Chief Minister Chairs Mi-PRAGATI Meeting to Review Progress of Major Government Projects

Aizawl, October 2026: Chief Minister Lalduhoma today chaired a meeting of Mizoram Pro-Active Governance and Timely Implementing (Mi-PRAGATI) at the CM Conference Hall to review the progress of major government projects.

PWD Minister Vanlalhlana, Environment, Forests and Climate Change Minister Lalthansanga, Dr. Renu Sharma, Advisor to the Government of Mizoram, Principal Secretary, General Administration Department (GAD), Sudhir Kumar, and other members attended the meeting.

The key updates reviewed during the meeting were as follows:

1. Ekta Mall at Chawnpui

Construction of the Ekta Mall at Chawnpui has reached 24.50 per cent completion. The project is targeted for completion by March next year.

2. New Township at Neihloh

The formation cutting work on the approach road for the new township at Neihloh has been completed, and pavement work is the next step.

The second instalment of funds for house construction has already been released. Efforts are also underway to procure cement in bulk at uniform rates.

Apart from the families initially identified for the project, 18 additional applications have been received and are currently under examination.

3. Aizawl Western Side Bypass Road

A proposal to make minor changes to the alignment of the Aizawl Western Side Bypass Road at certain locations has been submitted, and approval from the Ministry is awaited.

Work is continuing wherever construction is feasible, and the project has achieved approximately 33.61 per cent completion.

Quarry owners affected by the road construction had sought compensation. After a detailed examination of their claims, the meeting approved the release of ₹91,91,229 as assistance to 10 quarry owners. The remaining pending compensation is also expected to be released within this month.

The Aizawl Western Side Bypass Road is approximately 45 km long. The project is expected to include two major bridges, eight minor bridges and around 237 culverts. It will also have 30 km of PCC side drains.

4. Vairengte–Sairang Four-Lane Road

The progress of the Vairengte–Sairang four-lane road project was also reviewed. The project has been divided into six packages, and the progress of each package was discussed separately.

Compensation cases that have already been examined by the Joint Verification Teams are expected to be settled at the earliest.

5. 100-Bedded Serchhip District Hospital

The meeting reviewed the construction of the 100-bedded Serchhip District Hospital, which is being funded through ₹21 crore from PGCIL’s Corporate Social Responsibility (CSR) funds and ₹50 crore under the North East Special Infrastructure Development Scheme (NESIDS).

So far, only the first instalment of ₹2.30 crore has been received from PGCIL under its CSR funding.

PGCIL revises its CSR budget every three years. Since construction of the Serchhip hospital did not begin within the earlier funding period, the allocated funds were exhausted. The company has indicated that it will provide further funds when its new budget is prepared.

Consequently, construction using CSR funds cannot be continued for the time being. However, work can proceed using NESIDS funding, as the necessary sanction has already been received.

6. Tualpui–Champhai Single-Lane Road

The meeting also reviewed the Tualpui–Champhai single-lane road project being implemented under NESIDS.

The road is 21.058 km long, with a sanctioned project cost of ₹57.01 crore. Of this amount, ₹13.60 crore has been released so far, and 12.08 per cent of the work has been completed.

7. AgriStack – Digital Services to Farmers

The meeting discussed the AgriStack initiative, which is being implemented by the Union Ministry of Agriculture and Farmers Welfare to provide digital services to farmers.

The meeting outlined the incentives that Mizoram could receive under the State Assistance to States for Capital Investment (SASCI) scheme through the implementation of this initiative.

The meeting also discussed the challenges currently affecting the proposed construction of the Aizawl Eastern Side Bypass Road.
