Initiatives to ensure that the benefits of government schemes reach the last person are giving shape to the resolve for a Developed Chhattisgarh
Raipur, October 2026 : The real strength of democracy is public trust, and good governance is the most effective means of strengthening that trust. When government schemes reach the last person, problems are resolved within a stipulated time, and ordinary citizens do not have to wander unnecessarily to obtain their rights and facilities, only then does the concept of good governance become meaningful. In Chhattisgarh, under the leadership of Chief Minister Shri Vishnu Deo Sai, priority is being given to sensitive, transparent and people-oriented administration in accordance with this very spirit.
Adopting Prime Minister Shri Narendra Modi’s guiding principle of “Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas” (Together with All, Development for All, Trust of All and Efforts by All), the Chhattisgarh government is continuously working to ensure that the benefits of public welfare schemes reach the last person in society. Efforts to make the functioning of the government simpler, more accessible and more accountable are creating a new environment of communication and trust between the administration and ordinary citizens.
The first condition of good governance is that the concerns of ordinary citizens are heard and effective initiatives are taken to resolve their problems. Chief Minister Shri Vishnu Deo Sai has placed the resolution of public grievances among the priorities of the government. Citizens are being given opportunities to present their problems, complaints and suggestions directly before the government and administration.
Public grievance redressal camps organised at the district and development-block levels are also becoming an important means of bringing the administration closer to citizens. At these camps, information about the services and schemes of various departments is provided, eligible beneficiaries are helped to receive benefits, and efforts are made to resolve the applications received.
Digital Good Governance Is Making Government Services Easier
In changing times, technology has emerged as a strong foundation for good governance. In Chhattisgarh, efforts are being made to make government services more accessible, transparent and time-bound through digital platforms. Through the Seva Setu portal and digital service centres, citizens are being provided with facilities to apply for services offered by various departments and obtain information about the relevant procedures. This is helping make access to government services easier, particularly for citizens in rural and remote areas.
The importance of digital systems is not limited to online applications alone. Their objective is also to increase transparency in administrative processes, reduce unnecessary delays and provide citizens with information about the status of services. Technology-based administration has increased the possibilities of further strengthening the relationship of trust between the government and the public.
Delivering Scheme Benefits to the Last Person Is the Highest Priority
Under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government is giving special priority to the welfare of the poor, farmers, women, youth, workers and tribal communities.
Through the Mahtari Vandan Yojana, regular financial assistance is being provided to women. This assistance is proving useful in meeting household requirements, children’s education, healthcare and small savings. Through the Pradhan Mantri Awas Yojana, efforts are being made to fulfil the dream of providing permanent houses to families in need. Schemes for farmers, health security, food security and initiatives related to rural livelihoods are also becoming a foundation of economic and social security in citizens’ lives.
The real success of these schemes is reflected in the lives of families who, with government assistance, receive opportunities to fulfil their needs and move towards a better future.
From Grievance Redressal Towards Accountable Administration
Good governance means not only implementing schemes but also listening seriously to citizens’ complaints and ensuring their resolution.
In this direction, CM Helpline 1076 provides citizens with a means to register complaints and learn about the status of their resolution. In urban areas, a mechanism has been developed through Nidaan-1100 to resolve complaints related to cleanliness, drinking water, street lighting and other civic facilities.
The objective of these systems is to ensure transparency and accountability in grievance redressal. When citizens can not only register their problems but also track their progress, their trust in the administration becomes stronger.
Development from Villages to Cities, Efforts for the Welfare of Every Section
A large proportion of Chhattisgarh’s population lives in rural and tribal areas. Therefore, an important basis for the success of good governance is ensuring access to education, healthcare, drinking water, roads, electricity and other essential facilities in remote regions.
Through schemes related to rural development, tribal welfare, women’s empowerment and livelihood promotion, the state government is attempting to make development more inclusive. The importance of expanding basic facilities and empowering local communities becomes even greater in regions such as Bastar and Surguja.
The real identity of good governance emerges when citizens living in remote villages receive the same respect, facilities and opportunities that are available in cities.
Public Participation Strengthens the Resolve for Good Governance
On the occasion of the completion of 25 years of Prime Minister Shri Narendra Modi’s public life, the Seva Sankalp Abhiyan, organised in Chhattisgarh from September 17 to October 17, 2026, provided an opportunity to advance the spirit of public service and public participation.
Under the campaign, initiatives such as Seva Setu, Seva Ki Kahani, Seva Mera Yogdan and Sushasan Seva Samvad conveyed the message of connecting citizens with government services, public welfare schemes and social responsibilities.
Good governance is strengthened not only through the efforts of the government and administration but also through the active participation of aware citizens. Citizens’ suggestions, social cooperation and participation in public-interest activities make the development process more effective.
The Real Meaning of Good Governance Is Positive Change in Every Citizen’s Life
Under the leadership of Chief Minister Shri Vishnu Deo Sai, efforts are being made in Chhattisgarh to connect good governance with public service, sensitivity and accountability. The effectiveness of schemes, time-bound resolution of complaints and citizens’ satisfaction will be the real measures of these efforts.
The objective of good governance is to develop a system in which the poor receive dignity, farmers receive support, women receive security, youth receive opportunities, and every citizen has access to fair and simple government services.
Reducing the distance between the government and the public does not merely mean making government offices more accessible. It also means creating confidence in citizens’ minds that the government is sensitive to their problems and committed to resolving them.
This trust is the greatest asset of democracy. On the foundation of this trust, public participation and sensitive administration, Chhattisgarh is moving forward towards becoming a developed state.
Trust through good governance, public participation through trust, and a developed Chhattisgarh through public participation—this is the strong foundation of inclusive development.
