Lunglei, August 2026: The Lunglei District Level Coordination Committee (DLCC) on the Civil Registration System (CRS) held a meeting on Monday under the chairpersonship of Lunglei District Commissioner and District Registrar of Births and Deaths, Pi Navneet Mann, at her office.
District Commissioner Pi Navneet Mann said birth and death certificates are important documents frequently used as proof for various purposes and therefore require utmost care and scrutiny while being issued. She particularly directed officials to thoroughly verify applications for birth or death certificates submitted more than one year after the date of the event, as such registrations require prior permission from the District Magistrate. Officials were instructed to carefully examine such applications and verify the authenticity and correctness of all supporting documents before granting approval.
Member Secretary, Lunglei District Research Officer and Additional District Registrar of Births and Deaths, Pu PC Vanlalrova, presented various reports during the meeting. The committee reviewed the procedures followed for registering births and deaths in Lunglei district and discussed suggestions for making the system more efficient and effective.
The meeting also reviewed the status of government and private hospitals in Lunglei district with regard to the requirement that births and deaths be registered in the Civil Registration System and reported to the concerned authorities within 21 days. Measures to ensure continued compliance with these guidelines were also discussed.
The importance of applicants providing their mobile phone numbers and email IDs along with applications for birth and death certificates was highlighted, as this would enable them to receive digital copies of certificates conveniently. The meeting was informed that old birth and death registers are being digitised and that digitised certificates are already being issued.
The committee also discussed measures to prevent the creation and alteration of fake birth and death certificates, which are prohibited under law. Various steps to protect the public from fraudulent certificates and awareness programmes to educate citizens about the issue were also considered.
Birth and death registration in Lunglei district is carried out by the Lunglei Municipal Council (LMC) within its jurisdiction, while outside the LMC area, the District Research Officer (Additional District Registrar of Births and Deaths), Lunglei, oversees the process.
At present, 104 local Registrars of Births and Deaths (RBDs) are functioning under the District Research Officer. During 2026, up to August, a total of 713 births and 130 deaths had been registered in areas under the district administration outside the LMC jurisdiction.
Within the LMC jurisdiction, there are 24 local RBDs and seven hospitals, making a total of 31 RBD units. Up to July 2026, these units had registered 868 births and 319 deaths.
The authorities also outlined the applicable fees and timelines for obtaining birth certificates. A birth certificate can be obtained free of charge from the RBD within 21 days of the child’s birth.
For registrations made between 22 and 30 days, applicants have to pay a late fee of ₹10 and a certificate fee of ₹100, totalling ₹110.
For registrations between 31 and 365 days, the applicant must approach the DRO office and pay a late fee of ₹100, certificate fee of ₹100 and application form fee of ₹20, amounting to a total of ₹220.
For registrations made after one year, delayed registration can be carried out only with the knowledge and approval of the Executive Magistrate, on payment of ₹1,320.
The meeting stressed the importance of timely and accurate birth and death registration, digital record-keeping and strict verification procedures to ensure a reliable and transparent Civil Registration System in Lunglei district.
