas. Every arrangement there, such as food, cleanliness, security, etc., should be observed minutely. Wherever there is a deficiency, it should be rectified immediately.

● In council schools, every headmaster and teacher will ensure that every student comes to school in the prescribed uniform. For this, DBT funds should be sent on time. Whatever action is to be taken for transfer / new posting of teachers, it should be completed immediately. The campaign for the rejuvenation of secondary schools should be accelerated. Prepare a good action plan and implement it for the success of the School Chalo Abhiyan in the new session.

● Uttar Pradesh will also directly benefit from the Amritsar-Kolkata Industrial Corridor government. Under this, two nodes are to be developed in Agra and Prayagraj in the state. There should be no shortage of land for the project. Ensure continuous communication with the Government of India for this important project. This industrial corridor will give new heights to the state’s development.

● The state government is providing incentives to encourage industrial units to invest in the state. Reviewing all such cases thoroughly and giving appropriate solutions without delay is crucial. The Industrial Development Department should prioritize these cases to ensure their prompt resolution.

● The process of distribution of tablets / smartphones should be further expedited. For this, complete the purchase process on time.

● The academic calendar in all educational institutions, such as universities, colleges, engineering colleges, polytechnics, ITI, etc., should be prepared so that all the necessary examinations are completed by May 10. Examinations should be avoided in the scorching heat.

● There should be no unnecessary delay in paying the wages of MGNREGA workers. For this, ensure continuous communication with the government of India.

● The projects under construction under the Home Department should be reviewed fortnightly. The quality and timeliness of the work should be ensured at all costs.

● Beneficiary-oriented schemes should be linked to the CM dashboard to make its monitoring easier. Every person/family eligible for government schemes must get the benefits of the schemes.
