Agreement signed in the presence of Minister of State for Energy Meghna Sakore-Bordikar
Fly ash to be used for Nagpur-Gondia, Bhandara-Gadchiroli and Nagpur-Chandrapur expressways, as well as a mineral transport corridor
Mumbai, October 2026: In a significant step towards promoting sustainable utilisation of fly ash generated by thermal power plants and accelerating infrastructure development while protecting the environment, Mahagenco and the Maharashtra State Road Development Corporation (MSRDC) have signed a Memorandum of Understanding (MoU) in the presence of Minister of State for Energy Meghna Sakore-Bordikar.
Under the agreement, approximately 6.17 crore metric tonnes of fly ash is proposed to be used for planned expressway and mineral transport corridor projects in eastern Maharashtra between January 2027 and December 2028.
Mahagenco Chairman and Managing Director Radhakrishnan B. and MSRDC Vice-Chairman and Managing Director Anilkumar B. Gaikwad signed the MoU. Mahagenco Director (Projects) Abhay Harane, Executive Director (Environment) Dr Nitin Wagh, and MSRDC Chief General Manager (Environment) Narendra Toke were among the dignitaries present.
Fly ash allocation for four major projects
Under the agreement, fly ash from Mahagenco’s Koradi, Khaparkheda and Chandrapur thermal power stations will be utilised for key infrastructure projects across Maharashtra.
The estimated fly ash requirements for the projects are as follows:
Nagpur-Gondia Expressway: 2.09 crore metric tonnes
Bhandara-Gadchiroli Expressway: 1.14 crore metric tonnes
Nagpur-Chandrapur Expressway: 2.79 crore metric tonnes
Navegaon More-Surjagad mineral transport corridor: 0.15 crore metric tonnes
Fly ash for projects in the Nagpur region will be supplied from the Koradi or Khaparkheda thermal power stations, while projects in the Chandrapur region will receive supplies from the Chandrapur power station.
The quantities may be adjusted according to the technical requirements of each project, actual site conditions and the availability of fly ash.
Project-specific agreements and verification
Separate tripartite agreements will be signed among the respective thermal power stations, MSRDC and authorised contractors or concerned agencies. These agreements will specify project-wise fly ash quantities, lifting schedules, sources of supply, transportation arrangements and the terms governing financial assistance.
Eligible financial assistance claims will be processed after verification of fly ash measurements, certification of its utilisation and scrutiny of the required documentation.
Focus on environmental compliance and sustainable utilisation
The transportation, handling and utilisation of fly ash will be carried out in accordance with applicable environmental regulations, technical standards and statutory provisions.
The initiative aims to achieve 100 per cent utilisation of fly ash in line with the Central Government’s fly ash notification dated December 31, 2021, and implement the Maharashtra Government’s fly ash utilisation policy dated September 19, 2025.
The MoU is expected to facilitate large-scale utilisation of accumulated fly ash at thermal power stations and reduce environmental and operational risks associated with its long-term storage. It will also establish a framework for the sustainable use of fly ash in the state’s infrastructure development projects.
The agreement will remain valid until March 31, 2032, or until the completion of the concerned projects, whichever occurs earlier. Its validity may be extended with the approval of the competent authorities of both organisations.
