Chief Minister Dr. Mohan Yadav chaired the Cabinet meeting at the Mantralaya on Tuesday. The Cabinet approved ₹1,757.57 crore for upgrading and constructing the Bhopal–Vidisha road from two lanes to four lanes as a concrete step towards developing Bhopal as a metropolitan region. The project is expected to accelerate industrial investment and facilitate systematic infrastructure development. Passing through prominent locations such as Sanchi Stupa and the Tropic of Cancer, the road will further strengthen regional connectivity. The Cabinet also approved extension of user fee collection on the Bhopal Bypass till 2031 with a view to upgrading the existing four-lane bypass to six lanes.
In another important decision, the Cabinet approved ₹918 crore for continuation of the Dividend Distribution Scheme for Joint Forest Management Committees under the Forest Department from 2026-27 to 2030-31. Under the scheme, dividends will be distributed among local workers and residents of areas covered by the committees.
As a major initiative for farmers during Krishak Kalyan Varsh, the Cabinet decided to allot 20 hectares of land on permanent lease at Bhaukhedi village in Ichhawar tehsil of Sehore district for establishment of the National Soybean Research Institute under the Government of India.
The Cabinet also approved proposals worth ₹47,990 crore to accelerate the state's overall development, strengthen public health, expand basic infrastructure and promote women empowerment. This includes ₹28,083.47 crore for the National Health Mission and ₹12,123.81 crore for Ayushman Bharat.
To promote women empowerment, the Cabinet approved increasing the Rani Durgavati State-Level Award amount to ₹2 lakh for women engaged in social service while overcoming challenging circumstances. It also approved increasing the Award amount of ₹1 lakh for Rani Avanti Bai State-Level Bravery Award to ₹2 lakh.
The Cabinet also approved ₹795.59 crore for the continued operation of Jawaharlal Nehru Agricultural University for the next five years. Approval was also given to extend the tenure of the Dewas Firecracker Factory Accident Inquiry Commission by three months and to place the annual reports of the Madhya Pradesh Public Service Commission before the Legislative Assembly.
₹1,757.55 Crore Approved for Four-Laning of Bhopal–Vidisha Road with Paved Shoulders
With the objective of developing Bhopal as a metropolitan city, the Cabinet approved ₹1,757.55 crore for construction of the 44.830-km Bhopal–Vidisha road as a four-lane highway with paved shoulders. The project will be implemented under the Model Concession Agreement for the Hybrid Annuity Model (HAM) prepared by the Ministry of Road Transport and Highways. The project is expected to boost industrial investment and infrastructure development.
Under the Hybrid Annuity Model, 40% of the total project construction cost, including GST, will be borne by the Madhya Pradesh Road Development Corporation from the State Highway Fund during project implementation. The remaining 60% of the construction cost will be paid through the state budget as semi-annual annuities over the 15-year operation period. In addition, ₹364.41 crore towards pre-construction activities, including land acquisition and other works, as well as supervision charges, will be paid through the state budget.
The Bhopal–Vidisha road (State Highway-28) begins at the Bhanpur T-junction on Ayodhya Bypass and ends at the Sanchi-Salamatpur junction on National Highway-146. It connects Bhopal and Vidisha districts via Bhanpur, Chopda Kalan, Sukhi Sevania, Dob, Balampur, Diwanganj and Salamatpur.
Sanchi Stupa in Raisen district is one of the most important Buddhist pilgrimage sites and a UNESCO World Heritage Site. The Tropic of Cancer also crosses the Bhopal–Vidisha road at kilometre 24.550, adding to its geographical significance.
User Fee Collection Approved on Bhopal Bypass Till 2031
The Cabinet approved user fee collection on the 51.963-km Bhopal Bypass from July 19, 2026 to December 31, 2031, with a view to upgrading the existing four-lane road to six lanes under the Madhya Pradesh Road Development Corporation. The Public Works Department has also been authorised to extend the period by another five years.
User fee collection on the Bhopal Bypass will continue as per the provisions of the previously issued notification. Collection will be undertaken by the Madhya Pradesh Road Development Corporation Limited or an agency selected by the Corporation.
The Bhopal Bypass is 51.963 km long and connects Bhopal city with Indore, Raisen, Vidisha and Narmadapuram districts. The project will be implemented under the Model Concession Agreement prepared by the Ministry of Road Transport and Highways for the Hybrid Annuity Model (HAM).
The toll revenue collected is deposited into the State Highway Fund established under the Madhya Pradesh Highway Fund Act, 2012. The funds are utilised by the Corporation for development and maintenance of state highways and other related works.
₹918 Crore Approved for Dividend Distribution to Joint Forest Management Committees; Local Residents to Also Benefit
The Cabinet approved ₹918 crore for continuing the dividend scheme for Joint Forest Management Committees under the Forest Department from 2026-27 to 2030-31.
The objective of the scheme is to secure public participation of workers and local residents in the conservation and development of forests under Joint Forest Management. Joint Forest Management Committees across the state are providing significant support to the Forest Department in forest conservation and development.
As per the provisions, 20% of the revenue generated from the sale of timber obtained through final felling is provided to the Joint Forest Management Committee. In addition, 100% of the net profit generated from bamboo harvesting is distributed among workers engaged in harvesting.
