Lucknow, November 2026 : Chief Minister Yogi Adityanath on Friday distributed appointment letters in Lucknow to 4,543 candidates selected for the Uttar Pradesh Police Force through a fair and transparent recruitment process. On the occasion, he stated unequivocally, "Nepotism would no longer be tolerated in Uttar Pradesh. The 25 crore people of the state are our family, and the government will treat everyone equally. There will be no discrimination against anyone in the appointment process. Every youth in the state will get an opportunity on the basis of merit and ability."
The Chief Minister attacked on previous governments. He said, "Earlier, the state’s recruitment system was such that one person would apply, another would take the examination and a third would receive the appointment letter. The Saifai syndicate held sway in the name of recruitment. Our government has ended that system and established a transparent selection process."
The Chief Minister directly interacted with the newly selected candidates and asked them three questions. He asked whether any of them had ever needed to seek someone's recommendation for selection; whether anyone had offered them any kind of transaction or money; and whether anyone had tried to obtain an appointment letter by using intimidation, something that is now unimaginable in Uttar Pradesh.
He stated that had the double-engine government not come to power in the state, conducting a transparent and honest recruitment process would have been like a distant dream. Between 2003 and 2017, numerous appointments were made in which one person applied, another took the examination and a third got the job. Many such cases are still pending in courts. The concern is: if, after several years, a court orders the cancellation of appointments in such cases, what will happen to the young people who have served for all these years? The entire property of those dishonest people who played with the lives of young people at that time should be confiscated.
He further added that we had decided in 2017 itself that the entire selection process would be transparent and there would be no nepotism or discrimination of any kind. The 25 crore citizens of the state are our family. Today, young people from Ambedkar Nagar, Ghazipur, Sant Kabir Nagar, Deoria, Bhadohi, Sonbhadra, Chitrakoot, Jalaun, Saharanpur and Hamirpur are also getting equal opportunities.
The Chief Minister informed, "Over the past nine and a half years, 2.30 lakh police officers and personnel have been recruited into the Uttar Pradesh Police Force alone through a transparent process. The number of government recruitments across various departments has exceeded 9.5 lakh. Not even as many recruitments were made in the 14 years between 2003 and 2017 as the present government has carried out in just nine and a half years."
The Chief Minister gave a sequential account of recent appointment letter distribution programmes. He said, "Appointment letters were distributed to 3,572 officers of the Agriculture Department on August 25; to 818 personnel of the AYUSH, Medical Health and Horticulture departments on September 19; to 912 candidates of the Police Department on September 20; to 3,567 candidates of the Education Department on September 22; and to 1,375 personnel of the Panchayati Raj Department on September 28. On October 8, 470 meritorious sportspersons selected through the Police Recruitment and Promotion Board were appointed to the Uttar Pradesh Police."
He informed, "On November 5, appointment letters were given to 28 forensic scientists, and now appointment letters are being distributed to 4,543 newly selected Sub-Inspectors. The government had resolved to provide appointment letters to one lakh young people in 6 months. It had said, "You keep counting, and we will keep distributing appointment letters." After Diwali, on the day following Bhai Dooj, appointment letters will be given to more than 1,200 candidates of the Revenue Department."
CM also added that in addition, the recruitment process for 42,000 Home Guards has been completed. The recruitment process for 32,000 constables and head constables in the Uttar Pradesh Police has also been completed, and verification is underway. Time has been sought for the distribution of appointment letters to approximately 25,000 teachers. Some appointment letters will be distributed when they come for the third time. The government's objective is to provide employment to as many young people as possible through a transparent process.
The Chief Minister stated, "Giving appointment letters is neither an act of benevolence nor a favour by the government; it is the government's duty. Nine to ten years ago, Uttar Pradesh had lost its identity. People were apprehensive at the very mention of the state. Young people from Uttar Pradesh who secured jobs in other states through their hard work and talent even faced difficulties in renting a room. Curfews, riots and anarchy were commonplace in the state. Despite having the country's largest population, the largest youth workforce, fertile land and abundant natural resources, Uttar Pradesh's economy and infrastructure were extremely weak."
