ST Depots to be Redeveloped to Strengthen Maharashtra State Transport Corporation Financially: Chief Minister Devendra Fadnavis

Separate Development Plan to Be Prepared for Every Depot Based on Its Potential

Mumbai, July 2026 : Maharashtra Chief Minister Devendra Fadnavis has directed officials to undertake the planned redevelopment of Maharashtra State Road Transport Corporation (MSRTC) depots to increase revenue and strengthen the corporation financially. He instructed that a separate development plan be prepared for each depot based on its commercial potential and that a policy proposal to accelerate redevelopment through the Public-Private Partnership (PPP) model be placed before the state Cabinet.

The directions were issued during a meeting of the Transport Department chaired by the Chief Minister at his official residence, Varsha, in Mumbai.

The meeting was attended by Transport Minister Pratap Sarnaik, Minister of State for Transport Madhuri Misal, Additional Chief Secretary (Transport) Sanjay Sethi, Additional Chief Secretary O.P. Gupta, Additional Chief Secretary Vikas Chandra Rastogi, Planning Department Secretary A. Shaila, and MSRTC Vice Chairman and Managing Director Dr Madhav Kusekar, among other senior officials.

Separate Planning for Every Depot

Chief Minister Fadnavis said that each ST depot should be redeveloped according to its individual commercial potential, rather than adopting a uniform approach across the state.

He directed officials to prepare customised redevelopment plans for every depot. Revenue generated from financially viable projects should be deposited into an escrow account and utilised for funding redevelopment and infrastructure projects at other depots.

The Chief Minister also instructed the Transport Department to prepare a proposal detailing incentives that could be offered to private developers under the PPP model and submit it to the Cabinet for approval.

Lease Model to Retain Ownership

Fadnavis clarified that ownership of MSRTC land would continue to remain with the corporation. He said the government is considering a 49-year lease with an additional 49-year extension option, a model that would enable effective commercial utilisation of depot land while ensuring ownership remains with MSRTC.

He further directed officials to examine the legal aspects of providing stamp duty concessions for redevelopment projects to make them more attractive to private investors.

Focus on Multimodal Transport Hubs

The Chief Minister also stressed the need to integrate ST depots with other modes of public transport to provide seamless travel for commuters.

He instructed officials to prepare integrated plans linking MSRTC depots, Metro rail services, and other public transport systems, with the aim of developing multimodal transport hubs across the state.

According to Fadnavis, such integrated infrastructure would improve passenger convenience, promote greater use of public transport, and create additional commercial opportunities for the transport corporation.

The redevelopment initiative is expected to modernise ageing bus depots, generate sustainable revenue for MSRTC, and transform key transport centres into integrated urban mobility hubs while preserving the corporation’s ownership of its valuable land assets.
