Chief Minister Dr. Mohan Yadav said that two important campaigns will be launched in Madhya Pradesh on the occasion of Prime Minister Shri Narendra Modi’s birthday. The Swamitva Adhikar Abhilekh Nishpadan Evam Panjiyan Campaign will be undertaken to take the ownership rights records execution and registration scheme to people across the state, while the Seva Se Sankalp Campaign will give a renewed impetus to public service through collective resolve and participation.
Chief Minister Dr. Yadav said that under the Ownership Rights Records Execution and Registration Campaign, more than 5 million rural residents will benefit as their property will be registered free of cost and documents will be provided through the Revenue Department. Under the Seva Se Sankalp Campaign, 58 lakh ‘Ashirwad ke Deepak’ (lamps of blessings) will be lit simultaneously across the state at 7 PM on September 17. The Chief Minister, calling the two initiatives a major campaign to facilitate citizens and strengthen public service, directed all Collectors to organise both campaigns as festivals in their respective districts with comprehensive preparations.
Chief Minister Dr. Yadav said that public representatives, social organisations and citizens should be actively involved to ensure the success of the campaigns. Wide publicity should be undertaken to take information about the initiatives to every household, while special efforts should be made to involve more and more youth. The Chief Minister was addressing all Divisional Commissioners and Collectors through video conference from the Mantralaya on Thursday. He directed Collectors to complete micro-planning for both campaigns within the next two days. Collectors will personally lead the Ownership Rights campaign in their districts, while nodal, zonal and sector officers will also be appointed at the district level.
Revenue Minister Shri Karan Singh Verma, Chief Secretary Shri Ashok Barnwal, Additional Chief Secretary to the Chief Minister Shri Neeraj Mandloi, Additional Chief Secretaries Shri Shivshekhar Shukla and Shri Manish Rastogi, Principal Secretary, Revenue, Dr. E. Ramesh Kumar and other senior officers were present in the meeting. All Divisional Commissioners and Collectors participated through video conference.
Free registration of more than 50 lakh beneficiaries
Chief Minister Dr. Yadav said the state government is launching a campaign for the free registration of Swamiktva Adhikar Abhilekh of targeted landowners under the Ownership Rights Records Execution and Registration Campaign. A survey of 68.47 lakh plots across 41,568 villages has already been completed, and free registration will be carried out in the names of more than 50 lakh beneficiaries. The government has also provided for exemption from Panchayat cess and additional stamp duty. The Chief Minister, during the video conference, sought information on implementation of the Ownership Rights Scheme from Collectors of the pilot-project districts of Agar-Malwa, Barwani, Harda, Ashoknagar and Raisen. Collectors informed him that the mobile application for the scheme is user-friendly and training of Patwaris is being expedited. They also reported a positive response in villages following free registration of land records.
Benefits to be ensured with fairness and transparency
The campaign will be implemented in three phases from September 17 to October 3. Training of all concerned officials is being expedited. Chief Minister Dr. Yadav directed officials to ensure that beneficiaries receive the benefits of the Ownership Rights Scheme fairly, transparently and within the stipulated timeframe.
Target of 30-40 registrations per day
Chief Secretary Shri Ashok Barnwal directed that camps for free registration be organised at the Gram Panchayat level every Thursday, Friday and Saturday, with the Sarpanch, Secretary, Patwari and Rozgar Sahayak working together. Each camp should aim to complete at least 30 to 40 registrations per day under the Ownership Rights Scheme. He directed Collectors to complete detailed planning and scheduling for the campaign and submit daily progress reports. Revenue Department officials informed the meeting that Patwaris will function as Execution Officers at the Panchayat level, while Tehsildars, Naib Tehsildars, Revenue Inspectors and others have been assigned responsibilities as Registration Officers.
State-level Seva Se Sankalp programme in Bhopal
The month-long Seva Se Sankalp Campaign, being launched on Prime Minister Shri Narendra Modi’s birthday, will begin with a state-level programme in Bhopal on September 17. Collectors and beneficiaries from all districts will participate through video conferencing. The campaign aims to take the resolve to build a developed Madhya Pradesh as part of the vision of a developed India to every citizen. Various public-service initiatives will be undertaken across the state for one month, with public participation being encouraged to ensure that the benefits of welfare schemes reach the maximum number of beneficiaries.
58 lakh lamps to illuminate state on September 17
Chief Minister Dr. Yadav said that the campaign will feature 13 activities, beginning with the ‘Ashirwad ka Deepak’ programme. At 7 PM on September 17, more than 58 lakh lamps will be lit simultaneously at the homes of beneficiary families and at more than 10 selected sites of historical and archaeological importance across the state. The Chief Minister directed Collectors to identify archaeological and heritage sites in their respective districts for the lamp-lighting programme. Additional Chief Secretary Shri Shivshekhar Shukla said that officers in charge will mandatorily remain present in their respective districts. Beneficiaries of various welfare schemes of all departments will be connected with the campaign at the district level.
More than 25 lakh lamps to be lit at Mahakal Lok in Ujjain
Ujjain Collector informed the Chief Minister about preparations for the ‘Ashirwad ka Deepak’ programme, stating that preparations are underway to light more than 25 lakh lamps at Mahakal Lok. Social and religious organisations and people from all sections of society will be involved in the event.
The meeting was also informed that more than 50 lakh beneficiaries of the Ownership Rights Records Execution and Registration-2026 Scheme will participate in the state-wide lamp-lighting programme.
Key activities under Seva Se Sankalp Campaign
‘Ashirwad ka Deepak’— On September 17 at 7 PM, lamps will be lit simultaneously at the homes of beneficiaries across the state.
‘Seva Chitra’— Painting and speech competitions on the vision of a developed India will be organised in schools at local, district and state levels.
‘Seva Smaran’— Musical theatre performances will be organised at the local level to showcase public service, welfare schemes and development initiatives.
‘Aangan ka Milan’— Three-day programmes will be organised at Anganwadi centres, featuring educational and entertaining stories and activities for children.
‘Kahaniyan Badlav Ki’— Beneficiaries whose lives have been positively transformed through government schemes will be identified, with their success stories digitised and shared through social media.
‘Seva Jyoti Yatra’— The yatra will be organised across all districts on October 7.
‘Jal, Jan aur Seva Sankalp Yatra’— The journey will be organised from Badnagar to Varanasi, covering seven states including Madhya Pradesh.
‘Seva Mera Yogdan’— Citizens will be encouraged to participate in 25 major service activities.
‘Seva Setu—Sarkar Aapke Dwar’— Camps will be organised to bring government services and welfare schemes closer to citizens and facilitate eligible beneficiaries in availing benefits.
‘Seva ke Rang’— Talented youth will be involved in rangoli activities at prominent locations to showcase the spirit of service and the vision of a developed India.
Hackathon and Innovation Challenge— Students, youth, startups and corporate innovators will be brought together to promote innovative ideas and solutions.
‘Jansevak Mahakumbh—Panchayat se Parliament’— A national conference of Sarpanches and public representatives from across the country will be organised.
‘25 Saal, 25 Kahaniyan’— Curated kits highlighting major schemes, achievements and milestones will be distributed to dignitaries.