He said, the state was among the five states with the weakest economies in the country. When the government was formed in 2017, there were not even sufficient resources to pay employees' salaries. At that time, the number of employees was approximately half of what it is today, yet paying their salaries was difficult. Today, the government has the capacity to pay employees even if it has to keep them idle for a year, if required.
Referring to the threefold increase in women's participation in the workforce, the Chief Minister cited the example of the HCL Tech campus in Lucknow. He said that in 2017, only 100 people worked there, whereas the number of employees has now reached 12,500. The new facilities recently launched will provide employment to another 6,000 young people, taking the total workforce there to 18,500. The campus operates in three shifts, and women also work night shifts.
Referring to his interaction with women employees, the Chief Minister said that they come not only from Lucknow but also from districts such as Unnao, Barabanki, Sitapur and Hardoi. After completing their eight-hour duty, they return home on their scooters or motorcycles even at 2 a.m. They have no concerns about their safety. Could any daughter have imagined venturing out of her home at night in this manner before 2017? Earlier, women's daily routines were confined to sunrise and sunset. Today, due to improvements in law and order, women are working late into the night and returning home safely.
Referring to police reforms, the Chief Minister stated, "He had inspected a police line in 2017. There, two police personnel were resting in a dilapidated barrack. Their cot was broken, and the condition of the roof was such that the sky could be seen through it even during the day. It was decided at that time that residential and infrastructure facilities for police personnel would be improved. Today, modern multi-storey residential buildings for police personnel have been constructed in 56 districts of the state."
He said, "Earlier, the police training capacity was approximately 6,000, which has now been increased to 60,000 at a time. The UP Special Security Force and the UP State Disaster Response Force (UP SDRF) were established in the state for disaster management. The 54 companies of the Provincial Armed Constabulary (PAC), which had been disbanded during previous governments, were reorganised and strengthened. Earlier, there were only two cyber police stations; now, every district has one cyber police station and every police station has a cyber help desk. The police commissionerate system has been implemented in seven districts."
Sharing an incident, the Chief Minister said that when he went to inspect the horses at a police line, one horse collapsed in front of him. Horses, bands and dog squads are the pride of any force, but these too were neglected during previous governments. Not only the personnel, even the horses were deprived of fodder. Today, there has been a comprehensive improvement in police facilities and resources.
The Chief Minister stated, "Today, Uttar Pradesh's law and order situation has become an example for the country and the world. On several occasions, when an incident takes place in another part of the country, the victim responds by saying that if the UP Police had been there, the criminals would not have dared to act with such audacity. This identity must now be made even stronger. Every citizen should get justice, and no one should feel neglected. When a poor, distressed or deprived person approaches the police with their grievance, they should be treated with compassion. On the other hand, no matter how influential a criminal or mafia figure may be, they must not be allowed to escape the law. Our compassion should be for the poor, distressed and deprived, while strictness should be directed against criminals and mafias. This is the test of public trust, and the new generation of the UP Police must live up to it."
The CM said that along with conventional police training, the newly selected Sub-Inspectors would also be trained in the three new criminal laws, cyber security, artificial intelligence and drone technology. Training centres equipped with modern facilities have been prepared. After training, whichever wing they are posted to, they should establish a new identity there and make the police a symbol of public trust. Public trust is the police's greatest asset. Over the past nine and a half years, the Uttar Pradesh Police has worked with this very spirit, and the newly selected Sub-Inspectors must now carry this legacy forward.
Describing the distribution of appointment letters on the occasion of Dhanteras as an auspicious coincidence, the Chief Minister said, "The day is traditionally associated with the showering of wealth, and people make purchases on this occasion. Giving appointment letters to 4,543 young people just before Diwali is also an occasion of joy for their families. When these young people join service and put their talent, energy, hard work and dedication to work for the people of Uttar Pradesh, a new stream of prosperity will also flow into the state's economy. This will help bring happiness and prosperity into the lives of the state's 250 million citizens."
Finance and Parliamentary Affairs Minister Suresh Kumar Khanna, Lucknow Mayor Sushma Kharkwal, MLAs Rajeshwar Singh, Dr Neeraj Bora, Om Prakash Srivastava and Ambrish Kumar, Additional Chief Secretary (Home) Sanjay Prasad, Director General of Police Rajeev Krishna and Additional Director General of Police (Law and Order) Amitabh Yash were present at the programme.
