Patna, Nov 2026: Chief Minister Samrat Choudhary on Saturday launched the UPYOG Portal, developed for all urban local bodies in Bihar under the National Urban Digital Mission (NUDM), at the ‘Sankalp’ auditorium at Lok Sevak Awas.

A short film explaining the portal's functioning was screened on the occasion, followed by a live demonstration before the Chief Minister. The Principal Secretary of the Urban Development and Housing Department provided detailed information about the portal.

The UPYOG Portal is an important initiative aimed at making urban services digital, simple, accessible and transparent. Ten of the portal's 19 modules have been launched in the first phase. These include advertisement management, trade licences, water and sewerage connection management, property management, vehicle fleet management, municipal accounting and financial management, building plan approvals, legal module, material management and public grievance redressal.

The portal is planned to be implemented across all 264 urban local bodies in Bihar. It will enable citizens to apply online for various urban services and obtain digital certificates. The process of applying for and obtaining approval for building construction plans will also be made online. This will make it easier for citizens to access services and reduce the need for repeated visits to government offices.

MoUs signed with NBCC for major development projects

In the presence of the Chief Minister, MoUs were signed between the Urban Development and Housing Department and National Buildings Construction Corporation Limited (NBCC) for various development projects.

Under the first project, a financed residential development is proposed on approximately 8.5 acres of land belonging to the Bihar State Housing Board in Sector 5, near TV Tower in Patna.

In addition, an MoU was signed between the Information Technology Department and NBCC for the construction and development of a technology park in Gardanibagh.

Another MoU was signed between the Water Resources Department and NBCC for redeveloping inspection buildings (IBs) into modern towers.

These projects aim to strengthen urban infrastructure, develop modern facilities and promote investment and revenue generation in the state.
