In Principle Approval of Rs. 21,630 crore to Connect 20,600 Remote Settlements of the State to Main Roads

Chief Minister Dr. Mohan Yadav the cabinet meeting was held on Tuesday at the Mantralay. The Cabinet approved a proposal worth Rs.21,630 crore for the Chief Minister Majra-Tola Road Scheme, aimed at providing all-weather connectivity to remote settlements in Madhya Pradesh. The scheme will be implemented in two phases from 2025-26 to 2034-35, covering approximately 30,900 kilometres of road construction. The state government will fund the project. The Priority will be given to settlements with a minimum of 20 households and a population of 100 or more. A list of priority settlements will be prepared based on population density and consultation with local MPs, MLAs, and Zila Panchayat members. The final priority list will be published at the state level.

Exemption of ‘Mandi-Shulk’ on Tur Imported from Outside State

To meet the needs of the tur dal industry, the cabinet decided to fully exempt ‘Mandi-Shulk’ on tur imported from outside the state. This will ensure sufficient availability of tur dal, boost transportation, and increase employment.

Working Women Hostels

In Principle approval was given for constructing four working women hostels with a total capacity of 350 seats in Jhabua, Singrauli, Dewas, and Narmadapuram under the SASCI (Special Assistance to States for Capital Investment) 2024-25 scheme. The project, to be implemented in a public-private partnership (PPP) mode, will cost Rs. 40.59 crore.

District Development Advisory Committee

The cabinet approved the formation of a “District Development Advisory Committee” in all districts, chaired by the Chief Minister, to prepare a roadmap for district development and long-term plans. This follows instructions from the 2025-26 budget speech. The committee will include the district in-charge minister as vice-chairman, MPs, all district MLAs, the mayor or municipal chairman of the district headquarters, the district panchayat chairman, all janpad chairmen, and 20 representatives from fields like industry, trade, progressive farming, social service, medicine, and law. The collector will serve as the member secretary. The committee aims to formulate long-term development plans based on public, representative, and stakeholder inputs, promote traditional skills under the “Vocal for Local” principle, and enhance district prosperity. It will also suggest ways to better implement government schemes, formalize local innovations, and provide recommendations for employment generation, industry, trade, water conservation, exports, agriculture, and minerals.

Scholarships to be granted to Meritorious Students for MBBS as Fee Reimbursement

The Cabinet has approved granting scholarships to meritorious students equivalent to the maximum fees prescribed for MBBS courses in government medical colleges of Madhya Pradesh as fee reimbursement. The remaining amount required for full reimbursement of the additional fees will be provided by the government to the students as an interest-free loan under the scheme.

Only those students who secure an All India Rank within 1.5 lakh (150,000) in the NEET examination will be eligible for benefits under the ‘Mukhyamantri Medhavi Vidyarthi Yojana’ for MBBS courses. This benefit will be available to Madhya Pradesh domicile students who gain admission through the NEET exam to MBBS courses in government and private medical colleges/universities of Madhya Pradesh, as well as all government medical colleges/universities under the Central Government. This provision will be effective from the academic session 2025-26 for students admitted from that year onwards.

It is noteworthy that after completion of the course, if the student works in a rural area designated by the state government for the next 5 years, the excess loan amount will be considered reduced proportionally to the duration of service. According to the decision, 50% of the loan will be considered repaid if the student works for 2.5 years, and after 5 years of service, the outstanding loan amount will be considered fully waived. If the condition of working in a rural area for 5 years is not fulfilled, the remaining loan amount must be repaid to the government proportionally.

To ensure the proper and eligible beneficiaries receive the benefits of the scheme, the scheme’s portal will be coordinated with portals of other similar schemes. The Public Health and Medical Education Department will ensure appropriate arrangements to guarantee that beneficiaries work in Madhya Pradesh for 5 years. Detailed guidelines regarding income certification through self-certification will be issued by the Department of Technical Education, Skill Development, and Employment in coordination with the General Administration Department and Finance Department.
