MP Tech Growth Conclave 3.0 Secures Nearly ₹40,000 Cr Investments: CM Dr. Yadav
Chief Minister Dr. Mohan Yadav said that the 51 major activities organised during MP Tech Growth Conclave 3.0 paved the way for investments of nearly ₹40,000 crore and the creation of more than 34,000 employment opportunities. He said the State Government has fulfilled all the commitments made under the MP Tech Growth Conclave initiative. Through the first two editions of the conclave, Madhya Pradesh received investment proposals worth ₹46,000 crore, while technology sector investments exceeding ₹12,000 crore have been grounded since the Global Investors Summit-2025. During this period, 22 new industrial units were inaugurated and Bhoomi Poojan was performed for four new projects, reflecting the State Government’s swift execution and strong commitment to industrial development. The Chief Minister was addressing the inaugural session of MP Tech Growth Conclave 3.0 – GCC, Data Centre and Semiconductor in Bhopal on Monday.
Chief Minister Dr. Yadav said that under the leadership of Prime Minister Shri Narendra Modi, India is rapidly emerging as a global leader on the strength of its capabilities, talent and innovation. He said that India’s glorious civilisational heritage is globally recognised, and over the past 12 years, the country has established itself as one of the world’s fastest-growing economies. India is providing new direction to the world across diverse sectors, and Madhya Pradesh is playing a significant role in this journey of development. Moving beyond its traditional strengths in agriculture, minerals and forests, the state is making rapid progress in emerging sectors such as defence, drones, science and technology, renewable energy, industrial corridors and other future growth industries. He said that MP Tech Growth Conclave 3.0 marks an important milestone in the state’s development journey.
Chief Minister Dr. Yadav said that the Madhya Pradesh Government is committed to promoting the growth of industries of all scales, including artificial intelligence (AI), data centres and semiconductors, and will continue to extend every possible support to all industry groups on an equal footing. He said the state is making rapid strides in areas such as Science City, AI, Deep Tech Parks and data centres. The State Government is continuously promoting innovation, research, skill development and industry-academia collaboration across emerging sectors, including artificial intelligence.
Chief Minister Dr. Yadav said that Madhya Pradesh offers a highly conducive environment for industries, enabling individuals and enterprises to realise their full potential. He noted that the state is also associated with Bharat Ratna Atal Bihari Vajpayee, who introduced the world to India’s glorious heritage and addressed the United Nations General Assembly in Hindi. Prime Minister Shri Narendra Modi is carrying forward the same proud tradition by addressing the world in Hindi. Guided by the spirit of Vasudhaiva Kutumbakam (the world is one family), Madhya Pradesh offers immense opportunities for development across every sector. He expressed confidence that MP Tech Growth Conclave 3.0 would play a significant role in accelerating the state’s development. The Chief Minister added that India is the world’s largest democracy and one of its youngest nations, with immense potential for growth. The State Government remains committed to harnessing the talent and capabilities of the youth while creating ample employment opportunities for them.
Foreign Investment Projects Worth Over ₹28,200 Cr Grounded
Chief Minister Dr. Yadav said that foreign investment in Madhya Pradesh has moved beyond Memorandums of Understanding and is now being translated into on-the-ground projects. Investment projects worth over ₹28,200 crore by 10 leading companies from eight countries—Spain, Canada, the United States, the United Kingdom, Japan, South Korea, Ireland and Indo-German collaborations—are currently in the groundbreaking stage in the state. These include Submer India Pvt. Ltd. of Spain, which will establish an AI-ready data centre in Bhopal with an investment of nearly ₹19,000 crore (USD 2 billion); McCain Foods of Canada, investing ₹3,800 crore in a food processing facility; Hellion (GSK) of the United Kingdom with a ₹3,000 crore pharmaceutical project; and Toppan Specialty Films of Japan, investing ₹1,100 crore in a specialty films manufacturing unit.
