While The Spanish Army Continues To Wait For PULS Rocket Launcher, Greece Starts Betting On It.

April 2026: Unlike traditional rocket artillery, the Precise & Universal Launching System (PULS) is designed as an autonomous, multi-calibre system capable of launching unguided rockets and GPS/INS-guided munitions from the same position, without the need to reposition the units according to the desired range. It can be integrated onto existing 6×6 or 8×8 tactical trucks, reducing acquisition, maintenance, and training costs by leveraging existing logistical platforms within user armed forces. The solution also includes a C4I package that allows its integration into digital networks and NATO command and control systems, facilitating coordination with other fire vectors and sensors.

Greece thus joins a growing group of European countries and NATO allies that have selected the Israeli system to bolster their long-range fire capabilities, including Germany, the Netherlands, Denmark, Serbia, and Spain, where the PULS system has been chosen for the Spanish Army’s SILAM program, designed to replace the rocket artillery lost after the decommissioning of the Teruel system. In Greece’s case, the acquisition is part of the “Achilles’ Shield” initiative, through which Athens aims to build a defence and deterrence network capable of covering its complex geographical environment, from the mountainous regions of the mainland to its extensive network of islands in the Aegean Sea.

Elbit Systems has recently confirmed the signing of a contract worth approximately €650 million to supply the Hellenic (Greek) Armed Forces with the PULS rocket launcher system, under an intergovernmental agreement between the Israeli and Greek Ministries of Defence. The 04 years program, which will include an additional decade of logistical support, will equip the Greek Army with a new long-range rocket artillery capability, along with a comprehensive munitions package, ranging from training rockets and guided munitions of varying ranges to loitering munitions.

Elbit Systems will collaborate with Greek industry on the production and lifecycle support of the PULS system through technology transfer agreements and local industrial participation, in line with the Athens government’s policy of maximizing the economic return on major weapons programs. For the Israeli company, this contract reinforces a long-standing relationship with the Hellenic Ministry of Defence and adds to the growing international success of a system that has already demonstrated its operational effectiveness in various scenarios and has established itself as a cornerstone of new long-range rocket artillery in Europe and beyond.

This is the same system selected to equip the Spanish Army in 2023 under the SILAM program, but it has been affected by the Ministry of Defence’s plan to phase out Israeli technology, which has left this and other programs in limbo. Despite this, at the end of last year, Defence Minister Margarita Robles stated that “the system will be here and on schedule, with Spanish equipment and technology”.

It was during the beginning of the year 2023 Rheinmetall and EM&E presented the Ministry of Defence with a joint proposal to configure a national solution for the SILAM (High Mobility Launcher System) program.

The  offer submitted to the Ministry of Defence, as announced at the end of 2025, outlines the phased development of a complete rocket artillery system, conceived from the outset as a fully national program. It includes the delivery of operational and test launchers, ammunition, reconnaissance and command post vehicles, as well as the development and qualification of training and guided rockets, with the aim of progressively achieving full technological maturity.

The SILAM program is part of the  Industrial and Technological Security and Defence Plan, a strategic initiative aimed at strengthening Spain’s defence industrial and technological base. In addition to meeting the requirements of the Armed Forces and contributing to EU and NATO capabilities, the project seeks to consolidate national supply chains, promote technological innovation, and position Spanish industry in a highly specialised niche dominated by very few countries.
