Addressing the program on the occasion of the conclusion of the three-day Rajyotsav and State Decoration Ceremony organized on the occasion of Chhattisgarh State Foundation Day, Chief Guest Vice President Shri Jagdeep Dhankhar said that everyone’s participation is needed to build a developed India. Chhattisgarh will contribute to this in a big way. He said that Chhattisgarh is an example for the country, new records of development are being made here under the leadership of Chief Minister Shri Vishnu Dev Sai. On this occasion, while congratulating all the dignitaries honored with State Decoration, he said that Chhattisgarh’s 36 awards, seeing which has given me energy.

The Vice President further said that when the Shatabdi turned around, Chhattisgarh arose, this journey has reached this far. I congratulate you for this, Chhattisgarhiya Sable Badhiya, is an old saying that still resonates in my ears. All of you are making this saying come true. My heart is filled with pride by coming to this function. The holy land of Chhattisgarh is a document of rich cultural life. Dedication to the nation and Indianness is our identity. This state got a special identity in the year 2000. If we do not remember former Prime Minister Bharat Ratna Late Shri Atal Bihari Vajpayee ji on this occasion, it will be a big mistake. He is always remembered. He was always firm on national interest and very soft on human emotions. He did such a surgery in politics that no one felt pain and created three states, I salute him. You achieved a big benchmark by calling the Chief Minister of the neighboring state, for this Chief Minister Shri Vishnudev Sai deserves congratulations. There was no pain in the craftsmanship done by Atal ji. There was brotherhood. Next year Chhattisgarh will enter its golden age, its pleasant coordination is happening with the Amrit Kaal of India. We should not forget our glorious heritage. This is the occasion to remember our great men. Today, when we are celebrating Amritkal, I and you are proud that we are going far away to pay our respects to those who sacrificed their lives. We are bowing down before them. People like Bhagwan Birsa Munda, Shaheed Veernarayan Singh kept the flame of freedom burning in difficult circumstances, we always remember them and for this we are celebrating Tribal Day. These great men served the society selflessly. On this occasion, I would also urge you to think and introspect. Service should be selfless, there should be no selfishness in it. In the name or under the guise of selfless service, an attempt is being made to change our faith. Our culture is thousands of years old and it is being attacked. We should be alert about this. This is happening on the basis of money power. It is happening on the basis of innocence. To keep the soul of India alive, such forces need to be crushed. You are requested to be cautious of them. In these efforts, our tribal brothers are especially targeted. Our Indian culture is an inclusive culture. This specialty has to be maintained.

There is another cause of concern for the youth of this state on which this government is working. Chief Minister Shri Vishnu Dev Sai and former Chief Minister Dr. Raman Singh have worked to fight Naxalism. Due to the positive policies of the government, the youth are getting many opportunities. There is a great connection between the pace of the state and the progress of the country. The progress of the state and the country complement each other. India’s development journey has amazed the world. The world is amazed to see our technological progress. I have no doubt that Chhattisgarh will make a big contribution to the progress of the country. Chhattisgarh is very rich in natural resources. There are many possibilities in this state. Attention is being paid to this. The results are also good. The mineral resources here, such as iron ore of Bastar,Korba’s coal is the lifeblood of India’s industrial development. This land is called the rice bowl. It is playing a leading role in the nation’s development. One thing I will definitely note and I will also urge you is that the state’s interest has to be seen from a national perspective, the state’s interest is not different from the nation’s interest. I want to congratulate Chief Minister Shri Vishnu Dev Sai for the continuous development of the state.

Constitution Day is not far away. I would like to remind today’s youth. Constitution is our important foundation stone; our future depends on it. Constitution Day is celebrated every year on 26 November. Every citizen should realize the importance of the Constitution. It is our responsibility to follow its ideals. Every attempt to tamper with the Constitution should be frustrated. Emergency was a dark moment for the country. Rights were suspended for 21 months. The situation was so terrible that democratic values ​​were not even visible. Lakhs of people were put behind bars. Today’s generation should know about this horrific period.

