Khawzawl – Mock Drill Conducted for Flood and Water Rescue Operations
On the morning of 4th December 2024, a Mock Drill focusing on flood and water rescue operations was conducted in Khawzawl, organized by the District Disaster Management Authority (DDMA) and the National Disaster Response Force (NDRF). The drill was aimed at improving preparedness for flood rescue operations, particularly in the event of torrential rain and flash floods. It was noted that such floods pose significant risks and can cause widespread harm.

The drill commenced at 10:00 AM with a siren sound from the DC Office, led by Khawzawl District Collector and DDMA Chairman, Mr. K. Vanlalthiana. The District Emergency Operation Centre (DEOC) was fully operational, with the establishment of a Staging Area. Teams from the State Disaster Response Force (SDRF), Quick Response Teams (QRT), medical teams, and security teams participated. The Incident Commander, Additional District Collector Mr. Lalfakzuala, supervised the overall management of the drill and ensured coordination among the teams.
In the simulation, SDC Mr. Paul Rokima acted as the Incident Commander, coordinating the search and rescue operations. The NDRF, SDRF, and QRT teams effectively carried out search and rescue operations, while the medical teams managed triage, first aid, and CASEVAC procedures. Casualties were transported to the District Hospital, where doctors and nurses provided necessary care. Meanwhile, MPRO members and DEOC personnel monitored the operations closely.
Chief Observer, SDO (Sadar) Mr. Suvigya S. Chandra, IAS, along with other observers including Inspector Mrs. T. Lalnutluangi, participated in the evaluation of the mock drill’s effectiveness.
The mock drill involved participants from various government offices, local authorities, and community members, showcasing the collaborative effort required in such emergency situations.
A debriefing session was held at the DC Meeting Hall, where Chief Observer Mr. Suvigya S. Chandra provided feedback on the drill. He highlighted areas of improvement and acknowledged the successful coordination of all involved teams. DDMA Chairman Mr. K. Vanlalthiana expressed satisfaction with the drill’s execution, emphasizing the importance of continued training and preparedness for future emergencies. The exercise was deemed highly effective in enhancing the state’s disaster management capabilities.
