Chief Minister Dr. Mohan Yadav said the Swamitva Yojana will give rural residents legal rights to their property. The State Government has launched a month-long campaign to facilitate free registration of property records across more than 41,000 villages in Madhya Pradesh. He said owning ancestral or personal property is a cherished aspiration of every family. The Chief Minister addressed the launch programme in Indore for distributing free registration documents for private properties under the Swamitva Rights Record Execution and Registration-2026 initiative, in the presence of National President and MP Shri Nitin Nabin.
Chief Minister Dr. Yadav said the Seva Sankalp Abhiyan was being launched across the country on Prime Minister Shri Narendra Modi’s birthday. He welcomed Shri Nitin Nabin on his first visit to Madhya Pradesh and said Prime Minister Shri Modi had showcased India’s strength and potential to the world, as also witnessed at the recent BRICS Summit in New Delhi. The Chief Minister said that the Prime Minister was continuously working for public welfare through various schemes.Chief Minister Dr. yadav said that Prime Minister Shri Modi’s birthday also coincided with the birth anniversary of Lord Vishwakarma. He said that Lord Vishwakarma symbolised creation and self-reliance and inspired people engaged in various occupations to become self-reliant. The State Government stands with workers and small artisans, he added.
Chief Minister Dr. Yadav said that more than ₹55,000 crore had so far been transferred to the bank accounts of Ladli Behnas. He said the state was progressing with the blessings and support of its women. The Chief Minister said, “Women working in employment-oriented industries would also receive an additional monthly incentive of ₹5,000.” He added that the State Government was developing all places associated with Lord Krishna and Lord Ram as pilgrimage destinations. During the programme, Chief Minister Dr. Yadav and Rajya Sabha MP Shri Naveen presented free registration deeds to three beneficiaries under the Swamitva Rights Record Execution and Registration-2026 initiative.
Swamitva Yojana is an Invaluable Gift: Shri Nitin Nabin
Rajya Sabha MP and National President Shri Nitin Nabin said that under the leadership of Chief Minister Dr. Mohan Yadav, the State Government had presented an invaluable gift to the people of Madhya Pradesh in the form of the Swamitva Yojana on Prime Minister Shri Narendra Modi’s birthday. He said Lokmata Devi Ahilyabai Holkar had laid a strong foundation for good governance, religious and cultural values and public service, and had taken initiatives to provide widows with property rights and legal protection.
MP Shri Nabin said that for decades, many rural residents had lacked formal ownership documents for their properties. The Swamitva Yojana introduced by Prime Minister Shri Modi was now delivering tangible benefits in Madhya Pradesh. The state has surveyed around 68 lakh plots, and the process of providing free registration to 50 lakh property owners is being launched. The State Government had prepared a detailed action plan for the campaign.
Referring to the birth anniversary of Lord Vishwakarma, Shri Nabin said that workers and hardworking people across the country have long drawn inspiration from Lord Vishwakarma. He said the Seva Sankalp Abhiyan was also being launched on Prime Minister Shri Modi’s birthday. He highlighted various welfare initiatives, including free foodgrains reaching around 80 crore households, free COVID-19 vaccination and Jan Dhan bank accounts for the poor and needy. He said Prime Minister Shri Modi had dedicated the past 25 years to public service and that people across Madhya Pradesh would light the Ashirwad Ka Deepak to pray for his long life.
MP Shri Nabin said Prime Minister Shri Modi had launched the Swasth Nari Shakti Parivar Yojana on September 17, 2025, and the PM Vishwakarma Yojana for artisans and craftspeople on the same date in 2023. He noted that Semicon India-2026 was being inaugurated in New Delhi, while 50 lakh people in Madhya Pradesh were being provided the benefits of the Swamitva Yojana.
He said the Prime Minister had placed the principle of Antyodaya at the centre of various initiatives. He cited the construction of the grand Shri Ram Temple in Ayodhya and Shri Mahakal Lok in Ujjain, and said more than 3 crore women had become Lakhpati Didis. He added that 93 lakh women associated with self-help groups were contributing to the country’s development through livelihood missions.
Shri Nabin said startup and MUDRA schemes were providing opportunities to youth and that around 2 lakh startups were growing across the country and creating employment opportunities. He said the Prime Minister had prioritised development in border villages and designed welfare schemes keeping poor and needy citizens at the centre. He also referred to the vision of Viksit Bharat @2047, saying that the country would progress as every citizen progressed.
Swamitva Registration to Strengthen Rural Property Rights
Deputy Chief Minister Shri Jagdish Devda said Madhya Pradesh was establishing new benchmarks in good governance and public welfare under the leadership of Chief Minister Dr. Yadav. He said Prime Minister Shri Modi’s birthday was being celebrated across the state and welcomed National President Shri Nitin Nabin on his first visit to Madhya Pradesh. He said Prime Minister Shri Modi’s life had been dedicated to service, commitment and Antyodaya. The State Government was launching the Swamitva initiative in the same spirit. The Swamitva Rights Record Execution and Registration-2026 campaign would provide rural families with legally recognised property documents, which would strengthen their dignity and future prospects.
State President and senior MLA Shri Hemant Khandelwal said Prime Minister Shri Modi had prioritised the welfare of villages, the poor, farmers, women and youth through various welfare schemes. He said the Swamitva Yojana was an important initiative to provide legal documents to people who had been residing on their houses and land in rural areas for years. He said around 50 lakh people in Madhya Pradesh were being provided documents for their homes. These documents would establish legal ownership and help rural families access facilities such as bank loans when required.
Free Registration of 50 Lakh Private Properties
Under the Swamitva Rights Record Execution and Registration-2026 initiative, the State Government has launched a campaign for free registration of 50 lakh private properties. Rural residents will not have to pay any fee for registration of their houses. Madhya Pradesh has become the first state in the country to undertake free registration on this scale, it was informed at the programme. Around 68 lakh rights records have been prepared in the state so far, including those for 50 lakh privately owned houses. The State Government is allocating around ₹4,000 crore for providing free registration to these property owners. The free registration of prepared private property records will enable beneficiaries to use their documented property to access loans for house construction, business, agriculture and other economic activities.
Three-Phase Special Camps at Gram and Panchayat Levels
To simplify the registration process, special camps will be organised at the village and panchayat levels in three phases: September 17–19, September 24–26, and October 1–3.
For applying under the scheme, land-linking of the residential plot and e-KYC through the Samagra ID will be mandatory. Execution will be carried out through the SARA mobile app, while registration of deeds will be completed through the SAMPADA app.
To ensure that the entire process is completed locally, Patwaris have been designated as Execution Officers, while Tehsildars, Naib Tehsildars, Revenue Inspectors, PCOs and ADEOs have been designated as Registration Officers. After registration, the deed will be made available to beneficiaries on their registered mobile numbers through WhatsApp.
Senior district-level officials will regularly monitor the campaign and conduct field reviews, with the entire process targeted for completion within one month.

Chief Minister Dr. Yadav, National President and Rajya Sabha MP Shri Nitin Nabin and other dignitaries visited an exhibition showcasing various public welfare schemes and programmes of the government, along with development activities being undertaken in the district.
