Washington, Sept 2026 : US President Donald Trump has renewed his pledge to provide a $5,000 “Trump dividend” to every adult American if Republicans win control of both chambers of Congress in the November midterm elections, linking the proposed payment to revenue generated from tariffs. Trump made the remarks while campaigning in North Carolina for Republican Senate candidate Michael Whatley.
Trump said the proposed payment would be available to adults regardless of whether they were Democrats or Republicans. However, he did not provide details on eligibility requirements, when payments would be made or what legislative mechanism would be used to distribute the money.
“If the Republicans win the House and Senate, I will issue what we will all call, from now on, the Trump dividend to every adult in America,” Trump said. “We'll get $5,000, and you'll get it.”
He argued that tariff revenues had generated sufficient resources to support such payments, saying, “Tariffs have made us rich.” However, analysts have noted that the proposed programme would require congressional approval and that the available tariff revenue is substantially below the amount required for payments of this scale.
Estimates indicate that providing $5,000 to roughly 240 million adult US citizens would cost about $1.2 trillion. The proposal currently does not have a detailed legislative framework or an identified funding mechanism sufficient to cover the full cost.
Trump again tied the payment directly to the November election, telling supporters, “If we win, we're gonna get you $5,000.” He urged voters to treat the congressional election as if he were personally on the ballot.
“But in this election, I'm asking you to pretend I'm on the ballot just one more time,” he said.
The proposed dividend formed part of a broader campaign message in which Trump urged North Carolina voters to support Republican candidates. He warned that a Democratic victory could affect his administration’s tax and immigration policies. Those statements were made as part of his campaign appeal.
Trump also reiterated his intention to make permanent tax provisions covering tips, overtime income and Social Security, saying he wanted the measures to be placed into law. He did not provide details on the proposed legislation or its fiscal implications.
On healthcare, Trump proposed redirecting money currently paid to large health insurance companies directly to individuals so they could purchase their own coverage. He also called for mandatory voter identification and proof-of-citizenship requirements, an end to cashless bail and legislation restricting future presidential administrations from allowing unauthorised immigration across the US border.
The North Carolina Senate contest involving Whatley was a major focus of Trump’s appearance. Trump urged voters to support his Republican ally and presented the race as important to his legislative agenda. Whatley, appearing alongside Trump, said his campaign was focused on household finances, public safety and national defence.
Trump also discussed interest rates, arguing that US borrowing costs should be substantially lower. “Interest rates in the United States should be 1 per cent or less,” he said, citing the strength of the US economy and the country’s credit position.
The proposed $5,000 dividend remains a campaign pledge rather than an enacted federal programme. Any distribution of federal funds would require congressional action, while questions remain over eligibility, financing, timing and implementation.
