Council of Ministers Meeting Held

Aizawl, February 2026 : Today, a Council of Ministers meeting was held in the Cabinet Room, chaired by Chief Minister Pu Lalduhoma. The following matters were discussed and decisions were recorded:

  1. The Mizoram State Cooperation Policy, 2025 – Cooperation.
  2. The Mizoram Education (Lumpsum Grants-in-Aid for General Maintenance of Private Schools) Rules, 2025 – formulated based on an in-depth study conducted by the Study Team on Provincialization of Schools and related matters.
    Note: Schools that meet the qualifying criteria will be provincialized. After completion of necessary formalities, the Law Department’s vetting is required, followed by concurrence from the Finance Department and the Department of Personnel & Administrative Reforms (DP & AR).
  3. Proposal for revocation of counting of past service provisions in Notifications – School Education.
  4. The Mizoram Home Guards Rules, 2025 – Home Department.
  5. Draft Sialkal Range Development Council Bill, 2026 – General Administration Department (GAD).
  6. Proposal for deliberation and formulation of the State Government’s opinion on the Government of India’s intention to fence the Indo-Myanmar Border – Home Department.
    Note: The Mizoram government has expressed its reservations. Since this falls under a central subject, the state government has limited authority.
  7. Mizoram State Project Monitoring Committee (MSPMC) Annual Report 2024-2025 – Planning & Programme Implementation (P&PI).
  8. Proposal for amendment of the Mizoram Private Security Agencies Rules, 2022 by notifying the Mizoram Private Security Agencies (Amendment) Rules, 2026 – Home Department.
  9. Mizoram Jan Vishwas (Amendment of Provisions) Bill, 2026 – Law & Justice (L&J).
  10. Draft Mizoram Drug Treatment-cum-Rehabilitation Centre Accreditation Rules, 2026 – Social Welfare, Women & Child Development (SWWCD).
  11. Proposal for adoption and implementation of the “Charter of Financial Advisers” – Finance Department.
  12. Proposal for the Mizoram Shops and Establishments (Regulation of Employment and Conditions of Service) Amendment Bill, 2026, amending the Mizoram Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2010 – Labour, Employment, Skill Development & Entrepreneurship (LESDE).
