UP–Singapore Forge Major Strategic Partnership, Invest UP and SCE Sign MoU

Singapore/Lucknow, February 2026 : During Chief Minister Yogi Adityanath’s visit to Singapore, the Uttar Pradesh government achieved a major milestone by signing an important Memorandum of Understanding (MoU) between its investment promotion agency Invest UP and Singapore Cooperation Enterprise, an institution representing the interests of the Singapore government.

The agreement marks a significant step toward establishing a long-term strategic partnership aimed at strengthening institutional capacity, improving policy frameworks, and fostering overall ecosystem development in Uttar Pradesh.

Focus on Sustainable Development and Industrial Competitiveness

Under the MoU, both sides will work together through the exchange of thematic knowledge, technical cooperation, and advisory services to accelerate sustainable economic growth in Uttar Pradesh. The partnership will focus on enhancing industrial competitiveness, driving digital transformation, and supporting the development of modern infrastructure across the state.

Key Areas of Collaboration

As per the agreement, the two sides will organize study visits and leadership delegations, along with designing and implementing training and capacity-building programmes. These initiatives are intended to enhance both skills and operational efficiency among stakeholders.

The MoU also provides for advisory and mentoring support, joint development and implementation of technical cooperation projects, and collaboration with relevant government and private-sector institutions. Where required, separate written agreements will be signed for specific projects, clearly defining the scope of work, timelines, and financial arrangements.

Discussions on detailed project agreements are expected to begin within two months, with efforts to finalize them within six months.

Leveraging Global Best Practices

Through this partnership, Uttar Pradesh will benefit from Singapore’s global expertise in areas such as public administration, urban planning, industrial cluster development, logistics, and digital governance. The agreement is being seen as a significant achievement in Uttar Pradesh’s global engagement strategy and a reflection of the state’s long-term development vision.