Under the revised scheme, dividends will now be provided not only to workers but also to residents of areas associated with the committees.
Rani Durgavati Award Increased to ₹2 Lakh; Rani Avanti Bai Bravery Award Doubled
The Cabinet approved an annual Rani Durgavati State-Level Award of ₹2 lakh for a woman engaged in social service while overcoming challenging circumstances. It also approved increasing the Rani Avanti Bai State-Level Bravery Award, instituted in 2006, from ₹1 lakh to ₹2 lakh.
The awards will recognise and encourage the services, work and contributions of women who are engaged in social service while facing extreme poverty, more than 40% disability, being single, suffering from serious illness, or facing acid attacks, dowry-related violence, domestic violence or other adverse circumstances. The awards are also expected to inspire more women to come forward for social service, particularly in the areas of women and children.
At present, the Women and Child Development Department confers six awards: Rani Avanti Bai State-Level Bravery Award, Rajmata Vijayaraje Scindia Social Service Award, Shri Vishnu Kumar Women and Child Welfare Social Service Honour Award, Chief Minister Nari Samman Raksha Award, Aruna Shanbaug Bravery Award and Rashtramata Padmavati Award.
20 Hectares Allotted for National Soybean Research Institute
The Cabinet has approved a major initiative for soybean farmers during Krishak Kalyan Varsh. It decided to allot 20 hectares of land on permanent lease at Bhaukhedi village in Ichhawar tehsil of Sehore district for the National Soybean Research Institute under the Indian Council of Agricultural Research, Government of India.
The National Soybean Research Institute under the Indian Council of Agricultural Research (ICAR-NSRI) is an autonomous institution under the Ministry of Agriculture and Farmers Welfare, Government of India, and is fully funded by the Central Government. Through soybean research and development, the institute directly and indirectly benefits nearly 5 million soybean farmers across the country.
The allotted land will be used exclusively for establishing a Krishi Vigyan Kendra. The establishment of the centre is expected to facilitate comprehensive progress in soybean cultivation in Madhya Pradesh.
₹44,515.13 Crore Approved for Health Services Including NHM and Ayushman Bharat
The Cabinet approved a total of ₹44,515.13 crore for continued implementation from April 1, 2026 to March 31, 2031 of schemes under the Public Health and Medical Education Department, including the National Health Mission, Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana, Ayushman Bharat for non-SECC beneficiaries, the Multipurpose Disease Control Programme, security and sanitation arrangements at health institutions, and district-level staff.
The Cabinet approved ₹28,083.47 crore for the National Health Mission. The National Health Mission is implemented in a 60:40 funding ratio with the Government of India. The Centrally Sponsored Scheme covers major national health programmes related to maternal health, child health, family welfare, immunisation, tuberculosis elimination, child health and nutrition, sickle cell disease, adolescent health, Ayushman Arogya Mandirs, non-communicable diseases, blindness prevention, leprosy elimination, the Pradhan Mantri National Dialysis Programme, and free medicines and diagnostic services, among others.
As per the approval, ₹12,123.81 crore has been sanctioned for implementation of Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana and Ayushman Bharat for non-SECC beneficiaries. The scheme provides financial protection to poor and vulnerable sections of society for treatment of serious illnesses. It aims to prevent financial hardship caused by healthcare expenditure and provide quality cashless treatment at government and empanelled private hospitals. Ensuring universal health coverage, easy access to treatment and strengthening social security are key objectives of the scheme. ₹1,159.58 crore has been approved for security and sanitation arrangements at health institutions, while ₹654.84 crore has been sanctioned for the district-level staff scheme. The district-level staff scheme has been in operation for nearly 40–50 years.
₹795.59 Crore Approved for Continued Operation of Agricultural University
The Cabinet approved ₹795.59 crore for the continued operation of Jawaharlal Nehru Agricultural University under the Block Grant Scheme for salaries, allowances, honorariums and other expenses for five years from financial year 2026-27 to 2030-31.
The university currently has 11 colleges and eight research centres undertaking activities in agricultural education, research and extension. The state government provides Block Grants to meet the salaries, allowances, honorariums and pension-related obligations of officers, scientists and employees, including around 500 old pensioners, as well as essential administrative and contingency expenses of the institutions.
₹2.50 Crore Approved for Maintenance of Mineral Resources Department Assets
The Cabinet approved ₹2.50 crore for continuation of the scheme for maintenance of departmental assets under the Mineral Resources Department from 2026-27 to 2030-31.
The department has 54 Mineral Buildings, most of which are over 10 years old. Repair and maintenance works are being carried out regularly under the scheme.
Judicial Inquiry Commission Approved for Dewas Firecracker Factory Accident
The Cabinet ratified the notification for constitution of a single-member Judicial Inquiry Commission headed by Shri Subhash Kakde, retired Judge of the Jabalpur High Court, to inquire into the tragic fire accident that occurred on May 14, 2026, at a firecracker factory located in Tokankala, Dewas district. The Cabinet also ratified the extension of the Commission's tenure by three months, up to August 14, 2026.
MPPSC Annual Reports Approved for Laying Before Legislative Assembly
The Cabinet approved placing the 63rd, 64th and 68th Annual Reports of the Madhya Pradesh Public Service Commission before the Legislative Assembly, along with memoranda regarding cases in which the Commission's recommendations were not accepted.
