Suggestions Invited on Draft Policy for “Optimal Use of Every Drop of Water and a Water-Secure, Developed Madhya Pradesh”

The State Government, under the leadership of Chief Minister Dr. Mohan Yadav, is committed to ensuring a safe, prosperous and environmentally sustainable life for every citizen of Madhya Pradesh. At the Urban Growth Conclave 2.0, held at the Brilliant Convention Centre in Indore, the draft of the Madhya Pradesh Treated Wastewater Recycling and Reuse Policy, 2026 was officially released for public consultation and suggestions. Based on Chief Minister Dr. Yadav’s vision of “Sabka Saath, Sabka Vikas and Inclusive Welfare”, the draft policy is expected to give a new direction and impetus to the future of water management and environmental conservation in Madhya Pradesh.

Madhya Pradesh Treated Wastewater Recycling and Reuse Policy, 2026, Designed to Meet Future Urban and Water Requirements

In view of the rapid pace of urbanisation, industrial expansion and growing demand for water in the state, sustainable management of water resources has become essential. The policy marks a significant step towards developing treated sewage water as a valuable resource rather than treating it as waste, thereby reducing dependence on drinking water supplies and groundwater. Guided by the principle of “Optimal Use of Every Drop of Water for a Water-Secure, Developed Madhya Pradesh”, the policy will not only ease pressure on water resources but also play an important role in realising the vision of Viksit Madhya Pradesh@2047.

Key Provisions of the Draft Policy

Draft Policy 2026 and Time-Bound Targets: The policy aims to ensure 100% treatment of collected sewage in accordance with prescribed standards. Targets have been set for the reuse of treated wastewater at 20% by 2027, 30% by 2030 and 50% by 2037.

Promotion of Non-Potable Uses: Priority will be given to the use of treated wastewater for non-drinking purposes, including industries, construction activities, gardens and landscaping, road cleaning, toilet flushing, firefighting, and suitable agricultural and irrigation activities.

Public Health and Environmental Protection: Public health and environmental safety will be ensured through prescribed water quality standards, regular monitoring and a separate water distribution system, completely isolated from the drinking water supply, through a dual-pipeline network.

Infrastructure Development and Investment Opportunities: Development of facilities such as treated water storage, transportation and distribution networks, tanker filling stations and dual-pipeline systems will create new investment and employment opportunities in the state.

Financial Sustainability and PPP Model: Financial sustainability of wastewater recycling projects will be promoted through public-private partnerships (PPP), Central and State Government schemes, Corporate Social Responsibility (CSR) initiatives and revenue generated from the sale of treated wastewater.

Robust Monitoring Mechanism: A strong monitoring framework will be established through a state-level high-powered steering committee and a technical cell. These bodies will ensure inter-departmental coordination, assessment of water demand, tariff determination and regular monitoring.

Madhya Pradesh to Set New Benchmark in Sustainable Water Management

The Draft Policy 2026 is expected to play a historic role in transforming treated wastewater into a valuable resource, thereby strengthening water conservation, improving the environment and enhancing the efficiency of urban services. The Urban Growth Conclave 2.0 will further strengthen collaboration among the government, industry and private investors, enabling Madhya Pradesh to move steadily towards becoming a water-secure and prosperous state.
