Special emphasis on speedy implementation of online transmission of FIRs and charge sheets, e-Sakshya, NAFIS and e-Summons
Raipur, September 2026: Deputy Chief Minister and Home Minister Shri Vijay Sharma has directed all concerned departments and officials to make coordinated efforts for the speedy and effective implementation of the new criminal laws. He said the objective of these laws is to make the justice delivery process faster, more transparent and technology-driven. Accordingly, all necessary arrangements must be completed within the stipulated timeframe in line with the provisions of the new laws.
At a review meeting held at the Police Headquarters in Nava Raipur, Home Minister Sharma expressed satisfaction over Chhattisgarh’s improved position in the report of the National Criminal Law Implementation (NCLI) Dashboard of the Union Ministry of Home Affairs. Reviewing each parameter of the dashboard in detail, he said concrete action must be ensured at every level to further improve the state’s ranking. As a result of sustained efforts, the state’s ranking has shown significant improvement since July. Expressing satisfaction over the progress, the Deputy Chief Minister directed officials to maintain the momentum of improvement across all parameters.
Speed Up the Process from FIR to Court
Regarding improvements in functional efficiency, Deputy Chief Minister Sharma directed that arrangements for directly transmitting FIRs and charge sheets to courts be completed at the earliest. This, he said, would help reduce the time taken from investigation to trial.
Under the same parameter, he directed all police stations to be made technically and operationally ready at the earliest to increase the use of the National Automated Fingerprint Identification System (NAFIS) and e-Sakshya. Sharma also directed that summons issued electronically through e-Summons should be served promptly and that the process of submitting charge sheets online to courts within the prescribed timeframe should be strengthened.
Pending Notifications under Administrative Reforms to be Issued Soon
Home Minister Sharma directed that all necessary notifications and procedural arrangements under administrative reforms be completed at the earliest. He said that along with technological infrastructure, it is equally important to enhance the capabilities of officers and personnel at the field level. Only then, he said, can citizens derive the full benefits of the new criminal laws.
State-Level Challenges Discussed
The meeting also witnessed detailed discussions on difficulties being faced at the state level in implementing the new criminal laws, the Crime and Criminal Tracking Network & Systems (CCTNS) and the Inter-Operable Criminal Justice System (ICJS).
The Deputy Chief Minister discussed possible technical and procedural solutions with officials from the Bureau of Police Research and Development (BPR&D), National Crime Records Bureau (NCRB) and National Informatics Centre (NIC). He directed officials to coordinate with the concerned central authorities and ensure early resolution of issues requiring central assistance or technical intervention. This, he said, would enable Chhattisgarh to further improve its performance in implementing the new criminal laws.
The meeting was attended by NCRB Director General Shri Amit Garg, BPR&D Director General Shri Alok Mittal, Principal Secretary, Home, Smt Niharika Barik, Home Secretaries Smt Neha Champawat and Shri Himshikhar Gupta, Director General of Police Shri Arun Dev Gautam, Director General of Prisons Shri Himanshu Gupta, Director of Prosecution Shri Pradeep Gupta, Additional Director General of Police Shri Vivekanand Sinha and CAPT Bhopal Director Shri Anil Kishore Yadav.
Through video conferencing, all Range Inspectors General of Police, district Superintendents of Police, medico-legal nodal officers of the Health Department, prosecution officers and other officials from the NCRB and NIC in Delhi also participated in the meeting.

The National Criminal Law Implementation (NCLI) Dashboard is a centralised digital platform operated by the Ministry of Home Affairs, Government of India. It monitors the nationwide progress in implementing the three new criminal laws — the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA).
