Raipur, September 2026 : Three major initiatives in employment, digital governance and skill development were advanced in the presence of Chhattisgarh Chief Minister Vishnu Deo Sai at Mahanadi Bhawan, the state secretariat, on Wednesday.
The Chief Minister handed over appointment letters to young engineers selected as sub-engineers in the Nava Raipur Atal Nagar Development Authority. An MoU was also signed between the Chhattisgarh Infotech Promotion Society (CHiPS) and Common Service Centres to make government digital services more accessible and convenient for citizens. In addition, a letter allocating 10 acres of land for the proposed National Skill Training Institute in Nava Raipur was handed over.
Speaking on the occasion, CM Sai said providing employment opportunities to youth, ensuring simple and transparent government services for citizens, and equipping the younger generation with modern skills suited to future requirements are priorities of the state government.
The government is building a strong foundation for a developed Chhattisgarh by linking employment generation, skill development, digital governance and modern infrastructure, he said.
Sai said the true purpose of government schemes and services is fulfilled only when their benefits reach citizens easily and within a stipulated timeframe. Technology is being used to reduce the distance between the government and citizens, while youth are being prepared not only for government jobs but also for opportunities in industry, the private sector, entrepreneurship and skill-based employment.
Young engineers to play key role in building Nava Raipur
Chief Minister Sai handed over appointment letters to the newly selected sub-engineers of the Nava Raipur Atal Nagar Development Authority and congratulated them and their parents.
He described Nava Raipur as a city representing the aspirations of Chhattisgarh’s future. Modern infrastructure, quality civic amenities and planned development are being continuously expanded in the city.
The newly appointed engineers have an important opportunity to contribute to the construction and development of this modern city, he said.
Sai urged the young engineers to use their knowledge and technical skills in the public interest and discharge their responsibilities with dedication, honesty and a strong sense of duty. Quality, timely completion and public interest should remain the highest priorities in construction works, he said.
The Chief Minister said the government was continuously working to expand employment opportunities for youth. Regular recruitment is being undertaken in various departments, with recruitment processes being made transparent and time-bound.
However, employment opportunities cannot be limited to government jobs alone. The state government is therefore creating wider opportunities through industry, the private sector, entrepreneurship, startups and skill development.
He said employment generation has been given special priority under the New Industrial Policy 2024-30. So far, MoUs have been signed for investment proposals worth more than Rs 8.23 lakh crore, with work already beginning on several projects.
The government has set a target of creating employment opportunities for around 1.75 lakh youth in the coming years. Special incentives have been provided under the industrial policy for industries that provide employment to local residents.
Sai said the Chhattisgarh Public Service Commission has strengthened its transparent selection process. Young people from poor, farming and ordinary families are getting opportunities to move ahead through their talent and hard work. The Chhattisgarh Staff Selection Board has also been constituted to accelerate recruitment processes.
Digital governance gets a boost through CHiPS-Common Service Centre MoU
In the presence of Chief Minister Sai, an MoU was signed between CHiPS and Common Service Centres.
CHiPS CEO Mayank Agrawal and Common Service Centre Special Purpose Vehicle State Head Jai Narayan Patel signed the agreement.
Under the MoU, citizen-centric services available through the Service Setu portal will also be connected to the digital platform of Common Service Centres. Similarly, efforts will be made to integrate services available through Common Service Centres with Service Setu.
This will reduce the need for citizens to visit multiple platforms and enable them to access more services conveniently at nearby centres.
To make it easier for citizens to identify Common Service Centres and Service Setu centres, uniform branding and signboards will be installed at the centres. Information about major services available there will also be displayed prominently.
The network of village-level entrepreneurs operating Common Service Centres and Service Setu centres will be used in a coordinated manner to deliver government services to the last mile in both rural and urban areas.
More than 16,000 Service Setu centres, over 5.4 million applications
At present, 907 services from 38 departments are available online through Service Setu via 16,619 centres.
Since April 1, 2025, more than 5.42 million applications have been received through the Service Setu portal, with more than 90 per cent of them disposed of.
More than 600 government and commercial services are also being provided to citizens through 28,450 active Common Service Centres across the state.
Following the MoU, the reach of Service Setu’s 907 government services will also be expanded to active Common Service Centres. This will particularly benefit citizens in rural and remote areas by enabling them to access more services closer to their homes.
More than 1,000 services to be integrated on one digital platform
Chief Minister Sai said Service Setu was being developed as a comprehensive digital platform for citizen services.
The state government is also working to integrate 166 Central government services with the platform. This will pave the way for more than 1,000 services to eventually be made accessible to citizens through a single digital platform.
Sai said the state government was committed to clean, transparent and accountable governance.
The objective of providing government services online is to save citizens from unnecessary visits to government offices, ensure time-bound delivery of services and enhance transparency and accountability throughout the process.
He said the Chief Minister’s Helpline 1076 had also been launched for speedy resolution of citizens’ grievances. Around 8,000 officials, from the tehsildar to secretary level, are connected with the system, with defined timelines for grievance redressal.
The government’s aim is that citizens should not have to chase the administration to resolve their problems; instead, the system itself should be accountable for finding solutions, Sai said.
National Skill Training Institute to come up in Nava Raipur
A letter allocating 10 acres of land for the establishment of the National Skill Training Institute in Nava Raipur was also handed over during the programme.
The proposed institute will be built at an estimated cost of around Rs 250 crore and is expected to provide modern and quality skill training to nearly 4,000 youth every year.
Training will be offered in around 20 different trades. Courses will be designed according to changing industry requirements and the employment market, enabling young people to acquire practical knowledge of new technologies and access opportunities in employment, self-employment and entrepreneurship.
Sai said the National Skill Training Institute would become an important centre for modern skills and employment opportunities for Chhattisgarh’s youth.
In an era of rapidly changing technology, young people need not only degrees but also modern skills aligned with industry requirements. The institute will play an important role in preparing the state’s youth for future employment opportunities, he said.
Nava Raipur emerging as a hub for national-level education and skill institutions: O.P. Choudhary
Housing and Environment Minister O.P. Choudhary congratulated the newly appointed young engineers and their parents, saying they had received an important opportunity to contribute to the development of a rapidly growing modern city like Nava Raipur.
Infrastructure is the foundation of economic development in any state, and engineers play a crucial role in creating quality infrastructure, he said.
Choudhary said it was natural for young people to be attracted to government jobs, but employment and career opportunities today extend far beyond the government sector.
Wide-ranging opportunities are emerging in the private sector, entrepreneurship, technology and skill-based fields. The state government is therefore focusing not only on government recruitment but also on quality skill training and new employment opportunities for youth.
He said transparent and fair recruitment processes strengthen young people’s trust in the system. Choudhary urged the newly appointed engineers to maintain the same spirit of honesty, commitment and public service throughout their careers and actively contribute to building a developed Chhattisgarh.
Citizens to get clear information about services available at centres
Secretary Ankit Anand said that, as directed by Chief Minister Sai, information about major citizen-centric services would be prominently displayed at service centres.
These include caste certificates, domicile certificates, EWS certificates, marriage certificates, electricity connections, land-use-related information, trade licences, construction worker registration, ration cards and social security pensions.
Services related to the Central government, including Aadhaar, Ayushman Bharat, gas connections, PAN cards, passports, pensions, crop insurance, FASTag, Udyam registration and agricultural drone services, as well as services linked to private banks, will also be available to citizens.
School Education Minister Gajendra Yadav, Commerce and Industry Minister Lakhhan Lal Dewangan, Nava Raipur Development Authority CEO Chandan Kumar, senior officials from concerned departments and the newly appointed engineers were present at the programme.
