Moscow, Sept 2026 : Russian Foreign Minister Sergei Lavrov has warned that any deployment of Western military personnel on Ukrainian territory would be viewed by Moscow as direct involvement in the conflict and could amount to a declaration of war against Russia.
Speaking at the International Festival of Youth in Yekaterinburg on Wednesday, Lavrov said Russia did not seek a confrontation with European countries but would respond differently if Western forces became directly involved in military action against Russia.
“Let me emphasise that we have no interest in getting involved in this,” Lavrov said, while warning that a direct attack by Europe would lead to a fundamentally different conflict.
He also reiterated that Moscow remains open to diplomatic efforts aimed at resolving the Ukraine conflict, including a trilateral negotiating format involving Russia, Ukraine and the United States. According to Lavrov, Russia has not rejected negotiations and remains prepared to engage in both bilateral and trilateral talks.
However, he said Moscow's position on a settlement continues to be linked to what it describes as addressing the “root causes” of the conflict and achieving the objectives outlined at the beginning of Russia’s military operation in Ukraine.
Lavrov said Russia considers the protection of the rights of Russian-speaking people and their access to their native language and Orthodox faith among its stated objectives. He argued that fulfilling these goals, as outlined by President Vladimir Putin, would help resolve the current crisis and contribute to a broader balance of interests across Eurasia.
“I am confident that achieving these goals, as formulated by President Vladimir Putin, will help not only resolve this crisis but also improve the situation across the entire Eurasian continent,” Lavrov said.
The Russian Foreign Minister’s latest remarks came a day after he addressed an ambassadorial roundtable on the prospects for a settlement in Ukraine. During that discussion, he said Moscow was prepared to consider compromises but had not altered its fundamental security concerns regarding NATO.
“We are ready, within this position, to seek reasonable compromises, but fundamentally we have not changed our objectives -- to ensure our security, to prevent NATO's presence on our borders,” Lavrov said.
NATO’s relationship with Ukraine and the possibility of greater Western security involvement have remained among the central issues in Russia’s stated objections to the current European security arrangement. Moscow has repeatedly opposed NATO expansion and the presence of the alliance’s military infrastructure near Russian borders.
Lavrov also welcomed what he described as Washington’s interest in facilitating negotiations. He said Russia believed the United States had a better understanding of what Moscow considers the underlying causes of the conflict than other Western countries.
At the same time, Lavrov maintained that Russia remains ready for negotiations without preconditions concerning the format. He said Moscow was willing to participate in direct talks with Ukraine as well as a trilateral process involving the United States.
His comments come amid continuing diplomatic discussions over possible pathways towards ending the conflict, while Western governments debate future security arrangements and the extent of their involvement in supporting Ukraine.