Other projects under implementation include True North Spill Waters of the United States with a ₹500 crore renewable energy project; Booyoung SciCorp of South Korea investing ₹225 crore in a leather and footwear unit; Effibar with a ₹207 crore Medical Device Park; Felix Generics of Ireland with a ₹134 crore pharmaceutical unit; Clinisupplies of the United Kingdom with a ₹127 crore Medical Device Park; and TWE OBT Pvt. Ltd., an Indo-German venture, establishing a ₹126 crore textile manufacturing unit. The Chief Minister said these investments are accelerating industrial development, strengthening the state’s digital infrastructure and generating employment opportunities.
Spain’s Submer Group to Establish USD 2 Billion AI-Ready Data Centre in Bhopal
Spain’s Submer Group will establish an AI-ready data centre in Madhya Pradesh with an investment of USD 2 billion (approximately ₹19,000 crore). Addressing the MP Tech Growth Conclave 3.0, Submer India Private Limited CEO Shri Patrick Smets said that under the leadership of Chief Minister Dr. Mohan Yadav, Madhya Pradesh has emerged as a strong hub for strategic partnerships between India and global industries. He said the MP Tech Growth Conclave is not merely a platform for attracting investments but also reflects the State Government’s long-term vision for technology-led development. Shri Smets added that the positive discussions held and investment agreements reached with Chief Minister Dr. Yadav in Barcelona, Spain, in July 2025 have resulted in sustained growth of investments in artificial intelligence, data centres and the IT sector in Madhya Pradesh. The Submer CEO, Smets, informed that within just six days of submitting the first application for land allocation, the Madhya Pradesh Industrial Development Corporation (MPIDC) issued consent on 12 July 2026 for the allotment of 60,619.30 square metres of land in the Hajjamapura Industrial Area, Bhopal. The land will be allotted on a 99-year lease. The proposed data centre is expected to generate around 5,000 direct employment opportunities. He said the investment reflects growing confidence among global investors in Madhya Pradesh and demonstrates the state’s efficient, responsive and investor-friendly governance. Shri Smets added that Madhya Pradesh’s industry-friendly ecosystem, skill development initiatives for local youth, and the State Government’s visionary leadership and strong commitment are the key pillars driving the state’s growth trajectory.
Major Announcements by Chief Minister Dr. Yadav
- A state-of-the-art IT Park will be developed over 3 acres in Indore’s Super Corridor area. With a built-up area of nearly 3 lakh sq. ft., the facility will provide world-class office space for Global Capability Centres (GCCs), IT and digital services companies.
- A Semiconductor Centre of Excellence will be established in the state to promote skill development, research, industry collaboration and capacity building.
- A new IT Tower will be developed at the Bhopal IT Park, offering additional plug-and-play office space for GCCs, IT and digital services companies.
- An AVGC-XR (Animation, Visual Effects, Gaming, Comics and Extended Reality) Centre of Excellence will be established to promote these emerging creative technology sectors.
- With support from the Government of India, Artificial Intelligence (AI) Centres of Excellence will be established at the Manthan Centre of Excellence and the Global Skills Park to accelerate innovation, research, skill development and industry-academia collaboration.
- A new plug-and-play IT Park will be developed in Bhopal’s Kolar area to enable technology companies to commence operations quickly.
Tech Growth Conclave-Important Part of the State’s Investment-Oriented Policy: CS Shri Jain
Chief Secretary Shri Anurag Jain said that MP Tech Growth Conclave 3.0 is an integral part of the State Government’s investment-driven conclave series, which began with Regional Industry Conclaves organised across different parts of the state. He said that Chief Minister Dr. Yadav subsequently participated in industrial conclaves across India and abroad, positioning Madhya Pradesh as an attractive investment destination. Since the Global Investors Summit-2025, investments worth over ₹10 lakh crore have been grounded in the state. The Chief Secretary said that the future belongs to IT and data centres, and Madhya Pradesh is therefore placing special emphasis on the technology sector. MP Tech Growth Conclave 3.0 marks another significant milestone in the state’s industrial investment journey. The State Government is actively pursuing investments in Global Capability Centres (GCCs), data centres and semiconductors, while investments exceeding ₹12,000 crore have already been grounded in the digital and technology sectors.
