· Over 8000 MT Apples procured under MIS so far
The state government has procured more than 8,000 MT of apples under the Market Intervention Scheme (MIS) while over 17,000 farmers have registered on the HPMIS portal so far. The procurement, which commenced from 1st August 2026 through 213 Apple Collection Centres (ACC) operated by HPMC and HIMFED, will continue up to 31st October, 2026.
A major reform this season is the complete digitization of MIS operations through HPMIS. The system covers farmer registration, procurement, digital receipts, transportation, processing, monitoring and payment, thereby improving transparency and accountability. HPMIS is available through Android and IOS applications and farmer registration has been made mandatory as a one-time exercise. Farmers registered this year will not need to register again in subsequent years and will only be required to intimate the concerned Apple Collection Centre regarding the deposit of apples through HPMIS portal.
Apple is the major fruit crop of Himachal Pradesh, accounting for approximately 80 percent of total fruit production and nearly 50 percent of the area under fruit crops. The State is stated to be the second-largest apple-producing state in the country, contributing around 22 percent of national apple production and 37 percent of the area under apple cultivation. Shimla is the leading apple-producing district, contributing around 55 percent of State’s production, followed by Kullu, Kinnaur and Mandi.
Farmers can register themselves through self-registration, Common Service Centres/Lok Mitra Kendras or with assistance from Gram Panchayats. In Shimla district alone, 681 Lok Mitra Kendras are available to facilitate registration.
The digitized system has also simplified the payment process. After registration, farmers are required to bring apples to the designated Apple Collection Centres. The quantity accepted under MIS is recorded digitally and a receipt is generated through HPMIS. A copy of the receipt is made available to the farmer on the registered mobile number/account. The eligible MIS payment is transferred directly to the farmer's registered bank account through Direct Benefit Transfer (DBT), subject to verification and fulfilment of the applicable scheme conditions. Farmers are therefore advised to ensure that their mobile number and bank account details are correctly registered in HPMIS.
Digitization has reduced the need for farmers to repeatedly visit HPMC or HIMFED offices for submission of records and receipts. It has also enabled real-time monitoring of procurement, transportation and processing of apples at HPMC's processing plants at Parala (Shimla), Parwanoo (Solan) and Jadol (Mandi). Digital generation of receipts, challans, reports and registers has further streamlined the implementation process and facilitated quicker disposal of procured apples.
Apple growers are advised to complete their HPMIS registration at the earliest, keep their mobile number and bank details updated and deposit apples only at designated Apple Collection Centres. Farmers should retain the digitally generated receipt for their records and approach the concerned ACC, HPMC, HIMFED, Lok Mitra Kendra or Gram Panchayat for assistance in case of any difficulty relating to registration, procurement or payment.
Chief Minister Thakur Sukhvinder Singh Sukhu said that the state government has accorded priority to protecting the interests of apple growers and strengthening the horticulture economy of Himachal Pradesh. The Market Intervention Scheme provides great relief to growers during periods of market glut, facilitate value addition and helps regulate the arrival of low-grade fruit in the open market.
He said that the Market Intervention Scheme (MIS) has been designed to provide timely support to apple growers during periods of market glut and ensure an assured channel for the disposal of apples. He said that procurement through MIS would also facilitate the utilization of such fruit for processing and value addition. He said that protecting the interests of farmers and strengthening the horticulture sector would continue to remain a priority of the State Government.
The Chief Minister further said that the digitization of the MIS for Apple 2026-27 is an important step towards making the scheme more transparent, accountable and farmer-friendly. He said that one-time registration, digital receipts, real-time monitoring and DBT would reduce procedural difficulties and facilitate timely transfer of eligible payments directly to farmers' bank accounts. He urged apple growers to register on HPMIS, use designated collection centres and keep their registration and bank details updated to avail the benefits of the scheme smoothly.