This state has IITs. There is IIM. There is a university related to the profession I am associated with, which is very prestigious. Policies are being prepared in Chhattisgarh so that the youth, women and every section of the state can contribute and make their own bright future. Administrative transparency has come here. Efforts have been made to empower every section of the society. The state has recently made an industry policy, which will fulfill the hopes of the youth. The center and the state have started so many schemes for the youth that the youth can also benefit others through their enterprise.

On this occasion, Governor Shri Ramen Deka said that I come from Assam. It is a green state. Chhattisgarh and Assam have many similarities. 44 percent of Chhattisgarh is covered with forests. Both the states are rich in natural resources. He praised Chief Minister Shri Vishnu Dev Sai for taking Chhattisgarh forward on the path of development while maintaining balance with nature and said that in the 24 years since the establishment of Chhattisgarh, we have made remarkable progress in education, agriculture, health and many other important areas. As a young state, our aim is not just economic development but holistic development in which every citizen can be uplifted. We all have to realize the concept of Prime Minister Shri Narendra Modi Ji’s developed India 2047. Every citizen, every youth will contribute to this with full enthusiasm. The contribution of women is very important in the development of the state. Many schemes have been started in the direction of women empowerment. Innovative schemes like Mahtari Vandan Yojana are being run to give women a respectable place in the society.

Chief Minister Shri Vishnu Dev Sai started his address by congratulating the dignitaries who were being honoured. He said that among the dignitaries being honoured today is Butlu Ram Mathra ji of Narayanpur. He was also praised by our illustrious Prime Minister in the ‘Mann Ki Baat’ programme.
The Chief Minister said that Rajyotsav is a symbol of unity and integrity of 03 crore Chhattisgarhis. In the last 2 days, we celebrated the achievements of Chhattisgarh during the journey of 24 years, but today’s occasion is an opportunity to talk about our future journey, an opportunity to take a pledge to touch new heights of development.

The Chief Minister said that next year we will celebrate the silver jubilee of the establishment of the state, the journey ahead will be a journey to move forward towards the golden jubilee with the golden future of the state. The Chief Minister said that our mothers and sisters are our strength for future development. As a result of our Mahtari Vandan Yojana, the mothers and sisters of the state are becoming economically and socially empowered. Only through women empowerment will we be able to empower the state.

He said that by establishing peace in the tribal areas, the roots of democracy are being strengthened. Violence has no place in the holy land of Chhattisgarh. We are fighting against Maoism with vigour. Maoism is now on its last legs in the state.

The Chief Minister said that we are organizing Bastar Olympics with the aim of connecting the youth of Bastar region with the mainstream of development and bringing forward the sports talents of Bastar. Appealing to all the citizens of the state including farmers, tribals, laborers, women, youth, the Chief Minister said that they should become partners in the economic, social and cultural development of the state. With the efforts of all of you, we will make the dream of developed Chhattisgarh come true.

On this occasion, Chief Minister Shri Sai also made an important announcement to encourage folk artists. He announced to set a special grade ‘A1’ for artists receiving state decorations in the field of art, music, dance, drama and singing in relation to the “Chhattisgarh Artist Registration Payment Rules 2021” made with the aim of encouraging folk artists of Chhattisgarh and promoting folk culture in the country and abroad.

Also, the maximum programme approval limit for all “A” category artists has been increased from 10 to 20 and the maximum limit for “B” category artists has been increased from 12 to 24. Also, it has been announced that maximum 3 eminent art experts will be included as non-official members in every meeting of the grade determination committee.

On this occasion, Vidhan Sabha Speaker Dr. Raman Singh also addressed the function. He said that we have done good work in Chhattisgarh in every field from food security to skill development. Chhattisgarh was once known for migration. After the introduction of rice at one rupee per kg, migration from Chhattisgarh stopped. Now there is IIT and IIM here. There are also 14 medical colleges. On this occasion, he also congratulated all the citizens on State Foundation Day.

Deputy Chief Minister Shri Arun Saw, Chief Secretary Shri Amitabh Jain, Director General of Police Shri Ashok Juneja, Secretary to the Chief Minister Shri P. Dayanand and other officers and dignitaries were present on the occasion.
