Decisions of the Council of Ministers Chhattisgarh
Raipur, Nov 2025 : Under the chairmanship of Chief Minister Shri Vishnu Dev Sai, several important decisions were taken today in the Cabinet meeting held at Mahanadi Bhawan, Mantralaya.
1) Procurement of Pulses and Oilseeds under PSS to Continue
The Council of Ministers decided to continue the procurement of pulses and oilseed crops during the Kharif and Rabi marketing seasons under the “Pradhan Mantri Annadata Aay Sanrakshan Abhiyan” (Price Support Scheme – PSS), as done in previous years.
It is noteworthy that under this campaign, crops such as arhar, moong, urad, groundnut, and soybean are procured at support prices during the Kharif season, while gram, mustard, and lentil are procured during the Rabi season. Procurement at support price through state mandis ensures healthy market competition, thereby enabling farmers to receive better prices for their produce.
2) Restructuring of Departments to Promote Good Governance
The Cabinet approved an amendment to the Chhattisgarh Government (Allocation of Business) Rules, merging the Public Undertakings Department with the Commerce and Industry Department, and the Twenty-Point Programme Implementation Department with the Planning, Economics, and Statistics Department.
This step strengthens good governance and aims to ensure the implementation of the principle of “Minimum Government, Maximum Governance.”
3) Guarantee for Smooth Paddy Procurement
To ensure seamless procurement of paddy at Minimum Support Price (MSP), the Cabinet approved the revalidation of the previously sanctioned ₹15,000 crore government guarantee for banks and financial institutions for Kharif Marketing Year 2024–25, extending it to Kharif Marketing Year 2025–26.
Additionally, an extra government guarantee of ₹11,200 crore will be provided to the Marketing Federation.
4) Amendments to Eligibility Rules for Affordable Housing Schemes
The Cabinet approved amendments to the rules and conditions for eligibility under the state-sponsored housing schemes—Deendayal Awas Yojana, Atal Awas Yojana, Atal Vihar Yojana, and Naya Raipur Chief Minister Housing Scheme—allowing for the sale of vacant units with additional provisions:
a) After three rounds of advertisement, unsold EWS (Economically Weaker Section) and LIG (Low Income Group) houses/flats may be sold to beneficiaries of any income group.
However, such beneficiaries will not be eligible for government subsidy, which will be provided only to the originally specified income groups.
b) After three rounds of advertisement, if any individual, government/semi-government body, or private institution proposes bulk purchase, they may be allowed to purchase more than one unit.
However, they will not be eligible for government subsidy.
Wider publicity will be ensured so that more beneficiaries can avail the opportunity.
5) Long-term Lease of Cricket Stadium to Chhattisgarh State Cricket Association
The Cabinet approved the proposal to lease the Shaheed Veer Narayan Singh International Cricket Stadium at Naya Raipur (Atal Nagar) to the Chhattisgarh State Cricket Association for long-term operation and developmental activities.
This decision will provide advanced training and technical facilities to emerging cricket players in the state and ensure the hosting of more national and international cricket matches in Chhattisgarh.
