MP takes lead in implementing Capacity Building Policy under Mission Karmayogi

Madhya Pradesh has taken a lead in implementing Capacity Building Policy based on inputs from Capacity Building Commission. All departments are setting up Capacity Building Units, which would design cadre wise capacity building plans after intensive training need analysis.

The departments will appoint Capacity Building Managers. They will be assisted by Capacity Building Units. Annual capacity building plans will be chalked out by the capacity building managers.

A dashboard showing the competence of working manpower in different departments is being designed by which Chief Minister could know availability of skilled staff. A committee chaired by the Chief Secretary will monitor departments’ performance in respect of training of the staff every six month while Capacity Building Council headed by the Chief Minister will monitor it annually.

This was informed at the workshop about the status of Mission Karmyogi in different departments at the RCVP Naronha Academy of Administration and Management, Bhopal today.

The Mission Karmayogi intends to enhance skills and improve competency of government employees. Required training will be imparted to the employees. It would be compulsory for promotion according to the Madhya Pradesh Capacity Building Policy 2023. According to the provisions, one percent of the salary budget in each department will be spent compulsorily on training of employees. If needed more, it could be extended to 2.5 percent with the permission of Department of Finance. With this every employee would receive required training.

Secretary Capacity Building Commission Shri Shyama Prasad Roy, addressing the workshop informed that it is a shift from Karmachari to Karmayogi. Thus a journey from Rule based to Role based model of capacity building. It is a scientific process. Annual capacity building plans are a must with constant assessment of new skills. He informed that Framework of Roles, Activities and Competencies for the working staff is mandatory now. The self learning portal iGOT has 14 lakh users and five lakh have done mandatory courses.

Director of RCVP Naronha Academy of Administration Shri MR Khan informed that the new capacity building plan seeks to make employees’ role more meaningful and fruitful. He informed that Madhya Pradesh has taken a lead in designing and implementing its own capacity building policy which incorporates the inputs from capacity building commission. The Academy is uploading its well designed training programmes and modules on important subjects at the iGOT portal. Coordinator Shri Pramod Chaturvedi informed about steps of building annual cadre wise training plans. Shri Vinit Kapoor informed that 71 thousand police officils of different ranks have been given training in new criminal laws. IT expert Shri Nishith Gupta informed about use of iGOT portal.
