Develop Advanced Digital Platforms for Aggregator Companies: Maharashtra CM Devendra Fadnavis

Meeting Held to Discuss Maharashtra Aggregator Rules, 2026

Mumbai, October 2026: Maharashtra Chief Minister Devendra Fadnavis has directed officials to develop an advanced digital platform to make app-based passenger transport services in the state safer, more transparent and better regulated.

The platform should provide updated information on vehicles operated by aggregator companies, their drivers and working hours. The Chief Minister also directed officials to integrate artificial intelligence (AI)-based analytics into the system to ensure effective monitoring of vehicle operations, driver assignments, parking arrangements and services provided to passengers.

Fadnavis reviewed key issues related to the Maharashtra Aggregator Rules, 2026, at a meeting held at his official residence, Varsha, including the growing number of vehicles in the aggregator sector, challenges faced by independent taxi drivers, passenger safety and transparency in ride allocation on digital platforms.

Transport Minister Pratap Sarnaik, Additional Chief Secretary of the Transport Department Sanjay Sethi, Transport Commissioner Rajesh Narvekar and other departmental officials attended the meeting.

Comprehensive Digital Records of Vehicles and Drivers

The Chief Minister said comprehensive digital records must be maintained for every vehicle operated by aggregator companies. These records should include vehicle registration details, designated parking locations, driver information, driving licences, police verification and other mandatory documents.

The platform should also maintain updated records of which driver operates a particular vehicle during different shifts throughout the day.

Fadnavis directed officials to establish a robust mechanism that would enable authorities to immediately access the details of the vehicle and driver concerned whenever an incident occurs.

AI-based analysis should be incorporated to monitor vehicle operations, driver shifts and other important parameters. This would help authorities assess compliance with regulations and enable the relevant agencies to take prompt action wherever necessary.

Algorithm Audits to Ensure Transparent Ride Allocation

Fadnavis emphasised the need to examine whether independent taxi drivers receive fair opportunities compared with vehicles operated by large fleet companies on app-based passenger transport platforms.

He said digital platforms should be subject to scrutiny to determine which vehicle receives a ride, the reasons behind the allocation and the criteria used to make such decisions.

The Chief Minister directed officials to explore the use of technology to identify possible discrimination in ride allocation and improve transparency in the process.

He stressed that passengers must receive safe and reliable services while local drivers should have equal employment opportunities. Effective implementation of regulations, transparent ride allocation and technology-driven monitoring of aggregator companies should therefore be given priority.

Technology-Driven Regulation for Safer Transport Services

Considering the expansion of the aggregator sector in Maharashtra and the growing demand for passenger transport services, Fadnavis said the state needed a modern, efficient and responsive regulatory framework supported by advanced technology.

He directed the Transport Department to initiate further action towards establishing an effective digital monitoring system that balances the interests of independent taxi drivers, passenger safety and discipline in the transport sector.

The proposed platform is intended to strengthen regulatory oversight, improve accountability among aggregator companies and promote a more transparent and reliable app-based transport ecosystem across Maharashtra.
