New Delhi, Aug 2026 : Ukrainian President Volodymyr Zelenskyy and Norwegian Prime Minister Jonas Gahr Store have signed agreements aimed at strengthening defence cooperation and expanding the strategic partnership between the two countries.
The agreements cover key areas including defence, energy and reconstruction, with both sides seeking to deepen their long-term cooperation amid the continuing Russia-Ukraine conflict.
Zelenskyy announced the agreements in a post on social media platform X, saying the two leaders had signed a defence cooperation agreement under the drone deal framework and a declaration on strategic partnership, referred to as the “Elizabeth Agreement.”
The strategic partnership document has been named after Elizabeth of Kyiv, the daughter of Prince Yaroslav the Wise, who became Queen of Norway. Zelenskyy said the agreements would provide a stronger foundation for long-term cooperation between Ukraine and Norway in defence, energy and efforts to strengthen Ukrainian society.
The Ukrainian President also expressed gratitude to Norway for its continued support since the early days of Russia’s full-scale invasion. He thanked Prime Minister Store, the Norwegian government and the people of Norway for maintaining their backing for Ukraine.
Zelenskyy also welcomed Norway’s decision to continue providing significant financial assistance to Ukraine in 2027, with support expected to total around $9 billion. He described the continued assistance as particularly important as Ukraine confronts ongoing military and economic challenges.
During his engagements, Zelenskyy said he held bilateral discussions with several European leaders, including Danish Prime Minister Mette Frederiksen, European Commissioner Andrius Kubilius, Finnish President Alexander Stubb, Icelandic Prime Minister Kristrún Frostadóttir, Lithuanian President Gitanas Nausėda and Norwegian Prime Minister Jonas Gahr Store.
He thanked these leaders for standing alongside Ukraine during what he described as critical days for the country.
Zelenskyy said Ukraine had developed strong partnerships with countries across Northern Europe and the Baltic region over the past several years. According to him, cooperation with these nations remains focused on practical priorities rather than political declarations alone.
Among the key areas are strengthening Ukraine’s air defence capabilities, preparing for the winter season, advancing the country’s European integration and developing joint defence projects.
The Ukrainian President also emphasised that Kyiv wants to contribute to the security of its partner countries by sharing its military expertise, battlefield experience and technological capabilities gained during the war.
The agreements with Norway come as Ukraine continues efforts to strengthen its defence partnerships across Europe and secure long-term assistance for reconstruction and economic resilience. The focus on drones and joint defence projects also reflects the growing importance of advanced military technologies in the ongoing conflict.
Zelenskyy said Ukraine would continue doing everything possible to strengthen cooperation with its partners and build a network of strategic relationships capable of supporting the country’s security, recovery and future integration with Europe.
