Muscat, Sept 2026 : Iran has put forward seven conditions to the United States for the reopening of the Strait of Hormuz, including an end to the war, lifting of the maritime blockade and sanctions on Iranian oil exports, according to Iranian sources.
The development comes as Iran and Oman are set to reach an agreement on a framework governing navigation through the strategically important waterway. Regional Arab foreign ministers are also expected to meet in Oman on Monday as diplomatic efforts intensify around the Strait of Hormuz.
Iran has conveyed the seven conditions to Washington through intermediaries and has made it clear that unless the United States agrees to them, the Strait will not be reopened under the agreement being signed with Oman.
Iran has not officially released the conditions. However, a senior Iranian Foreign Ministry official, speaking on condition of anonymity, said the details could be understood by reviewing the negotiations conducted between the two sides in recent weeks.
The seven conditions presented by Tehran are:
- The United States must lift the maritime blockade imposed on Iran.
- Iran's frozen assets must be restored.
- Sanctions on Iran's oil exports must be lifted.
- All US actions being undertaken under the pretext of threats and military operations must be completely halted.
- The war and military aggression against Iran and its regional allies must end.
- US military forces must withdraw from areas surrounding Iran's borders.
- Iran must be compensated for the damage caused, along with a commitment by the US not to interfere in Iran's nuclear and missile capabilities.
The conditions have been presented ahead of an important meeting scheduled to take place in Muscat on Monday. Representatives from Iraq and Gulf countries are also expected to attend the meeting.
According to sources, these countries will not be direct parties to the agreement between Iran and Oman. Their participation is intended primarily to brief them on the details of the proposed navigation route and transit arrangements. Their presence is also expected to give the diplomatic initiative wider regional significance.
According to Iranian media reports, the agreement between Tehran and Muscat will establish a new navigation arrangement through Iranian waters. Under the proposed framework, vessels entering the Persian Gulf will use a route passing entirely through Iranian waters, while vessels exiting the Persian Gulf will travel through a route that partially passes through Iranian waters.
Transit operations under the arrangement will be conducted according to procedures established by Iran.
The agreement is significant because it could alter the navigation arrangements around the Strait of Hormuz, a crucial maritime passage for regional trade and energy shipments.
According to the reports, once the document is signed, the southern route, whose reopening the United States has been demanding, will be closed under the new arrangement.
