KTR Accuses Telangana Government of Plotting ₹3,000 Crore Coal Import Scam, Demands Independent Probe

BRS leader questions Singareni’s production decline, seeks transparency in proposed foreign coal imports and outstanding dues

Hyderabad, October 2026 : Bharat Rashtra Samithi (BRS) Working President K.T. Rama Rao on Thursday accused Telangana Chief Minister A. Revanth Reddy of creating conditions for a coal and power crisis to facilitate an alleged ₹3,000 crore scam through proposed foreign coal imports.

The former minister alleged that the state government was weakening Singareni Collieries Company Limited (SCCL) while preparing to procure expensive imported coal through arrangements involving Bhotra Logistics. He claimed that the proposed deal could involve commissions of ₹1,500 per tonne, potentially amounting to ₹3,000 crore.

In an open letter addressed to Chief Minister Revanth Reddy, Deputy Chief Minister Mallu Bhatti Vikramarka and Union Coal Minister G. Kishan Reddy, Rama Rao demanded complete transparency in the proposed procurement process.

He called for the public disclosure of all discussions, tender documents, draft agreements, pricing details and the criteria used to consider Bhotra Logistics for the assignment.

KTR, as the BRS leader is popularly known, stressed that the proposed imports had not yet taken place and demanded that all financial arrangements and decisions be made public before the process moved forward. He also sought an independent investigation into the proposed arrangements.

Questions Over Singareni’s Production Decline

Rama Rao questioned the decline in Singareni’s coal production from approximately 70.02 million tonnes in 2023–24 to around 58 million tonnes in 2025–26.

He asked why the government had failed to strengthen domestic production, develop mines and ensure adequate coal supplies despite the anticipated increase in electricity demand.

The BRS leader argued that the government should first address domestic supply constraints rather than consider expensive foreign imports. He also questioned Union Coal Minister Kishan Reddy’s role, accusing him of failing to safeguard Singareni’s interests.

KTR demanded a comprehensive, institution-wise account of the approximately ₹60,000 crore reportedly owed to Singareni. He sought details of the outstanding amounts, payments received and liabilities pending against different institutions.

Yadadri Power Project Under Scrutiny

Referring to the Yadadri Thermal Power Station, Rama Rao cited the reported allocation of 14 million tonnes of G9-grade coal annually from Singareni mines and the coal supply agreement signed in April 2022.

He questioned why concerns over domestic coal supplies were not being resolved before the government considered imports from overseas suppliers.

The BRS leader also demanded transparency in contracts relating to coal and ash handling at the Yadadri power project. He questioned the reported outsourcing of these operations despite the technical expertise available within state power utilities.

According to KTR, the government must explain the rationale behind the proposed arrangements and establish whether they serve the interests of Telangana’s power sector.

BRS Seeks White Paper on Coal Procurement

Rama Rao outlined a series of demands, including an independent investigation into the proposed import arrangements, a white paper on foreign coal procurement and disclosure of all dealings involving Bhotra Logistics.

He also sought a detailed report explaining Singareni’s production decline and audited particulars of the company’s outstanding dues.

Warning against what he described as attempts to weaken Singareni, KTR said the BRS would strongly oppose any move that undermined the state’s domestic coal resources or imposed an unnecessary financial burden on Telangana.

He called on both the state and Central governments to ensure accountability and place all relevant documents in the public domain.

The allegations concern proposed procurement arrangements and have not been independently established. KTR’s demands centre on ensuring transparency before any foreign coal import decision is implemented.
