Trauma centre to be opened in Sargaon, eco-tourism centre to be developed at Madku Island
CM Sai participates in Angan Milan Seva, blood donation and free mega health camp
Raipur, September 2026: Chhattisgarh Chief Minister Vishnu Deo Sai on Thursday inaugurated and laid the foundation stones for 21 development projects worth Rs 68 crore 96.96 lakh in Madku village of Mungeli district, providing a major development package to the region. He also made several important announcements related to healthcare, education, tourism, electricity, sports and public amenities.
The Chief Minister also participated in the ‘Angan Milan Seva, Blood Donation and Free Mega Health Camp’ organised under the Seva Sankalp campaign.
Addressing the programme, CM Sai said the government was committed to accelerating development and ensuring that public services reached the last person in society. He said the government was working with sensitivity and commitment to provide better roads in villages, improved healthcare facilities, adequate nutrition for mothers and children, and easy access to government schemes for poor and needy families.
Sai said Prime Minister Narendra Modi had placed service, good governance and welfare of the poor at the centre of governance. Under his leadership, he said, the country had witnessed development alongside a renewed focus on public welfare. In Chhattisgarh too, the state government was working to bring positive changes to the lives of people at the grassroots level.
He described the Seva Sankalp campaign as more than just a campaign, saying it was a platform to strengthen the spirit of public service through people's participation. The initiative is aimed at taking healthcare, nutrition, sanitation and welfare schemes to those in need while promoting a spirit of service and cooperation in society.
The Chief Minister said the real meaning of good governance was ensuring that citizens did not have to make repeated trips for routine work, their grievances were resolved on time and government schemes were easily accessible. He said administrative processes were being simplified and made transparent through initiatives such as e-Office, the Chief Minister's Helpline 1076 and Atal Digital Seva Kendras.
Sai said the Pradhan Mantri Janman Yojana was helping improve the lives of Particularly Vulnerable Tribal Groups, while the Pradhan Mantri Awas Yojana was helping poor families realise their dream of owning permanent houses. He said the government was making every effort to ensure that no eligible family was deprived of the benefits of any scheme due to lack of information or procedural difficulties.
Healthy Mothers and Well-Nourished Children Are the Foundation of a Strong Society
Referring to the Angan Milan Seva programme, CM Sai said Anganwadi centres were an important foundation for children's nutrition and mothers' health. The early years of a child's life are crucial for overall development, making nutrition, healthcare, vaccination and early care particularly important.
He said Angan Milan provides a platform where families, Anganwadi workers, helpers and health workers come together to discuss children's nutrition, care of pregnant women, anaemia, vaccination and sanitation. The initiative, he said, would play an important role in building healthy families and a healthy society.
The Chief Minister appreciated the work of Mitanins, Anganwadi workers and helpers, saying their contribution was crucial in taking healthcare and nutrition services to remote villages. Their service and dedication had helped ensure that several government schemes reached households across the state.
Sai said the dignity and economic empowerment of women remained among the government's top priorities. Under the Mahtari Vandan Yojana, around 68 lakh women in the state are receiving Rs 1,000 directly in their bank accounts every month. He said the assistance was providing financial support to women in meeting their own and their families' needs.

The Chief Minister urged citizens attending the mega health camp to make maximum use of the available health screening facilities. He said early detection of conditions such as high blood pressure, diabetes and anaemia could make treatment more effective.
He especially appealed to women to take care of their own health while looking after their families. A healthy mother, he said, forms the foundation of a healthy family, while healthy families are essential for building a healthy and empowered Chhattisgarh.
Congratulating those who donated blood, Sai said blood donation was one of the greatest forms of service to humanity. Blood donated by one person could give a new lease of life to someone in need. He appreciated young people and other volunteers who came forward to donate blood for society.
Madku's Heritage to Be Linked with Development and Tourism
Highlighting the historical, religious and archaeological importance of Madku Island, CM Sai said Chhattisgarh's rich heritage was a source of identity and pride. Preserving this heritage and connecting it with the younger generation was also a responsibility, he said.
He said expansion of tourism facilities at Madku Island would strengthen its distinctive identity and create new employment and livelihood opportunities for local residents.
The Chief Minister said the state government was moving forward by combining development with heritage conservation. Necessary facilities would be developed at important sites such as Madku Island while ensuring that their heritage was preserved, enabling more people from Chhattisgarh and across the country to learn about the state's rich cultural legacy.
