Postings carried out through a technology-driven transparent process, CM Rekha Gupta calls upon newly appointed officers to serve people with complete dedication and commitment

New Delhi, September 2026 : In a move aimed at making governance in Delhi more transparent, fair, effective and citizen-friendly, Sub-Registrars have, for the first time, been appointed across all 39 sub-divisions on the directions of Chief Minister Smt. Rekha Gupta. The postings were carried out through a technology-assisted randomisation process. The process was conducted in the presence of the Additional Chief Secretary (Services). For the convenience of the public, the number of Sub-Registrar offices has also been increased to 39 from 22 earlier.
Under the process, some officers have been retained as Sub-Registrars, while others have been transferred from their existing assignments and appointed as Sub-Registrars. This time, officers were selected for appointment as Sub-Registrars from among a group of officers meeting prescribed criteria, including better health, sufficient remaining service tenure and vigilance clearance. Significantly, 39 Sub-Registrars have now been appointed in proportion to all 39 sub-divisions. Earlier, their number was 22. This will enable Delhi residents to access both sub-division and Sub-Registrar services in their respective areas. To facilitate this, the government has also notified 17 Sub-Registrar offices.
Chief Minister Rekha Gupta expressed satisfaction with the transparent and technology-driven process adopted for the posting of Sub-Registrars. She called upon the newly appointed Sub-Registrars to work with complete honesty and dedication to provide better and more effective services to the people of Delhi. She also said that her government’s objective is to strengthen systems that make government functioning more transparent, organised, effective and convenient for citizens. She expected the newly appointed Sub-Registrars to discharge their responsibilities with complete seriousness and a spirit of public service.
Sub-Registrar offices to function more efficiently
Following the notification of 39 Sub-Registrar posts by the Delhi government, these positions have now been filled across all 39 sub-divisions under the 13 revenue districts. This will help ensure more organised and effective functioning of Sub-Registrar offices. It is noteworthy that Sub-Registrar offices deal with important revenue and registration-related matters that have a direct bearing on the general public. Making the process of appointing officers to these posts transparent and fair will, therefore, help make citizen services more streamlined.
Focus on a transparent and fair process
For the first time, the Delhi government has adopted an information technology-based randomisation process for the posting of Sub-Registrars. The objective is to complete the posting process through a clear, transparent and fair system. Under the process, officers meeting the prescribed criteria were selected with the assistance of technology from among a group of eligible officers. The Delhi government believes that greater use of technology in administrative processes, a transparent system and the deployment of suitable officers can further improve the quality of citizen services. The appointment of Sub-Registrars across all 39 sub-divisions is an important step in this direction.
