Strong voter turnout marks Goa’s rural Zilla Panchayat elections, political stakes high
Panaji, Dec 2025 : Rural Goa witnessed a robust democratic response on Saturday as voters turned out in impressive numbers for the Zilla Panchayat (ZP) elections. The State Election Commission reported an overall turnout of 70.81 per cent, with North Goa recording a higher participation rate of 72.66 per cent compared to 68.93 per cent in South Goa.
Among individual constituencies, Latambarcem in Bicholim topped the chart with an exceptional turnout of 88.29 per cent, closely followed by Querim in Sattari at 87.99 per cent. On the lower end of the spectrum, Navelim in Salcete registered just 55.29 per cent, while neighbouring Velim recorded 56.52 per cent.
The atmosphere across polling stations was lively and varied, reflecting both enthusiasm and dissatisfaction among voters. While some voiced frustration with elected representatives, many arrived early and in large groups, signalling strong support for their preferred candidates. Compared to the last ZP elections held under the shadow of the COVID-19 pandemic—where turnout stood at 56.8 per cent—this year’s figure shows a sharp rise and renewed public engagement.
Queues formed steadily throughout the day across the 50 constituencies—25 each in North and South Goa. Families arrived together, volunteers assisted the elderly, and the festive mood gave the exercise a strong community feel. Despite the positive atmosphere, several challenges surfaced. Confusion over voter serial numbers in places like Chimbel led some residents to forgo voting. There were also complaints about polling staff marking serial numbers on voting slips, which raised concerns about voter secrecy. AAP convenor Amit Palekar called for greater transparency, and in St Lawrence, police confiscated AAP belts and badges found near a booth. Accessibility emerged as another issue, with reports of polling stations lacking suitable wheelchair access.
Politically, the elections hold major significance. For the BJP, the polls serve as a measure of its rural connect ahead of the 2027 Assembly elections. The Congress, contesting with its ally Goa Forward Party, aims to demonstrate that opposition unity can deliver results. The AAP aggressively expanded its presence across constituencies to move beyond its Salcete stronghold, while the Revolutionary Goans Party made its ZP debut, advancing an identity-focused narrative.
In Bardez, voters experienced delays due to difficulty retrieving serial numbers from booth-level officers, yet the proactive availability of wheelchair assistance highlighted efforts to improve inclusivity.
Throughout the day, polling stations bustled with activity as party workers, panch members, and agents mobilised voters. Reports also surfaced of attempts to influence voters through inducements, pointing to the competitive nature of local politics.
Overall, the ZP elections showcased Goa’s enduring democratic spirit amid administrative hurdles and high political stakes. The results, scheduled for Monday, are expected to indicate whether rural Goa has sent a strategic message ahead of the crucial Assembly polls.
