Chhattisgarh Cabinet Decisions
Under the chairmanship of Chief Minister Shri Vishnu Deo Sai, several important decisions were taken today during the Cabinet meeting held at Mahanadi Bhawan, Mantralaya, Raipur:
1) Amendment to District Mineral Foundation (DMF) Rules:
The Cabinet approved necessary amendments to the Chhattisgarh District Mineral Foundation Trust Rules, 2015 in accordance with the Ministry of Mines, Government of India’s new guidelines under the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY)-2024.
- At least 70% of the available DMF funds will now be allocated to high-priority areas such as:
- Drinking water supply
- Environmental protection
- Pollution control
- Health and education
- Agriculture
- Welfare of women, children, the elderly, and persons with disabilities
- Skill development and employment
- Sanitation, housing, and animal husbandry
2) New Sand Mining Rules Approved:
The Cabinet repealed the Chhattisgarh Minor Mineral Ordinary Sand (Mining & Trade) Rules, 2019 and 2023 (for Scheduled Areas), approving the new Chhattisgarh Minor Mineral Ordinary Sand (Mining & Trade) Rules, 2025.
- The new rules aim to:
- Ensure transparency in sand mining and transportation
- Enforce strict action against illegal sand mining
- Provide sand at fair prices to the public
- Ensure compliance with environmental and safety standards
- Allocate sand mines through electronic auction to boost state revenue
3) Reforms in Agricultural Land Valuation:
The Cabinet approved a proposal from the Registration Department regarding the revision of market value rates for agricultural land.
- Key changes include:
- Removal of the 500 sq.m. rate slab for rural agricultural land; land valuation will now be based entirely on per-hectare rates
- Elimination of the 2.5x valuation multiplier for irrigated converted rural land
- Market rates for lands adjoining urban limits and investment zones will be determined in square meter terms
- These reforms will help prevent irregularities as seen in past land deals, such as those under the Bharatmala project and in Arpa-Bhainsajhar area of Bilaspur
4) Land Allocation for State Cricket Academy:
The Cabinet approved the allotment of 7.96 acres of land in Sector-3, Village Parsada, Nava Raipur (Atal Nagar) to the Chhattisgarh State Cricket Association (CSCS) for establishing a Cricket Academy.
- The upcoming state-of-the-art cricket academy will provide international-standard training facilities to nurture the skills of talented players across the state.
- With immense potential in cricket, several players from Chhattisgarh have already achieved national and international success.
- The academy will offer local athletes a platform to excel and will help establish Chhattisgarh’s identity on the national and global cricket stage.
