Launch Digital Governance Services Platform Immediately: Chief Minister Devendra Fadnavis

Directs Completion of Pending Digital Services Work by December 31

Mumbai, October 2026: Maharashtra Chief Minister Devendra Fadnavis has directed all concerned departments and MahaIT to work in coordination to ensure that every state government service is delivered to citizens seamlessly through digital platforms.

He instructed officials to complete all pending work by December 31 with a view to launching the digital services platform on January 26, integrating services available on MahaDBT 2.0, MAITRI 2.0 and Aaple Sarkar 2.0.

A meeting chaired by Chief Minister Devendra Fadnavis was held at his official residence, Varsha, to discuss the integration and streamlining of services on MahaDBT 2.0, MAITRI 2.0 and Aaple Sarkar 2.0.

Deputy Chief Minister Sunetra Ajit Pawar, Electronics, Information Technology and Artificial Intelligence Minister Advocate Ashish Shelar, State Right to Public Services Commission Chief Commissioner Manukumar Srivastava, senior administrative officers from the Home, Finance, Public Works, Energy, Revenue, Urban Development, Food and Civil Supplies, Tourism, Industries, Social Justice, School Education, Agriculture, Women and Child Development, Animal Husbandry, Dairy Development and Fisheries (Pashusamvardhan, Dugdh Vikas and Matsya Vyavsay), Labour, Other Backward Classes, and Sports and Youth Welfare departments attended the meeting. Representatives of Samagra Sanstha, along with Team MahaIT, Team MAITRI and Team Samagra, were also present.

End-to-end digital platform to be developed

Chief Minister Fadnavis said the government had developed an end-to-end digital platform covering the entire process. Its backend needed to be robustly developed in accordance with GPR, and the actual delivery of services had to be made effective.

Once the system became fully operational, the daily administrative workload on departments would be reduced by 50 per cent, and citizens would no longer need to visit government offices in person.

He said departments should avoid repeatedly changing their requirements during the development stage. At the same time, MahaIT should undertake technological development in accordance with the expectations of the departments.

The Chief Minister also directed officials to regularly record the difficulties faced by departments and establish a defined mechanism to resolve them within specified timelines.

He further instructed the concerned departments to complete the process of issuing government resolutions within three days after the High-Powered Committee approved a proposal. Every department should prepare a backward timeline and clear its pending work accordingly.

Positive citizen feedback is the true measure of success

Fadnavis said the real measure of the digital platform's success would be positive feedback from citizens confirming that the services were good and easy to access.

Merely completing the technical requirements would not be sufficient until citizens experienced tangible improvements in service delivery, he added.

External portals to be integrated with Aaple Sarkar and MAITRI by November 30

The Chief Minister directed departments to integrate their external portals with Aaple Sarkar and MAITRI by November 30.

MahaIT and MAITRI must also complete the development and integration of state government-to-citizen and state government-to-business services approved by the High-Powered Committee within the same deadline.

User acceptance testing, field testing, training for officials, preparation of user manuals and citizen awareness activities are scheduled to be completed by December 15.

Rationalisation of services for better integration

Of the 1,222 services examined, 723 have been rationalised. These include 32 non-service items, 83 obsolete services, 51 urgent services and 333 duplicate or supplementary services.

Further action is underway, with the approval of the High-Powered Committee, on 467 services across 46 sub-divisions.

Unified registration portal with ‘One Contractor–One Identification Number’

A new process has been proposed to proactively identify potential pension beneficiaries through a database. A total of 8.90 lakh potential beneficiaries have been identified across the state.

The Sports e-Certificate system will also be integrated with the State Board of Education to enable verified sports marks obtained by students to be automatically included in examination results.

As many as 130 schemes run by various corporations will be brought onto the MahaDBT 2.0 platform along with standardised application forms.

An integrated ‘MahaHostel’ platform will be developed for more than 1,700 hostels operated by nine departments. A unified registration portal featuring the principle of ‘One Contractor–One Identification Number’ will also be developed for all government contracts.

Plans to recognise ‘Smart’ service centres

Of the 32,479 active service centres across Maharashtra, 17,517 have reported compliance with the prescribed standards, while verification of 12,824 centres has been completed.

The centres are being classified into four categories—‘Smart’, ‘Capable’, ‘Emerging’ and ‘Making Efforts’—based on the number of applications handled, operational days, approval rates, citizen feedback and quality standards.

Officials informed the meeting that plans were underway to recognise and honour the ‘Smart’ service centres on January 26, 2027.
