Policy on Distribution of Small, Narrow and Landlocked Government Plots Without Access Roads Revised

The Cabinet meeting held today approved amendments to the policy governing the distribution of small government-owned plots that are unsuitable for independent construction, narrow in shape, irregular in size or without access roads. It also approved amendments to the relevant provisions of Rules 37 and 37A of the Maharashtra Land Revenue (Disposal of Government Lands) Rules, 1971. The meeting was chaired by Chief Minister Devendra Fadnavis.

A policy governing the distribution of government-owned plots that are small, unsuitable for independent construction, narrow, irregularly shaped, lacking convenient access roads or landlocked had already been formulated at the Cabinet meeting on August 5, 2025.

One of the conditions stipulated that the area of a plot allotted should not exceed 10 per cent of the combined area of the plots owned by adjoining holders.

Public representatives had demanded an increase in this 10 per cent limit. Accordingly, the government will amend the condition to provide that the area of the plot allotted must not exceed 25 per cent of the combined area of the adjoining plot holders' properties.

An additional provision will allow this condition to be relaxed with government approval in cases where construction is not possible on the plot.

Furthermore, plots on which construction is not permissible must be kept permanently as open space. If future changes to development regulations permit construction on such plots, the government will retain the right to recover the difference in the applicable rates, including the premium.
