DARPG Launches NeSDA 2025 Portal to Strengthen Digital Governance Across India

National e-Governance Service Delivery Assessment Framework to assess the depth and effectiveness of Online Services platforms Across States, UTs and identified Central Ministries

The Department of Administrative Reforms and Public Grievances (DARPG), Government of India, launched the Portal for the National e-Governance Service Delivery Assessment (NeSDA), 2025. The portal was launched in a meeting with the Nodal Officers of Central Ministries and States/UTs on 25.05.2026. Smt. Sarita Chauhan, Additional Secretary, DARPG chaired the meeting to present a detailed walkthrough and demonstration of the NeSDA 2025 Portal, covering the assessment framework, portal functionalities, submission workflows, reporting mechanisms and timelines for the assessment process.

NeSDA is a biennial assessment framework developed by DARPG to measure the depth and effectiveness of existing e-Governance service delivery mechanisms from the citizen’s perspective. Based on the Online Service Index (OSI) of the UN e-Government Survey and customized for the Indian federal structure, NeSDA assesses the availability, accessibility and maturity of online service delivery across States, Union Territories and focus Central Ministries/Departments.

NeSDA serves as an important benchmarking exercise for improving online service delivery across the country and for promoting best practices among States, UTs and Central Ministries/Departments. It supports governments in identifying gaps, strengthening service delivery mechanisms and improving citizens’ experience in accessing public services online.

NeSDA 2025 framework dimensions and additions:

  1. Portal Coverage: All Government Portals assessed under NeSDA are classified into two categories, viz., (i) State, UT, City and Central Ministry Portals and (ii) State, UT, City and Central Ministry Service Portals.
  2. Focus Sectors and Mandatory Services Coverage: The NeSDA framework covers G2C and G2B services across key sectors, viz., Finance, Labour & Employment, Education, Local Governance & Utility Services, Social Welfare (including Health, Agriculture and Home Security), Environment (including Fire), Tourism, Public Grievance, Transport and Travel sectors. The framework for NeSDA 2025 proposes an expansion on focus sectors with the addition of services of Ministry of Corporate Affairs. In NeSDA 2025, a total of 59 mandatory services are proposed to be assessed for every State & UT and 43 services to be assessed covering Central Ministries/Departments.
  3. Assessment Parameters: The assessment covers multiple parameters relating to the maturity and effectiveness of online service delivery. These include Accessibility, Content Availability, Ease of Use, Information Security and Privacy, End Service Delivery, Integrated Service Delivery, Status and Request Tracking, Open Government Data (OGD), E-Participation, and Leveraging Emerging Technologies.

The NeSDA 2025 portal will serve as an instrument to collect data online provided by the States, UTs and Central Ministries. DARPG will undertake stakeholder consultations, capacity building sessions and regular review meetings with Centre, State and UT nodal officers during the NeSDA 2025 assessment cycle.

All Nodal Officers from Central Ministries and States/UTs were requested to ensure timely submission of data and active coordination with DARPG during the assessment process. Participants were also advised to thoroughly review the assessment guidelines and effectively utilize the NeSDA 2025 Portal for smooth conduct of the assessment exercise.
