New Lottery to be Conducted for Remaining Flats While Retaining 434 Existing Successful Beneficiaries
Thane, Aug 2026 : Deputy Chief Minister Eknath Shinde has directed that the prices of homes in the MHADA housing project at Chitalsar-Manpada in Thane be revised according to the Ready Reckoner rates applicable for 2020-21. He also directed that the 434 successful beneficiaries from the earlier lottery be retained, while a fresh lottery should be conducted for the remaining flats at the revised prices.
Of the 1,173 homes developed by MHADA under the Chitalsar-Manpada housing project, a lottery for 938 flats was conducted on July 14, 2025. Since the prices of the flats were fixed according to the 2025-26 Ready Reckoner rates, complaints were received by the MHADA office from applicants and residents seeking a review of the pricing. A meeting to examine the issue was held through video conference on Monday.
MHADA Managing Director Sanjeev Jaiswal, Konkan MHADA Chief Executive Officer Vishal Rathod, senior officials and employees of MHADA, as well as representatives of citizens who had lodged complaints, attended the meeting.
The issue primarily relates to the timing of occupancy certificates for the housing project. The flats had received a partial occupancy certificate in 2020-21, when their prices were fixed at Rs 10,000 per square foot, resulting in a cost of around Rs 44 lakh per flat. However, after the project received the full occupancy certificate in 2025-26, the prices of the remaining flats were revised upwards to approximately Rs 51 lakh to Rs 52 lakh.
This resulted in different prices being charged for flats of similar size within the same building. Residents and prospective beneficiaries consequently demanded a uniform pricing mechanism, arguing that occupants of the same project should not have to pay substantially different amounts for similarly sized homes.
Taking note of the concerns, Deputy Chief Minister Shinde directed the MHADA Managing Director to adopt the 2020-21 Ready Reckoner rates uniformly rather than charging different prices for flats of similar areas within the same building.
Shinde also directed the authorities to provide relief to the 434 beneficiaries who had already submitted their acceptance letters to MHADA following the earlier lottery. At the same time, a fresh lottery should be conducted for the remaining flats based on the revised pricing.
The decision is expected to provide significant relief to prospective homebuyers. Under the revised pricing structure, homes in the Chitalsar-Manpada project are expected to be made available at prices ranging from approximately Rs 44 lakh to Rs 46 lakh, based on the 2020-21 Ready Reckoner rates.
The revised approach is aimed at ensuring greater consistency and fairness in the pricing of homes within the same housing project. The fresh lottery will allow eligible applicants to participate under the revised rates, while protecting the interests of the 434 beneficiaries who had already completed the acceptance process.
The decision is also expected to address the concerns raised by residents regarding the sharp increase in prices following the issuance of the full occupancy certificate and bring greater clarity to the allotment process.