CM Announces Major Initiatives in Healthcare, Education, Tourism and Public Amenities
CM Sai announced that a trauma centre would be established at the Sargaon Community Health Centre. He also announced the upgradation of primary schools at Pipar Dol and Lamti to middle schools.
He announced Rs 15 lakh each for organising the Tala Festival and Madku Island Festival, and Rs 25 lakh for installing a life-size statue of Rani Avanti Bai Lodhi at Avanti Bai Lodhi College in Pathariya.
The Chief Minister announced Rs 75 lakh for establishing an eco-tourism centre at Madku Island. He also announced the construction of an indoor stadium in Bhatapara and CC roads in 10 villages of the Bhatapara area at a cost of Rs 10 lakh per village.
He further announced the establishment of 33-KV substations at Madku and Tumadhetha, Rs 30 lakh for construction of a building in the core settlement of Chandkhuri, and construction of a community building at Madku.
21 Development Projects Worth Rs 68.96 Crore
At the programme, CM Sai inaugurated completed works worth Rs 34 crore 77.19 lakh and laid the foundation stones for new works worth Rs 34 crore 19.77 lakh.
The inaugurated projects included eight Public Works Department projects worth Rs 20 crore 7.61 lakh in the Lorami Assembly constituency and one project worth Rs 10 crore 68.06 lakh in the Bilha Assembly constituency. Works under the Rural Engineering Service, Health and Family Welfare Department and Police Department were also inaugurated.
Among the projects for which foundation stones were laid was one work worth Rs 8 crore 4.63 lakh in the Mungeli Assembly constituency under the Chief Minister Gram Sadak and Development Scheme.
Under the Public Works Department, foundation stones were laid for three projects worth Rs 20 crore 88.29 lakh in the Mungeli Assembly constituency and two projects worth Rs 4 crore 83.85 lakh in the Bilha Assembly constituency. A Health and Family Welfare Department project worth Rs 43 lakh in the Bilha area was also included.
The Chief Minister said these projects would expand roads, healthcare infrastructure and other public amenities in the Mungeli, Lorami and Bilha Assembly constituencies and give fresh impetus to regional development.
Development Must Go Hand in Hand with Heritage Conservation: MoS Tokhan Sahu
Union Minister of State for Housing and Urban Affairs Tokhan Sahu, who presided over the programme, paid tribute to social worker late Shantaram Saraf on his death anniversary. He also remembered Pandit Deendayal Upadhyaya on his birth anniversary.
Sahu said late Shantaram Saraf had made an important contribution towards highlighting the historical and archaeological significance of Madku Island. Excavation work was undertaken through his efforts, bringing several important aspects of the area's ancient history to light.
He said that under Prime Minister Narendra Modi's leadership, the country was pursuing development while preserving its heritage. The government led by Chief Minister Vishnu Deo Sai, he added, was committed to the welfare of the poor while following the principle of Antyodaya associated with Pandit Deendayal Upadhyaya.
Ancient Heritage of Madku Island Will Receive a New Identity: Deputy CM Arun Sao
Deputy Chief Minister Arun Sao said Madku Island preserves a significant part of Chhattisgarh's ancient heritage and had been an important religious centre in the 11th century.
He said the state government was committed to the conservation and development of Madku Island and that various schemes of the Central Government were also supporting its development. He congratulated all those who were honoured at the programme for their spirit of service.
Former Assembly Speaker and Bilha MLA Dharam Lal Kaushik said late Shantaram Saraf had made notable efforts to develop Madku Island and establish its historical identity. He said it was the collective responsibility of the present generation to carry forward his work.
Union Minister of State Tokhan Sahu, Deputy Chief Minister Arun Sao, former Governor Ramesh Bais, Food and Civil Supplies Minister Dayaldas Baghel, Commerce and Industry and district in-charge Minister Lakhhan Lal Dewangan, Bilha MLA Dharam Lal Kaushik, Bilaspur MLA Amar Agrawal, Beltara MLA Sushant Shukla, Mungeli MLA Punnulal Mohle, District Panchayat Chairman Shrikant Pandey and Vice-Chairman of the Cow Service Commission Rajiv Lochan Maharaj were among those present.
Bilaspur Revenue Division Commissioner Sunil Jain, Inspector General of Police, Bilaspur Range, Ram Gopal Garg, Collector Amrit Vikas Topno, Senior Superintendent of Police Bhojram Patel and other officials, along with a large number of citizens, also attended the programme.
