Urbanisation marks an important step towards development in line with the Draft Master Plan 2041
New Delhi, October 2026 : The Rekha Gupta government in Delhi has taken an important step towards the planned and integrated development of the capital by deciding to urbanise 48 villages. The move aims to bring the legal status of these villages in line with Delhi’s changing urban landscape and provide a basis for better planning of their future development. Chief Minister Smt. Rekha Gupta said the decision would allow the needs of these villages in terms of land use, road connectivity, sewerage, water supply, sanitation and other civic amenities to be assessed in a more systematic and coordinated manner.
Chief Minister Rekha Gupta also said that Delhi’s villages are an integral part of the capital’s cultural heritage, social life and development journey. Planned development is essential to ensure the well-being of these villages, improve the quality of life of the families living there and provide them with better basic amenities. The government aims to ensure that Delhi’s development is balanced, inclusive and aligned with future needs. The urbanisation of these 48 villages is an important step in that direction. It will provide a basis for systematically assessing development needs, improving the planning of civic amenities and strengthening coordination among the agencies concerned. Laying the Foundation for Planned Development
The decision to urbanise these 48 villages is being taken under Section 507(a) of the Delhi Municipal Corporation Act, 1957. This will enable the villages to be included in Delhi’s urban development planning and allow their future needs to be assessed systematically. It will also create an opportunity to address land use, management of development works and requirements for civic amenities such as roads, water supply and sewerage in a more coordinated manner. The process will also help assess development opportunities in line with the Draft Master Plan 2041. However, development work will be carried out only in accordance with the relevant plans, necessary statutory approvals and applicable rules.
Better Planning for Roads, Water Supply and Sewerage
Chief Minister Rekha Gupta said that urbanisation would make it easier to assess and plan the requirements for roads, internal connectivity and other essential urban amenities in these villages. Similarly, the civic agencies concerned would be able to identify needs related to water supply, sewerage networks, drainage, sanitation and waste management and consider the necessary plans. It would also create an opportunity for coordinated planning of street lighting, drainage systems, waste management and other basic civic amenities. The agencies concerned will have to take further action for the development and expansion of these facilities in accordance with applicable policies, approved plans and available resources.
Clearer Urban Status to Help Improve Administrative Coordination
The Chief Minister said that once the notification is issued, the status of the villages concerned will change from rural to urban. This will bring clarity regarding their urban status and the legal and administrative rules applicable to them. It will also provide a clear legal basis for preparing and considering development plans in the future. However, construction work, changes in land use and other development activities will have to comply with the relevant rules, building regulations, approved plans and necessary permissions.
Chief Minister Rekha Gupta said the initiative aims to address development needs in a systematic manner in keeping with Delhi’s changing urban landscape. The departments and civic agencies concerned will take further action, wherever required, in accordance with the applicable statutory provisions, approved plans and available resources.
