Proposed 2030–32 deployment would strengthen India’s eastern air-defence architecture as Dhaka weighs membership of the Saudi Arabia-Türkiye-Pakistan security pact
New Delhi, September 2026: Kolkata is being considered as a potential deployment location for India’s indigenous Kusha Air Defence System between 2030 and 2032, according to defence-sector reports, amid growing strategic attention to Bangladesh’s possible association with the Mecca Joint Defence Agreement.
Bangladesh has indicated that it could positively consider joining the pact if invited by its existing members — Saudi Arabia, Türkiye and Pakistan. Indian officials have said New Delhi is closely following developments that could have implications for national security.
The reported Kolkata deployment would form part of a broader effort to strengthen India’s eastern air-defence network. If Dhaka eventually joins the Mecca pact, defence planners could consider additional counter-drone capabilities alongside long-range missile systems. Any decision, however, would depend on evolving security assessments and official deployment requirements.
Kusha Programme
Project Kusha is being developed by the Defence Research and Development Organisation (DRDO) as an indigenous long-range surface-to-air missile system. The programme envisages three interceptor variants, with approximate engagement ranges of 150 km, 250 km and 350–400 km. The system is intended to provide protection against a range of aerial threats, including aircraft, cruise missiles and drones.
The programme has already entered flight-testing. DRDO conducted the first reported flight test of the Kusha system in July 2026. The development effort involves Bharat Dynamics Limited and Solar Industries as development-cum-production partners, while Bharat Electronics Limited is associated with radar and control-system development.
The system is designed to operate as part of a wider network of radars, sensors and command-and-control systems. Its integration with India's Integrated Air Command and Control System would allow information from different surveillance assets to contribute to a layered air-defence architecture.
Strategic Importance of Eastern Theatre
Kolkata's geographical position makes it an important location in India's eastern security architecture. Situated close to Bangladesh and the Bay of Bengal, the city and its surrounding region contain major civilian, industrial, transport and strategic infrastructure.
The reported proposal would therefore place long-range air-defence capabilities within a broader network intended to protect critical installations and population centres from evolving aerial threats.
Counter-drone systems are also expected to become an increasingly important component of this architecture. The proliferation of unmanned aerial vehicles has added another layer to modern air-defence requirements, with military planners focusing on combinations of radar surveillance, electronic warfare, interceptor systems and other technologies.

Possible S-400 Interim Deployment
The report also suggests that India could, depending on the security situation, consider positioning an S-400 system closer to the Bangladesh border as an interim measure before Kusha becomes available in the eastern theatre.
Such a move would represent a contingency option rather than a confirmed deployment decision. India's S-400 systems already form part of its long-range air-defence capabilities, while Kusha is being developed as a domestic system with a different development and induction timeline.
The reported possibility highlights the importance of layered air defence, where different missile systems, sensors and counter-drone technologies operate together rather than relying on a single platform.
Mecca Pact and Regional Security
The Mecca Joint Defence Agreement was signed by Saudi Arabia, Türkiye and Pakistan in August 2026 and establishes a mutual-defence framework under which an armed attack on one member is to be treated as an attack on all. Bangladesh has publicly indicated that it would consider joining if invited.
For India, any expansion of the pact into South Asia would add another factor to its assessment of the eastern security environment. The implications would extend beyond military planning to diplomacy, regional alignments and relations with neighbouring countries.
At present, however, Bangladesh's membership remains a possibility rather than a confirmed development.
Indigenous Defence Push
The Kusha programme also reflects India's broader emphasis on domestic defence production and advanced military technologies. Its development brings together DRDO laboratories, public-sector defence companies and private industry, supporting the government's objective of increasing indigenous capability.
The incorporation of advanced sensors, networked command systems and other emerging technologies is expected to remain central to India's future air-defence architecture.
If the reported Kolkata plan progresses, the proposed 2030–32 timeframe would place Kusha within a significantly expanded eastern defence network. The eventual configuration would depend on operational assessments, technological progress and developments in the regional security environment.
