Lucknow, October 2026 : The Bharatiya Janata Party (BJP) has stepped up its preparations for the 2027 Uttar Pradesh Assembly elections, with Union Home and Cooperation Minister Amit Shah arriving in Lucknow on Friday to inaugurate the party’s two-day state executive committee meeting. The crucial organisational meeting is expected to focus on strengthening the party’s grassroots network, reviewing its electoral performance and chalking out a strategy to retain power in the country’s most politically significant state.
Shah was welcomed at Chaudhary Charan Singh International Airport by Uttar Pradesh Chief Minister Yogi Adityanath. Both Deputy Chief Ministers, Keshav Prasad Maurya and Brajesh Pathak, along with state BJP president Pankaj Chaudhary, senior party leaders and officials, were also present. The arrival of several senior leaders at the airport, despite the rain, reflected the importance attached to the Home Minister’s visit.
From the airport, Shah proceeded to Dr Ram Manohar Lohia National Law University in the Ashiana area of Lucknow, where the state executive committee meeting is being held at the Dr Bhimrao Ambedkar Auditorium. He formally inaugurated the meeting in the presence of Chief Minister Yogi Adityanath, BJP state president Pankaj Chaudhary, state organisation general secretary Dharampal Singh and Uttar Pradesh BJP in-charge Vinod Tawde, among other senior leaders.
The October 30-31 meeting has brought together approximately 2,850 party functionaries and workers from across Uttar Pradesh. Those invited include BJP MPs, MLAs, Members of the Legislative Council, state and regional office-bearers, district presidents, representatives of various party wings and cells, and functionaries associated with local bodies.
The meeting is being viewed as an important organisational exercise ahead of the 2027 Assembly elections. The party leadership intends to assess the functioning of its organisational machinery across the state, identify areas requiring greater attention and assign responsibilities to leaders and workers at different levels.
Focus on organisational strengthening and booth-level preparedness
According to party sources, discussions will primarily revolve around strengthening the organisational structure, improving booth-level preparedness and expanding the party’s outreach among voters. The BJP is expected to review its existing organisational network and work towards making its grassroots machinery more active and effective in the run-up to the elections.
Booth committees are likely to remain a central component of the discussions, given their importance in maintaining direct contact with voters and coordinating election-related activities. The party is also expected to deliberate on strengthening its network in both urban and rural constituencies through local-level meetings, public outreach programmes and regular interactions with people.
The leadership is keen to ensure that party workers remain connected with voters throughout the year rather than limiting their activities to the election period. Greater coordination between district, regional and state-level units is also expected to be emphasised.
A political resolution is scheduled to be presented during the meeting, outlining the party’s political priorities and organisational direction. The discussions are also expected to focus on coordinating the activities of the party organisation with the policies and programmes of the state and Central governments.
Amit Shah’s role in BJP’s electoral strategy
Amit Shah is widely regarded as one of the BJP’s key election strategists. He played a significant role in the party’s electoral preparations in Uttar Pradesh during the 2014 Lok Sabha elections and the 2017 Assembly polls. His visit is therefore being seen as an important opportunity for the state leadership to receive strategic guidance ahead of the next Assembly elections.
The BJP has been in power in Uttar Pradesh since 2017. The party retained office in the 2022 Assembly elections, securing a second consecutive term under Chief Minister Yogi Adityanath. Its stated political objective is now to return to power for a third consecutive term in 2027.
However, the political environment presents several challenges. Opposition parties, particularly the Samajwadi Party and the Congress, have continued to raise questions over issues such as employment, inflation, governance and government policies.
The BJP also faced electoral setbacks in Uttar Pradesh during the 2024 Lok Sabha elections, when its performance declined compared with the previous general elections. The Samajwadi Party-Congress alliance made significant gains, winning several important parliamentary constituencies and emerging as a formidable political challenge.
Against this backdrop, the state executive committee meeting is expected to provide an opportunity for the BJP leadership to examine the reasons behind its reduced Lok Sabha tally and identify areas where the party needs to improve its performance.
The leadership may also review the results of recent Legislative Council elections and assess the political situation in different regions of the state. The objective will be to identify constituencies where organisational weaknesses need to be addressed and where greater engagement with voters is required.
Beneficiary outreach and government schemes on the agenda
Another important area of discussion is likely to be the party’s outreach among beneficiaries of various welfare schemes implemented by the Central and state governments.
The BJP has consistently sought to strengthen its support base by highlighting the benefits of programmes such as the Pradhan Mantri Awas Yojana, Ayushman Bharat, PM-KISAN Samman Nidhi and other welfare initiatives.
The party is expected to discuss ways to increase direct interaction with beneficiaries and ensure that information about government schemes reaches eligible households across the state.
Organisational leaders are also likely to deliberate on how to communicate the achievements of the Yogi Adityanath government and the Narendra Modi-led Central government more effectively at the grassroots level.
Issues relating to infrastructure development, investment, employment generation, law and order and public welfare could also feature in the broader political discussions as the party prepares its narrative for the 2027 elections.
New state leadership faces electoral responsibility
The meeting is also significant because it is among the important organisational gatherings under the new state BJP leadership headed by Pankaj Chaudhary.
The state president and the newly appointed organisational office-bearers will have the responsibility of steering the party’s preparations for the next Assembly elections. Their immediate challenge will be to strengthen coordination among the party’s various organisational units and ensure that election-related activities are implemented effectively across all districts.
State BJP in-charge Vinod Tawde and organisation general secretary Dharampal Singh are also expected to play important roles in coordinating the discussions and translating the decisions taken at the meeting into organisational programmes.
The second day of the meeting will include detailed interactions with state and regional office-bearers. Leaders from different parts of Uttar Pradesh are expected to share their assessments, suggestions and concerns regarding the party’s organisational functioning.
Chief Minister Yogi Adityanath is scheduled to address the concluding session on October 31. His address is expected to highlight the achievements of the state government and outline its priorities in the coming months. The party is also likely to discuss how the government's development initiatives and welfare programmes can be effectively communicated to the electorate.
However, the specific resolutions and decisions emerging from the meeting will become clear only after the party makes an official announcement.
Political activity gathers momentum ahead of 2027
The BJP’s preparations are unfolding at a time when opposition parties are also beginning to intensify their political activities ahead of the 2027 Assembly elections. The Samajwadi Party and Congress are expected to focus on issues concerning governance, employment, inflation and public concerns, while seeking to consolidate their support base following their improved performance in the 2024 Lok Sabha elections.
For the BJP, the challenge will be to retain its existing support base, address organisational gaps and build momentum well before the election campaign formally begins.
Shah’s Lucknow visit is scheduled to last approximately four hours. Special security and traffic arrangements have been made in and around the university and other routes associated with his movement. According to the scheduled programme, he is expected to return to New Delhi in the afternoon after attending the meeting and other engagements.
The two-day state executive committee meeting is therefore more than a routine organisational gathering for the BJP. It represents an important opportunity for the party to assess its political position, review past electoral experiences and establish a roadmap for the 2027 Uttar Pradesh Assembly elections.
With the ruling party and opposition gearing up for the electoral battle, the coming months are expected to witness intensified political activity across the state. The decisions taken at the Lucknow meeting and the manner in which the BJP implements its organisational strategy will be closely watched as the countdown to the 2027 Assembly elections gathers pace.