Chief Secretary Shri Jain said that under the guidance of Chief Minister Dr. Yadav, the State Government has implemented industry-friendly policies that are yielding positive results. Investors have expressed confidence in the state’s policies and governance, with several industry groups making repeat investments. He highlighted Madhya Pradesh’s strategic location, skilled workforce, premier educational institutions, ample land bank, plug-and-play infrastructure and uninterrupted power supply as key advantages for investors. Investments are steadily increasing in the Electronics Manufacturing Park in Bhopal, while the Government of India has approved the establishment of a Telecom Manufacturing Hub in Gwalior. He also noted that Madhya Pradesh has achieved significant progress in solar energy and is providing some of the lowest-cost green energy in the country. The state’s welcoming and investor-friendly environment has further strengthened its appeal as an investment destination.

Principal Secretary, Science and Technology, Shri M. Selvendran said that the Tech Growth Conclave has become an effective platform for dialogue between the government and entrepreneurs in the IT and data sectors. The State Government has formulated industry-friendly policies aligned with the needs of the IT industry and global market requirements, and has made timely amendments as necessary. As a result of these policy initiatives, investment in the state’s IT sector continues to grow, providing fresh momentum to technological advancement.

20 New Industrial and Technology Units Inaugurated
Chief Minister Dr. Yadav inaugurated 20 new industrial and technology-based units, giving fresh momentum to the state’s industrial and technological development. These units represent an investment of ₹178.70 crore and are expected to generate 1,229 new jobs. Most of the units have been established in the IT Parks of Indore, Bhopal and Jabalpur, covering sectors such as IT/ITeS, Electronics System Design and Manufacturing (ESDM) and innovation-driven industries. These units will strengthen the state’s IT and electronics ecosystem while giving a further boost to investment, innovation and employment generation.
Letters of Intent for Land Allotment Issued to Eight Companies
Chief Minister Dr. Yadav, to promote investment and industrial development, presented Letters of Intent (LoIs) for land allotment to eight companies. These projects involve investments of ₹203.58 crore and are expected to generate 1,242 direct jobs. The land allotments at Sinhasa IT Park, Indore, and Badwai IT Park, Bhopal, will strengthen the ecosystem for IT, ITeS, ESDM, electronics manufacturing, IT infrastructure and start-ups, further accelerating technology investments and industrial growth in the state.
Key MoU Signed with Google Play
A significant Memorandum of Understanding (MoU) was signed with Google Play to collaborate in artificial intelligence and digital capacity building. The partnership is expected to promote emerging technologies while strengthening digital innovation and skill development across the state.
CCIP Approves ₹422 Cr PCB Manufacturing Project
To boost electronics manufacturing in Madhya Pradesh, the Cabinet Committee on Investment Promotion (CCIP) approved Emerald Company’s ₹422 crore Printed Circuit Board (PCB) manufacturing project in Bhopal. The project is expected to create 314 direct employment opportunities while strengthening the state’s electronics manufacturing capabilities and accelerating industrial development.

CEO of Paras Semiconductors, Shri Santosh Kumar, said that MP Tech Growth Conclave 3.0 marks a significant milestone in Madhya Pradesh’s semiconductor journey. He said that the convergence of progressive government policies and advanced technologies is fostering the development of a robust and future-ready semiconductor ecosystem in the state. Shri Santosh Kumar informed that Paras Semiconductors is investing approximately ₹6,000 crore to establish India’s first advanced heterogeneous packaging OSAT (Outsourced Semiconductor Assembly and Test) facility in Madhya Pradesh.
